Mr. Carroll said that ðmplp opportunity hal been afford.d the persons
with who~ neqotJatJons hnve been conduct.d regðr~ing his offer to make
an even trade of propvrty and to help .elect a site. Ho said that hiA
ownership of the rror~rty ha~ never been commercial and that, should
waterfront property b~ found ot equal value, ho would be interest.d In
