EXECUTIVE SUMMARY
Recommendation to approve substantial amendments to Collier County's U.S Department of
Housing and Urban Development (HUD) Annual Action plans for FY2016-2017 and FY2017-2018
to allow for the down payment assistance program to be administered by the County and provide
the option of County or subrecipient administration of the Emergency Solutions Grant (ESG)
Rapid Re-Housing Program.
OBJECTIVE: To further administer the HUD entitlement funding to enhance affordable housing
opportunities in Collier County and meet other defined needs for low to moderate income persons.
CONSIDERATIONS: The U.S. Department of HUD provides CDBG, HOME, and ESG funds to
address program-specific needs in the community. The Board of County Commissioners (Board)
previously approved the Collier County One (1) Year Action Plans for FY2016 -17 approved on June 28,
2016, and the FY2017-2018 plan was approved on June 27, 2017.
On October 11, 2016, Agenda Item #11E, the Board approved an agreement with Rock Island Economic
Growth Corporation, dba Economic Growth Corporation for the administration of a down payment
assistance program under the HOME Program. The Board approved the First Amendment to this
agreement on September 26, 2017, Agenda Item (16D29). Rock Island Economic Growth Corporation
submitted a termination letter on April 18, 2018 ‘for convenience’ to allow remaining funds of $135,500
to be administered by CHS.
Community and Human Services (CHS) staff have identified necessary changes to the HOME and ESG
Programs that are requested to be modified by Board action. These proposed changes require substantial
amendments for each of the two (2) impacted Annual Action Plans. HUD regulations and the Five (5)
Year HUD Consolidated Plan requires citizen participation whenever a substantial plan amendment is
proposed. The required notice was published in the Naples Daily News on May 9, 2018. The
advertisement identified a thirty (30) day public comment period from May 9, 2018 to June 12, 2018. As
of the agenda publication, no comments regarding the substantial amendments were received.
The following substantial amendment changes are proposed to the FY2016-2017 and FY2017-2018 HUD
Annual Action Plans are listed below by project and funding year:
FY2016-2017:
Amend Project: Project Names: Homebuyer Acquisition Assistance - (HOME)
Modify scope as follows: Terminate an existing agreement with Rock Island Economic Growth
Corporation and bring the activity in-house to be administered by the CHS Division. The
remaining $135,500 in HOME funds will continue to be utilized to implement Homebuyer
Acquisition Assistance, including project delivery.
FY2017-2018:
Amend Project: Project Name: Rapid Re-Housing - (ESG)
Amend this project to allow for the program to be administered by the CHS Division and/or a
subrecipient. There is approximately $20,000 remaining in ESG funding to continue efforts to
rapidly re-house the homeless.

will continue to be implemented over the coming year.
FISCAL IMPACT: The proposed actions described in this Executive Summary have no new Fiscal
impact. The funding sources for the grant awards are HOME and ESG. The Homebuyer Acquisition
Assistance is budgeted within Housing Grant Fund (121), Projects 34550, 34555, 34570, 44550, 44555
and in the Housing Grants Fund (705), Project 33089, 33177. ESG Rapid Re -Housing is budgeted in the
Housing Grant Fund (705), Project 33536.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of these grant-funded
programs further the Goals, Objectives, and Policies of the Housing Element of the Growth Mana gement
Plan.
RECOMMENDATION: To approve substantial amendments to Collier County's U.S Department of
HUD Annual Action plans for FY2016-2017 and FY2017-2018 to allow for the down payment assistance
program to be administered by the County and provide the option of County or subrecipient
administration of the ESG Rapid Re-Housing Program.
