CCLAAC Minutes 04/09/2018Apri19, 2018 MINUTES OF THE CONSERVATION COLLIER LAND ACQUISITION ADVISORY COMMITTEE MEETING Naples, Florida, April 9, 2018 LET IT BE REMEMBERED, the Conservation Collier Land Acquisition Advisory Committee in and for the County of Collier, having conducted business herein, met on this date at 9:00 A.M. in REGULAR SESSION at Administrative Building "F", 3rd Floor, Collier County Government Complex Naples, Florida with the following members present: CHAIRMAN: Bill Poteet VICE CHAIRMAN: Pat Sherry Susan Calkins (Excused) Michael Seef John Psaras Jacob Winge Carol Pratt Gary Bromley (Vacancy) ALSO PRESENT: Alexandra Sulecki, Conservation Collier Coordinator, Program Manager Jennifer Belpedio, Assistant County Attorney Melissa Hennig, Sr. Environmental Specialist Christal Segura, Environmental Specialist April 9, 2018 1. Roll Call Chairman Poteet called the meeting to order at 9:OOAM. Roll call was taken and a quorum was established. IL Approval of Agenda Ms. Sherry proved to approve the Agenda. Second by Mn Winge. Carried unanimously 7 - 0. III. Approval of March 12, 2018 minutes Ms. Sherry moved to approve the minutes of the March 12, 2018 meeting subject to the following changes: • Page 3 Under Speaker from "Rocky Scofield landowner..." to "Rocky Scofield landowner Circle L Ranch... " • Page Item G — Motion — from "Ms. Sherry moved to recommend the Board of County Commissioners adopt the Shell Island Road Preserve Addendum...." to "Ms. Sherry moved to recommend the Board of County Commissioners adopt the Red Maple Swamp Interim Management Plan Extension..." Second by Mr. Psaras. Carried unanimously 7 — 0. IV. Old Business None V. New Business 1. Mejia Contract - WH Ms. Solecki presented the Executive Summary "Approve an Agreement for Sale and Purchase for 1.14 acres within the Winchester Head Multiparcel Project Linder the Conservation Collier Land Acquisition Program, at a cost not to exceed $14,800 (Mejia) " dated April 9, 2018 for consideration. Mr. Seef moved to approve an Agreement for Sale and Purchase for 1.14 acres within the Winchester Head Multiparcel Project under the Conservation Collier Land Acquisition Program, at a cast not to exceed $14,800 (Mejia)." Second by Ms. Sherry. Carried unanimously 7— 0. 2. April 9, 2018 • Conservation Collier Property Sunentaty Winchester Head multi -parcel Project She provided an overview on the features of the properties prior to the Committee's review of the Cycle 9 ranking process. Speakers Bobbie Lee Davenport spoke in support of acquiring the Robert H. Gore Trust property. Robert Stenzel spoke in support of acquiring the Hack Living Trust property. Nancy Payton spoke in support of acquiring the Robert H. Gore Trust and Half Circle L Ranch properties. Raymond DeBates spoke in support of acquiring the Hack Living Trust property. Brad Cornell, Audubon of the Western Everglades spoke in support of acquiring the Robert H. Gore Trust, Berman Trust and Half Circle L Ranch properties. Meredith Barnard, Conservancy of Southwest Florida supports: continuing acquisitions of lands in the Red Maple Swamp and Winchester Head multi parcel projects; Green & Green property being placed on the A -List; acquisition of the Robert H. Gore Trust and Berman Trust; placing the Hack Living Trust on the A -List. She noted the Barron Collier Partnerships, LLLP Big Hammock Area I and II may be subject to a Habitat Conservation Plan (HCP) and designated for conservation and the parcels should not be considered a high priority at this point in time; the Half Circle L Ranch property is also part of potential Habitat Conservation Plan and should not be a high priority at this time; supports Barron Collier Partnership Sanitation/Bethune acquisition subject to a Phase II environmental assessment. Gary Kluckhmm spoke in support of acquiring the Hack Living Trust property. Gordon Bramwell provided a PowerPoint and spoke in support of acquiring the SD Corp of Naples, Inc./Cypress Landings II of Naples LLC properties. Prior to the Committee taking a straw vote to list the properties on the A, B or C List, the following was noted: • It would be beneficial to separate the Half Circle L Ranch into two sections for consideration, the 