EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Collier County
Community Redevelopment Agency Board (CRAB) approve and authorize the Chairman to execute
a Commercial Building Improvement Grant Agreement in the amount of $50,000 for property
located at 2905 Davis Blvd. located within the Bayshore Gateway Triangle Community
Redevelopment Area.
OBJECTIVE: To revitalize existing commercial structures through the building improvement grant
program established by the Bayshore Gateway Triangle CRA.
CONSIDERATIONS: The Commercial Building Improvement Grant Program (C -BIG) is a
redevelopment initiative funded and administered by the Bayshore Gateway Triangle Community
Redevelopment Agency(BGTCRA) as a reimbursement for exter ior and interior improvements to
commercial buildings within the redevelopment area. The C -BIG program funds both exterior and
interior improvements to qualified commercial buildings in the CRA district with one year to
complete the proposed project. Fundi ng for interior improvements is contingent upon grantees
performing exterior improvements. All interior and exterior improvements must be approved by the
CRAB prior to commencing any improvements.
A C-BIG application was submitted by Makaela M. Kunstler f or a fifty (50) percent reimbursement
to improve the exterior and interior of the commercial property located at 2905 Davis Blvd. The
owner received estimates for the exterior and interior improvements. The total lowest estimates for
exterior is $67,677.42 and the lowest interior estimate is $48,081.60 resulting in a total
reimbursement request of $50,000 the maximum award allowed. Mrs. Kunstler is the manager and
registered agent of the Commercial Property located at 2905 Davis Blvd.
With a unanimous vote of 6 -0, the BGTCRA Advisory Board approved the application at the March
6, 2018 regular meeting.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for approval.- JAB
FISCAL IMPACT: Because the projects awarded reimbursement grants typically take 6 to 18 months to
be completed and paid they often span more than one fiscal year. The current budget for Bayshore CRA
grant programs is $75,000. Grants approved to date in FY 18 total $62,100 and are not likely to be paid
until FY 19. Commercial Building Improvement Grants proposed for approval on the June 12, 2018
agenda (2905 Davis Blvd. 2662 Davis Blvd., 2080 Becca Ave.) total $110,000 and are expected to be
paid no sooner than FY 19. The proposed FY 19 grant program budget is $175,000 which provides
sufficient funding for the proposed grant awards.
GROWTH MANAGEMENT IMPACT: The improvements approved through the C -BIG program
will further the goals, objectives and policies outlined in the Future Land Use Ele ment for the
Bayshore Gateway Triangle Redevelopment Overlay.
RECOMMENDATION: That the Collier County Community Redevelopment Agency Board (CRAB)
approves and authorizes the Chairman to execute a Commercial Building Improvement Grant Agreement
in the amount of $50,000 for property located at 2905 Davis Blvd. located within the Bayshore Gateway
Triangle Community Redevelopment Area.
