DASAB Minutes 03/20/2018March 20.201E MTNUTES OF THE MEETING OF COLLIER COUNTY DOMESTIC ANIMAL SERVICES ADVISORY COMMITTEE Naples, Florida March 20,2018 LET IT BE REMEMBERED, that the Collier County Domestic Animal Services Advisory Committee in and for the County of Collier, having conducted business herein, met on this date at 6:00 PM in REGULAR SESSION at Domestic Animal Services Training Room, Davis Blvd., Naples, Florida, with the following members present: CHAIRMAN: James Spartz VICE CHAIRMAN: Marjorie Bloom SECRETARY: Vacant James fuch James Seabasty (late) Mary Baker Dr. Michael Gordon ALSO PRESENT: Darcy Andrade, Director, DAS Kyra Lynch, Shelter Operations Manager, DAS Dan Grossi, Field Operations Manager, DAS Karla Carlisle, Training Coordinator, DAS Kellie Carrol l, Administrative Assistant, DAS I. Call to Ordcr Cheirman James Spertz called the meeting to order at 6:00 p.m. II. Attendance A quorum was established. Keltie Cerroll presided over the projector displaying the Agenda packet. III. Approvel of Agendr March 20, 201E .Iim Rich mdde a motion to opprove the agenda, there was a second and the motion passed 5-0. IV. Approval of Minutes of the January 16, 20lE Meeting Mary Baher made o motion to approve the minutes of the January 16, 2018 meeting, there was a second and the motion passed 5-0. V. Director's Report Dercy Andrade advised the Board that the Selection Committee for building renovations selected a firm and their recommendation should go before the BCC next month. There is a plan to upgrade the electrical for the other buildings so that temporary air conditioning can be installed. Trane, who has provided the rental unit in the past, is no longer working with the county, so another rental company needs to be found. Ms. Andrade stated that the Ordinance revision is still at the County Attorney's Ofiice for review. If the County Attomey's Office completes their review, Darcy may call for an Advisory Board meeting in April. Beginning in fiscal year 2018, DAS is posting live release rates on the web site in addition to the statistics that are mandated by the state of Florida. Kyra Lynch provided a staffing update. One new Animal Care Specialist has started and a second one will be starting in April. Dan Grossi reported that there are two (2) vacancies in Field Operations. The current staffing levels mean that there is only one officer on the road at any given time of day. Jim Rich asked how long the training period is for new ofiicers and was advised by Mr. Grossi tlat it is three (3) months. Karla Cerlisle informed the Board that a new Veterinary Technician started in mid- Febnrary and has nearly completed her training. Darcy Andrade advised the Board that DAS is trying to recruit a parttime Shelter Veterinarian. YI. Old Business A. Temporary Air Conditioning Ms Andrade previously provided an update during the Director's Report YII. New Business VIII. March 20, 2018 Ms. Andrade informed the Board about current Animal Services Advisory Board vacancies and offered the candidates the opportunity to speak briefly. Sarah Baeckler Davis, candidate for the Humane Society seat on the Board and the current Executive Director of Humane Sociefy Naples, spoke about her background. Mary Baker, candidate for the Animal Related Business sea! briefly discussed her background in the pet retail business. Deniel Rheaume and Lce Bewtey, catrdidates for the At- Large seat, both spoke about their backgrorurd and their interest in becoming a member of the Board. The Board voted by ballot on all positions. Mary Beker did not enter a ballot on the Animal Related Business position. Sareh Baeckler Davis, Mary Baker and Daniel Rheaume were selected. Marjorie Bloom made a motion to recommend Saruh Baeckler Davis to the Board of Counly Commissioners for appointment to the Humane Society seat on the Board, there was a second and the motion WSSed 6-0. Marjorie Bloom made a motion to recommend Daniel Rheaume to the Board of County Commissioners for appointment to the At-Large seat on the Board, there was a second and the motion passed 6-0. Maforie Bloom made a motion to recommend Mary Baker to the Board of County Commissioners for appointment to the Animal Related Business seat on the Board, there was a second and the motion passed 5-0. Public Comment There were no public comments. Advisory Boerd Member Comments Jemes Seabasty thankd DAS staff for all of the positive growth and changes within the Division. Merjorie Bloom thanked Mr. Seebasty for his service and she also tlanked everyone who applied to become a Board member. Mary Baker thanked the Board for re-electing her to her seat. Jim Rich inquired on the status ofrepairs to the marquee sign and was advised that it depends upon FEMA and the date is unknown. Jim Spartr thanked James Seabasty for his service and welcomed the new Board memhrs. Cpl. Spartz asked if dog breed names have been removed from kennel cards. Kyre Lynch advised that DAS is workng with their software vendor, Chameleon, to make the change. She explained that there are ties between the Chameleon system and lost pet postings. IX. March 20, 201E Dr. Gordon advised the Board that he had accepted Darcy Andrade's offer ofa tour of the facility and that he believes that he can help get the local veterinary community involved in helping DAS. Dr. Gordon made a motion to adjourn, there was a second and the motion passed 6-0. The next reguhrly schedulcd Advisory Board Meeting will be on Tuesday, Mry 20th, rt 6:00 in the Domestic Animd Training Room, Davis Blvd., Naples, Florida.
