A. Call to Order.
The meeting was called to order by Dr. Frank Nappo, CRA Chair at 8:38 a.m.
B. Pledge of Allegiance and Prayer
James Sainvilus opened meeting with a prayer and Dr. Frank Nappo led the Pledge of Allegiance and
opened with a prayer.
C. Roll Call and Announcement of a Quorum.
A quorum was announced at 8:59 a.m.
CRA Advisory Committee Members Present:
Dr. Frank Nappo, Ski Olesky, Estil Null; Julian Morgan and Anne Goodnight (8:59 a.m.).
CRA Advisory Committee Members Absent/Excused:
Linda Oberhaus, Mike Facundo, Yvar Pierre and Andrea Halman.
Others Present:
Cristina Perez, Bernardo Barnhart, Danny Gonzalez, Ellie Ramirez, Maria DeJesus, Kristi Bartlett,
Elena Ortiz, Silvia Puente, Lincoln Price, Theresa Schober, Reggie Wilson, Sue Filson and Annie

D. Introductions.
CRA Chair, Dr. Frank Nappo introduced himself and welcomed all to the meeting and all other board
members introduced themselves to the members of the public. All public present introduced themselves.
Due to the lack of quorum CRA Chairman asked if other agencies present had anything to report.
Code Enforcement:
Cristina Perez, Code Enforcement Supervisor reported to the board and public present about the clean-
up that occurred on Saturday, April 14, 2018. She said it was a complete success disposing of items at
Sanders Pines. She also said that they are hoping to train and educate the people in the community in
the near future on disposing of hazardous materials.
Dr. Nappo discussed about having a “Shred Day” in Immokalee to dispose of all confidential materials.
He also would like a “Drug Drop Off” facility at a Collier County site.
Ms. Perez advised the Board that there is a place at the Collier County Sherriff Department Station in
Immokalee.
She informed all that they will be hiring 3 full time investigators and next meeting they will present the
new District Maps.

Immokalee Chamber of Commerce:
Danny Gonzalez, President of the Immokalee Chamber of Commerce, discussed with board and
members of the public about the articles in the Naples Daily News reporting on Crime Rate in Collier
County and the unincorporated areas such as Immokalee. He said we need to make flyers and pass them
out to all the businesses and realters to make sure we get the word out that our crime in Immokalee is
down. We need to attract new business in the Immokalee area.
He also discussed his families’ new business venture located next to Lozano’s Restaurant. He has pulled
permits with Collier County to build retail stores on New Market Road.
He also advised the Board and public about cleaning up Immokalee especially Downtown and New
Market Road to attract businesses. He wants the Immokalee Produce Center “Pin Hookers” to be
cleaned up so we can promote it as a big attraction to outside people coming from different counties
wanting to buy fresh fruits.
E. Approval of Agenda.
Christie Betancourt presented agenda to the board for approval. Agenda was approved as presented.
Action: Mr. Ski Olesky made a motion for the CRA to approve the Agenda as presented. Ms. Anne
Goodnight seconded the motion and it passed by unanimous vote. 5-0.
F. Approval of Minutes
1. CRA Advisory Board Meeting for April 18, 2018. (Enclosure 1)
Action: Mr. Ski Olesky made a motion for CRA Advisory Board to approve the minutes for April
18, 2018 CRA meeting as presented. Mr. Estil Null seconded the motion an d it passed by unanimous vote.

G. Announcements.
1. Communications Folder
Staff shared the communications folder with the board and members of the public. The folder has
the public notice for this meeting, CRA/MSTU 2018 Calendar, flyer for upcoming community
events, and news articles of Immokalee.
2. Meetings and Public Comment speaker slips
CRA staff reiterated the public 3-minute speaker slip policy. The board will give more time if they
feel it necessary.
3. Upcoming Community Meetings (Enclosure 2)
Staff reviewed the upcoming community meeting flyer with the board and members of the public.
Public Transit & Neighborhood Enhancement (PTNE) Event, Sales & Marketing Coordinator,
Elena Ortiz discussed the upcoming Try Transit Day – Free Rides on Collier Area Transit (CAT).
The event is this Friday, April 20, 2018, the CAT bus will be free to all riders who ride the bus. It
will be free all day and anywhere local in honor of Earth Day. She also briefly discussed the CAT
Bus schedules.

