Agenda 06/12/2018 Item #16A2306/12/2018 EXECUTIVE SUMMARY Recommendation to seek approval for the submission of the County Incentive Grant Program (CIGP) Application ($10,199,433 estimated cost) with the Florida Department of Transportation to fund construction of Veterans Memorial Boulevard from west of Livingston Road to Old US 41. OBJECTIVE: To receive approval from the Board of County Commissioners (Board) to submit a County Incentive Grant Program (CIGP) application to the Florida Department of Transportation (FDOT) for the construction of Veterans Memorial Boulevard from west of Livingston Road to Old US 41. CONSIDERATION: In November of 2017, Collier County was informed that FDOT was requesting projects for CIGP priorities for fiscal year 2023/24. FDOT will consider projects submitt ed before July 1, 2018 for CIGP funding. CIGP funds are awarded to projects which relieve congestion on the State Highway System and are consistent with established plans in the area. The construction of Veterans Memorial Boulevard from west of Livingston Road to Old US 41 for a distance of approximately 1 ¾ miles, is eligible for CIGP funding. Veterans Memorial Boulevard expansion is being proposed as a two-lane undivided roadway with 11 feet traffic lanes, a 5-foot paved shoulder on one side and a 5-foot bike lane and 6-foot sidewalk on the other. Veterans Memorial Boulevard is a parallel facility to Immokalee Road, an urban minor arterial, and Bonita Beach Road, an arterial maintained by Lee County. The new facility will be a reliever of US 41 and I-75 by creating a larger network for vehicles to travel. The additional capacity will relieve congestion on both state highway system facilities. In addition, there will also be a reduced need for road maintenance and a reduction in injuries or fatalities by providing sidewalk for bicyclists and pedestrians, improving overall traffic operations. The Veterans Memorial Boulevard Project is in the Collier MPO’s 2040 Long Range Transportation Plan as a cost feasible project for Preliminary Engineering and Right-of-Way Phases in FY2021-2025 and Construction in FY2026-30. FISCAL IMPACT: The projected costs are estimated at $10,199,433 ($7,249,527 for construction, $724,953 for design and additional costs for ROW, permits, utilities and CEI total $2,224,953). The Project is currently in the County’s FY2018/2022 Five Year Work Program. The grant amount requested is up to 50% of the project costs. If awarded, Collier County would provide a local match with funds from one or more of the following sources: impact fees, gas taxes and/or general fund revenues. Source of funds will be determined at the time of the award and budget amendments will be brought to the Board for approval. GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth Management Plan and the MPO’s Long Range Transportation Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: To approve the County Incentive Grant Program grant submittal. Detailed description of how the project would reduce congestion on the state highway system: Veterans Memorial Boulevard will connect Old US 41 to Livingston Rd. The project is expected to ultimately connect further west to US 41 – on the State Highway System (SHS) and the National Highway System (NHS). US 41 is designated an Urban Principal Arterial, Livingston Road is an Urban Minor Arterial and Old US 41 is an Urban Major Collector. Veterans Memorial Boulevard is a parallel facility to Immokalee Road, an Urban Minor Arterial, and Bonita Beach Road, an arterial maintained by Lee County. The need for the new facility is to relieve US 41 and I-75 by creating a larger network for vehicles to travel. The additional capacity will relieve congestion on both SHS facilities. According to the District 1 Model for the 2040 LRTP, the construction of all 4 lanes of Veterans Memorial Boulevard will carry approximately 22,000 trips a day. This facility will improve travel reliability by decreasing travel times, reducing vehicle miles traveled, reducing congestion and reducing emissions from idling vehicles. The traffic congestion relief would also benefit the Collier County School Board and the North Naples Fire Department. Below is a map of the school zone for Veterans Memorial Elementary school (located with the green star) and North Naples Middle School (located with the orange star). The red star is the location of a home in Imperial Golf Estates zoned for those schools. The blue star is the location of the North Naples Fire Station. Figure 13: Collier County School Zone Map with the project location, elementary school (green star), middle school (yellow star) and fire station (blue star) depicted. 16.A.23.a Packet Pg. 925 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 10 of 21 According to MapQuest, a car that starts at the red star and ends at the yellow star in light traffic, would take approximately 18 minutes and would cover a distance of 8.7 miles. According to MapQuest an alternate route, using Old US41 and Bonita Beach Road, would take approximately 19 minutes and would cover a distance of 9.8 miles. Figure 14: MapQuest trip route maps – by car. Both trips use US41 and create additional trips and volume on parallel facilities. The extension of Veterans Memorial Boulevard would reduce the trip length by more than three quarters and reduce the travel time by 15 minutes. According to MapQuest, that is a savings of approximately $0.95 per trip. This figure is derived from MapQuest based on the average cost of fuel, the average car’s fuel economy and the distance of the trip. The average daily volume of a 2 lane undivided road is approximately 10,000 trips. Extrapolating