1,920 acre parcels and the total 3,330 acre parcels. • The three SD Corp of Naples, Inc./Cypress Landings II of Naples LLC parcels should be considered separately. • Acquisition of parcels in the multi parcel projects should continue under the County's off site preservation program and not be included in the $17M of funds allocated to the Cycle 9 purchase of properties. The Committee determined to retain the Red Maple Srvamp and Winchester Head Multi Parcel Projects on the A -List. Ms. Seef moved for the Red Maple Swamp and Winchester Head multi parcel projects to not be apart of the funding for Cycle 9 and the dots continue to be purchased with funds from the off site preservation program. Second by Ms. Sherry. Carried unanimously 7— 0. The Members provided brief comments on the individual properties in anticipation of the straw votes for rankings. Barron Collier Partnership LLLP — Big Hammock Area II - 4 votes for the A list and 3 votes for the B list The property was placed on the A list. Barron Collier Partnership LLLP — Sanitation and Bethune Properties - 6 votes for the A list and I vote,for the B list. The property was placed on the A list. Green & Green Property - 5 votes for the A list and 2 votes for the B list. The property was placed on the A list. Hack Living Trust - 7 votes for the A list. The property was placed on the A list Half Circle L Ranch — Option 1 — 3,300 acres - 6 votes for the B list and I vote for the A list. The property was placed on the B list. Half Circle L Ranch — Option 2 — 1,900 acres - 5 votes for the A list and 2 votes for the B list. The property was placed on the A list. I-75 Project —Berman Trust - 6 votes for the A list and 1 vote for the B list. The propertywas placed on the A list. I-75 Project — Mayr - 4 votes for the C list and 3 votes, for the B list. The property was placed on the C list. SD Corp of Naples Inc /Cypress Landings II of Naples LLC Parcel 1 - 5 votes far the B list and 2 votes for the A list. Mn Seef moved to rank the Green & Green parcel as the number 2 priority for acquisition in Cycle 9. Second by Ms. Sherry. Motion carried 6yes I "no." Mr. Winge voted "no." Ms. Sherry moved to rank the Barron Collier Partnership LLLP Sanitation/Bethune parcel as the number 3 priorityfor acquisition in Cycle 9. Second by Mr. Seef. Carried unanimously 7- 0. Mr. Winge moved to rank the Robert H. Gore Trust parcel as the number 4 priorityfor acquisition in Cycle 9. Second by Mr. Seef. Carried unanimously 7— 0. April 9, 2018 Ms. Sherry proved to rank the I-75 Berman Trust parcel as the number 5 priority for acquisition in Cycle 9. Second by Mr. Winge. Carried unanimously 7— 0. Ms. Sherry moved to rank the SD Corp — Cypress Landings II Parcels 2 and 3 as the number 6 priority for acquisition in Cycle 9. Second by Mr. Seef. Carried unanimously 7 — 0 Mr. Winge moved to rank the Barron Collier Partnership LLLP Big Hammock parcel 1 as the number 7 priority for acquisition in Cycle 9. Second by Mr. Psaras. Motion failed 2 "yes" — 5 "no." Ms. Sherry, Mn Seef, Mr. Bromley, Ms. Pratt and Chairman Poteet voted "no." Mr. Seef moved to rank the Half Circle L Ranch Option 2 —1,920 acre parcels as the number 7 priority for acquisition in Cycle 9. Second by Ms. Pratt. Motion carried 4 "yes" — 3 "no." Mr. Bromley, Mr. Winge and Ms. Sherry voted "no." Mr. Winge moved to rank the Barron Collier Partnership LLLP Big Hammock parcel I as the number 8 priority for acquisition in Cycle 9. Second by Mr. Seef. Motion carriedti 'yes" -1 "no." Ms. Sherry voted "no." Mit Winge moved to rank the Barron Collier Partnership LLLP Big Hammock parcel II as the number 9 priority for acquisition in Cycle 9. Second by Mr. Psaras. Motion carried 6 "yes" —1 "no." B. Misc Items • There was a youth hunt a Pepper Ranch on April 7 — 8 and no hogs were taken. • At the 2/27/18 BCC meeting the resolution for the program's weighting criteria was approved. • A trail maintenance event was held on Cocohatchee Park on April 71h. • The Interpretive Signs for the Gordon River Greenway have been completed. April 9, 2018 • Hikes are scheduled for Pepper Ranch on Apri121st • The vacancy on the Committee will be reviewed at the next meeting. VII. Subcommittee Reports A.