Staff announced the public meetings discussion that will be held on April 25, 2018 regarding the
IAMP Restudy. One meeting will be held in the morning at 8:30 a.m. during the Joint CRA &
MSTU Public Meeting and the other will be held at 5:30 p.m. at the Immokalee Community Park
located at 321 North 1st Street.
Staff announced that Ms. Forester was not able to attend meeting due to another meeting in Naples
for the Bayshore CRA. She will be here this afternoon to meet with property manager to discuss
newly renovated office space at the CareerSource Center.
H. CRA New Business.
1. Immokalee Economic Overview (Enclosure 3)
Staff presented board and member of the public a brief summary of the 2018 Immokalee Economic
Overview. Staff emailed all board and interested parties listed on CRA list serve an electronic
copy of complete overview. If any members of the public or board would like a complete hard
copy please let staff know and a copy will be provided.
I. CRA Old Business.
1. CDBG Conditional Award Letter (Enclosure 4)
Staff presented board letter provided by the Collier County Public Service Department Community
& Human Service Division. Letter states that the CRA was conditionally approved for FY2018-
209 Funding of $200,000 for the Immokalee CRA – Sidewalks (CDBG) pending HUD
appropriation amounts, Board approval of the Annual Action Plan, and further project
development (including finalizing scope and review of compliance elements) and several
additional administrative steps.
2. Annual Workshop Outcomes (Enclosure 5)
Staff presented and reviewed with board and members of the public a one pager of information on
2018 CRA & MSTU Priorities.
Kristi Bartlett with Naples Chamber of Commerce discussed with board members and members
of the public that the Economic Development Agency website features properties that are for sale
we keep updating the website property listing. She asked everyone at the meeting if they knew of
any property they wanted to be added to the for-sale list.
She also provided upcoming events.
Naples Chambers will hold a meeting on July 12, 2018 at the Immokalee Seminole Casino in this
meeting Kristi will help promote Immokalee to attract businesses. She will send the link to anyone
who wants to register at attend the meeting.

After discussion board agreed to continue to work on Immokalee priority listing.
3. Immokalee Unmet Needs Coalition-update
i. Housing Committee
a. Immokalee Disaster Recovery & Resiliency Plan (Enclosure 6)
Staff presented board with a draft copy of the Immokalee Disaster Recovery &
Resiliency Plan the Immokalee Unmet Needs Coalitions Housing Committee put
together for Immokalee. Staff reviewed plan Phase One and Phase Two priorities
with the board and members of the public. After discussion board made a motion
to approve plan with on correction.to the Demolition Program.
Action: Mrs. Anne Goodnight made a motion for CRA Advisory Board to approve the Immokalee
Disaster Recovery & Resiliency Plan with one correction to the Demolition Program. Mr. Ski Olesky
seconded the motion and it passed by unanimous vote. 5-0.
4. CRA Manager’s Report (Enclosure 7)
Staff presented report to board and members of the public. Manager discussed in more detail the
CDBG Grant, First Street Plaza (Immokalee Zocalo), the Immokalee Unmet Needs Coalition and
Bus Shelters.
Manager said that the CRA was Conditionally Approved for $200,000 for the CDBG 2018/2019
Grant Cycle. Funds will not be available until after October 1, 2018.
She gave board and update on the First Street Plaza maintenance and upkeep. Staff is in the process
of scheduling a meeting with park maintenance staff to discuss areas of concern. Staff is getting
quotes for additional lighting, for a sign (hours of operation), a for sealant for the Benches at the
Zocalo. Staff will remove the leftover Christmas decorations on the trellis and band shell. Trespass
Warnings will be issued on an as needed basis.
She said that the Immokalee Unmet Needs Coalition Board and Committee are meeting monthly
and working on the ongoing needs of the community. Staff met with the new Case Management
Coordinator and attended Executive, Regular, and Housing and Resource Directory Subcommittee
Meetings.
Elena Ortiz provided board a brief update on the status of the bus shelters on North 15th Street and
South 9th Street.
5. MSTU Project Manager Report (Enclosure 8)
Staff presented report to board and members of the public. Project Manager discussed in more
detail lighting, benches, sidewalks, trash cans and bulbous.
Project Manager discussed in detail the Lighting Report. He said that the area at Road
Maintenance where the MSTU was using to store all the knock down damaged poles has been
cleaned up. MSTU. All the damaged poles have been disposed of at no cost to the MSTU. He
reported on the pole that was knocked down on March 10,2018 on the median located on 1st Street
and Colorado Avenue. Staff picked up police report on April 13th and said that a STARS Insurance
Claim to Risk Management will be filed. Project manager will re-evaluate this median on 1st St.

and Colorado Ave before re-installing another light pole there. After the evaluation we may have
to cap and pull out the wires and not reinstall the light pole; we may install the light pole further
back, etc.
Project Manager also reported on the Main Street Improvements. He said that the project is at
60%.design. Staff spoke with the engineer and he will submit the 60% plans to FDOT then FDOT
will submit the plans to the County for review and comments. The estimated cost for the new light
poles from Ron Steedman (Cyclone) is $8,500.00 each. This is the complete assembly, pole, arm,
and fixture with banner arms. This estimated cost was sent out to FDOT.
Project Manager provided board with an update on the Trash cans and Bulbouts. He said that
A&M is preparing a proposal and schedule to repair this action item. A&M is also preparing a
proposal and schedule to remove all the dead plants and add dirt or mulch where it’s needed.
Staff said that they will meet with Simmonds Electrical this week to discuss the lighting issues at
the Zocalo Plaza.
6. Immokalee Area Master Plan:
Board announced to the members that there will be two meetings held April 25, 2018 one at 8:30
A.M. at the CareerSource SWFL 750 South 5th Street and an evening at 5:30 P.M. held in
Immokalee Community Park 321 North 1st. Street.
7. Immokalee Stormwater-update:
The Board announced to the members and public that the Final Draft update of the Stormwater
Project will be presented at the next meeting held on May 16, 2018.
8. Budget
i. Current Budget (Enclosure 9)
Staff presented current budget to board for review.
ii. Draft 2019 Budget (Enclosure 10)
Staff presented proposed FY 2019 budget to board for review. A final draft will be
presented to board at the May meeting.
9. Code Enforcement
Update was given at the start of meeting.
10. Office of Business & Economic Development (OBED)
Lincoln Price provided board an update on the Immokalee Culinary Accelerator. He said turnout
was a success and thanked everyone for showing up and supporting it.
He discussed the Economic Overview and had some comments on why it’s not showing any
specific challenges to the Immokalee residents and businesses in the community. Also, was
surprised that they were in favor of Lee County for the new distribution destination and not Collier
County. Lincoln wanted to know what was the issue, was it due to permits and licensing or if they
were any issues at all in the overviews outcome in the decision.