an average of $0.95 savings per trip along the new project route instead of the current alternatives , this project would save the community as a whole, approximately $9,500 a day or $3,485,750 a year. According to MapQuest, this trip by foot (walking) would take approximately 1 hour 45 minutes and would cover a distance of 5.4 miles. The project is 1 ¾ miles long, therefore it is anticipated that this trip on the new route would take less than 30 minutes. This would decrease the travel time by approximately 1 hour 15 minutes and actually increase the likelihood that someone would choose walking (or biking) as a mode of transportation for the trip. Changing the mode of transportation for these trips would help reduce congestion and delay, reduce the car emissions that harm the environment, reduce road maintenance costs, save the community money by decreased travel costs and create healthier choices for everyone. This project also increases access to public facilities because of the connectivity and opportunity. The Collier County School District Transportation staff acknowledges that this project may create more flexible and efficient school bus routes. According to an email attached dated April 3, 2018 from David Ogilvie, Collier County Public Schools – Director of Transportation, “At Veterans Memorial Elementary School, having the cut through would affect one bus saving 3 miles off the bus route and approximately 7 minutes time. At North Naples Middle School, one bus is affected, but is both in the morning and the afternoon bus runs, saving a total of 13 miles and 13 minutes.” That is a total of 16 miles and 20 minutes of Collier County Public School Transportation Savings. The average operating cost of a school 16.A.23.a Packet Pg. 926 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 11 of 21 bus is $2.41 per mile. The is an approximate operational savings of $6,940 a year for the School District. Mr. Ogilvie also estimates that there are approximately 350 parent vehicles coming in and out of both schools during both the morning and the afternoon that could be decreased if Veterans Memorial Boulevard was constructed. Ultimately, this also translates to additional cost savings by reducing personal vehicle and bus route mileage and allowing improved pedestrian access to schools. Figure 15: MapQuest trip route maps – by foot. The added mobility and efficiency will also assist the North Naples Fire Station, located on Livingston Road just south of the Veterans Memorial Boulevard intersection. Emergency response times are a critical factor for emergency services and the fire department. According to Fire Chief Cunningham, in a letter dated May 23, 2017 attached, “Such an expansion (of Veterans Memorial Boulevard) would significantly decrease critical emergency response times to many areas within the Station 48 first response zone.” The Veterans Memorial Boulevard project will reduce trip lengths and travel demand on already congested roadways. This will provide an opportunity to reduce response time for life/safety first responders. This project will provide safety benefits to all modes of transportation by creating bike lanes and sidewalks, and reducing traffic congestion. Creating better alternatives to cars will help encourage a mode shift. Reducing the number of cars on the road not only lowers road maintenance, it also constructs a safer intermodal transportation system. The addition of more modal opportunities within the existing right-of-way minimizes the network lifecycle costs and environmental impact. 16.A.23.a Packet Pg. 927 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 12 of 21 Currently there is a LinC express transit route from Bonita Springs to Collier County. This route is operated by Lee Tran and has a 1.5 hour frequency. According to the Lee Tran Development Plan (adopted August 2016), the projected LinC annual ridership for 2017 was 121,144. Assuming there are no changes to any fixed-route services, the plan projects a 15% increase in LinC route ridership within the next 10 years. The LinC route is therefore projected to remain the 11th best performing Lee Tran Route through 2026. The Veterans Memorial Boulevard Project provides opportunities to better connect the LinC Route with the Collier Area Transit (CAT) and the Lee Tran system with the potential for additional ridership. The Project also creates a potential alterative alignment which may ultimately include better frequency, connections and scheduling. Figure 16: LinC Route 600 (showing 1 stop near the project area with continuing service to Lee and Collier Counties) 16.A.23.a Packet Pg. 928 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 13 of 21 Figure 17: Collier Area Transit Full System Map 16.A.23.a Packet Pg. 929 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 14 of 21 Figure 18: 2040 LRTP Transit Needs Map (showing a new North Naples Flex route in the project area) Besides the added capacity by reducing delays, there will also be a reduced need for road maintenance. Reduced vehicle miles traveled on the roads means less maintenance, operations and improvement costs to the parallel facilities. The project will also help reduce crashes resulting in injuries by providing sidewalks for bicyclists and pedestrians and thereby improving overall traffic operations. Since 2005, there have been 7,887 crashes on the parallel and connecting routes in Collier County near the project area. This includes 92 incidents involving bicyclists and 61 involving pedestrians. Below is a map indicating the crash locations in Collier County. The data was made available from the Collier County Crash Data Management software. 