EXECUTIVE SUMMARY
Recommendation to approve a Resolution authorizing the expenditure of County funds associated
with the Safe and Healthy Children's Coalition Duck Race Fundraiser and Water Safety Festival
sponsored by the Safe and Healthy Children's Coalition, a part of the non-profit NCH Foundation,
to include cost for County lifeguards to staff the event and authorizing the waiver of the entrance
fee to Sun-N-Fun Lagoon to all participants of the Great Duck Race of Naples and Water Safety
Festival Community and to make a finding that this expenditure substantially serves a public
purpose.
OBJECTIVE: To provide County lifeguards and waive entrance fees to Sun-N-Fun Lagoon to support
the Safe and Healthy Children's Coalition Duck Race Fundraiser and Water Safety Festival.
CONSIDERATIONS: The Board of County Commissioners (Board) recognizes the worthwhile goals of
the Safe & Healthy Children's Coalition and the positive impacts the Coalition's efforts have had on our
County's children. The Coalition is committed to improving public awareness and public safety to prevent
children from drowning. Since 2012, the Parks Division has received $74,275 to provide 1,857 preschool
children with free Learn-to-Swim classes funded by the Safe & Healthy Children's Coalition's SWIM
Central Drowning Prevention Initiative. In addition, the Parks Division has partnered in the Coalition's
Life Jacket Loaner Program. Fifteen (15) life jacket stations are located throughout County parks
including beach locations providing free life jackets to parents and their children. The Coalition replaces
the life jackets every six (6) months.
The Duck Race Fundraiser and Water Safety Festival will be held at Sun-N-Fun Lagoon on February 2,
2019, from 12:00 pm - 4:00 pm. The Event will include family water safety activities and a Duck Drop in
the Lazy River. County lifeguards will assist with water safety activities. Event participants will adopt a
Duck for the fundraiser race which will be staffed by Coalition volunteers. The funds raised wil l directly
benefit the Collier County community through the programs of the Coalition with additional life jackets
and free swim classes provided throughout the County.
FISCAL IMPACT: The cost to Collier County Parks and Recreation Division will be less t han $500 to
provide County lifeguards for the swim safety activities. There will be no Fiscal impact to daily
operations because the Sun-N-Fun Lagoon is not normally open on this date in February.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires majority vote
for approval. -CMG