Mr. Price also discussed the submittal of the application to fund installation of Wi-Fi network for
Immokalee’s Main Street that was approved by the CRA advisory board in October 2017. He said
that OBED has other grant proposals or options like CDBG Disaster Recovery Funds as well as
EBA programs that they want to target. Mr. Price wants to see if the CRA can pay for the
application fee.
Debrah Forester, CRA Director said that the CRA has funding to pay the grant writer fee and go
forward with the project. She just wanted to know for sure which project to move forward with.
The board agreed by consensus to move forward with continued efforts to install Wifi network for
Immokalee.
Mr. Price also advised the board members and public about working on a Shelter Program
specifically only to assist Immokalee land owners to promote land parcels that have utilities and
transportation so investors can build on those lands.
11. Other Agencies
Collier County Community Relations Specialist – Maria De Jesus
Maria provided board a handout on workshop that is being offered on May 12, 2018 with EOC an
update on how to educate the residents and public on how to get help when a hurricane hits and
what to do to keep you and your family safe.
Collier County Public Library – Silvia Puente
Silvia announced that the Benison Center will be distributing vegetable at 12:00 P.M. at 217 North
1st. Street to all residents and will be taking some of those vegetables to the Guadalupe Center and
RCMA Center.
Immokalee Chamber of Commerce – Danny Gonzalez
Danny announced the May 2, 2018 Chamber Breakfast Meeting and discussed potential guest
speaker.
Collier County Parks & Recreation – Annie Alvarez
Annie announced that she will be out for six weeks due to surgery. She said that any questions or
concerns should go through Leonor Montelongo, Supervisor of Immokalee South Park.
She provided board members and members of the public with updates on Immokalee parks and
upcoming projects and events.
• She provided board information about FDOT and the expansion of State Road 29 which
will be going through a portion of Airport Park. Park staff will meet with FDOT on April
19, 2018 at 4:00 P.M. to discuss further plans on this project.
• She said that the Immokalee Sports Complex community pool is closed for repairs. Staff
is putting in new filters and they are trying to get the sand out of the pools. The kiddie pool

will re-open in June 2018. She said that the old fitness equipment will be going in front of
board to be surplused and donated to the Immokalee Fire Department.
• She is working on VPK Graduation and having a VPK Prom for the Immokalee kids at the
community gym. They will be promoting to all the daycares will let you know the date
and time.
• She also discussed project she is working on with Dottie Cook of Rural Neighborhoods for
a camp out at Pepper Ranch Preserve.
• She is working on a new calendar once its ready will be sending one to Chamber of
Commerce and to CRA with all the events.
• She said that Earth Day will be at Robert’s Ranch on April 22, 2018 from 11:00 a.m.-3:00
p.m.
• She said that park staff is gearing up for Summer Camp. They received scholarship funding
from Miracle and the Wine Festival. She said they will have one month of Miracle summer
camp at the Sport Complex for 100 – 150 kids, the Immokalee Community Park will have
165 kids and Immokalee South Park will have 85 kids for the summer camps.
• The Wine Festival Scholarship funds was cut down for Immokalee Community Park from
$80,000 to $64,000 and for South Park from $50,000 to $36,000.
• She said that in our Jr Leadership Program we have 15 students that we drive to Naples for
training through our program. They get hired to work for Parks and Recreation in the
Immokalee areas at completion of the program.
• She said they hired a new Biologist to research the property at Pepper Ranch she advised
us that there will have plenty of sunflowers growing so we can plan for the Sunflower
Festival.
• She said they had minor vandalism at the new Pier and at South Park. At the Pier someone
cut holes on the top board so the fishing poles won’t slide through. Police suggested
cameras be put up to prevent further vandalism. At South Park the person was caught and
made to clean and paint the designated graffiti area.
J. Citizens Comments.

K. Next Meeting Date. Next CRA Meeting is on May 16, 2018 @ 8:30 a.m. at CareerSource SWFL
located at 750 South 5th Street unless otherwise noticed.