16.A.23.a Packet Pg. 930 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 15 of 21 Figure 19: Crash data for the area The figure above represents the location of all crashes around the project. The database is also able to create polygons of the area to determine the number of crashes on the parallel facilities. Since 2005, there have been 6,936 crashes on parallel facilities. Those crashes resulted in 16 fatalities and 870 injuries. Figure 20: Crash data for the parallel facilities 16.A.23.a Packet Pg. 931 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 16 of 21 Collier County’s Crash Data Management software was able to examine each parallel and connecting facility during the same time period. Below are the results. Please note that some crashes were at the intersections of two facilities. Figure 21: Crash data for the parallel and connecting corridors There have been 5,706 crashes on Immokalee Road between US41and I-75. There have been 1,826 crashes on US41 between the Collier County Line and Immokalee Rd. There have been 322 crashes on Old US41 between Immokalee Rd. and the Collier County Line. There have been 859 crashes on Livingston Rd. from the Collier County Line to Immokalee Rd. 16.A.23.a Packet Pg. 932 Attachment: Letter of Application to FDOT - Veterans (5550 : CIGP Grant - Veterans Memorial) Page 17 of 21 There have been 1,586 crashes on I-75 between Bonita Beach Road (Exit 116) and Immokalee Road (Exit 111). The proposed project will improve the multimodal connection inside the County’s urbanized area. The corridor will relieve traffic congestion on the State’s designated SIS facility (I-75) and SHS (US41) and provide for the efficient movement of people, goods and services. The additional capacity will provide for a more efficient connection between many community assets including existing neighborhoods, schools and commercial businesses. Without State assistance, the County will be required to wait until enough local funding is collected to fund the project in full. This would further delay the traffic congestion relief of I- 75 and US41. 4. Certification from the County’s chief financial officer that sufficient matching funds are available: A signed certificate of project funding is available upon request. 5. Details of project phases included in the request: This grant request is for the construction phases of the project. Such an expansion would significantly decrease critical emergency response times to many areas within the Station 48 first response zone, including Imperial Golf Estates and the Old US 41 area. We believe this expansion is so critical that we previously requested Collier County place this project on the Financial Feasible list with a high priority. The potential impact on life safety and property protection cannot be discounted. If you have any questions or require any additional information, please do not hesitate to contact me. Sincerely, JAMES CUNNINGHAM Fire Chief 16.A.23.b Packet Pg. 939 Attachment: FDOT Checklist and Supporting Documents for Veterans Memorial Blvd Application (5550 : CIGP Grant - Veterans Memorial) From:Ogilvie, David To:LantzLorraine Cc:Henderson, Ann Subject:RE: Veterans Memorial Blvd. Date:Tuesday, April 03, 2018 2:56:25 PM Attachments:VME Attendance Boundary.pdf NNM Attendance Boundary.pdf Hi Lorraine, The information is the same and still accurate. We did not get the grant but are applying for it again this year. I was wondering if the information you provided last year (below) is still accurate, or if it should be updated. Can you look over what you sent and let me know if I can use it again or if it needs to be updated? Thanks, Lorraine Lorraine M. When school is about to end the last two weeks are really hectic. I am attaching two charts…one for Veterans Memorial and one for North Naples Middle schools. These are attendance boundaries with scatter charts ….that show where the students live. They are a little hard to read because of all the colors. Let me know if you need help. So the red circles on either chart show what I consider possible parent car traffic that might use the cut=through on Veterans Memorial Pkwy. At Veterans Memorial Elementary School there are about 350 parent vehicles coming in and out of the school both in the morning and the afternoon. This occurs in a 45 minutes period , once in the morning and again in the afternoon. For school bus transportation, at Veterans Memorial, having the cut through would affect one bus, saving 3 miles off the bus route and approximately 7 minutes time. This would only be in the afternoon run from school to home. At North Naples Middle School, one bus is affected, but is both in the morning and the afternoon bus runs, saving a total of 13 miles and 13 minutes. I do not have any traffic counts for North Naples Middle School. One of the aspects of the grant is that the project must relieve a state facility. By constructing this facility, we are 16.A.23.b Packet Pg. 941 Attachment: FDOT Checklist and Supporting Documents for Veterans Memorial Blvd Application (5550 : CIGP Grant - Veterans Memorial) reducing traffic on parallel and connecting facilities – such as US41, Livingston and Immokalee. This project will also create better alternative routes for traffic, including school buses. We are aware that there is an elementary school and a middle school in the area of the project. We were hoping that maybe you would be willing to provide either a letter of support, or even something as informal as an email indicating that the creation of this facility would help provide better, faster and more efficient operations for school bus routing.
