EXECUTIVE SUMMARY
Recommendation to provide an update on the survey conducted by the Radio Road Beautification
Municipal Service Taxing Unit (MSTU) regarding potential scope for projects for the MSTU.
OBJECTIVE: To solicit input from the residents within the Radio Road Beautification MSTU
boundaries.
CONSIDERATIONS: On December 17, 1996, the Board of County Commissioners (Board) approved
the creation of the Radio Road Beautification MSTU by adopting Emergency Ordinance No. 96-84.
Creation of the MSTU provides for the levy of a specific ad valorem tax to fund general landscape
improvements and maintenance within Radio Road between Airport-Pulling Road and Santa Barbara
Boulevard. The established millage cap was set at one-half a mill per year.
On March 25, 1997, the Board approved a loan to the MSTU for the mailing of a fact Sheet and Survey to
inform the public on the issues involved. The survey was mailed to property owners within the Radio
Road Beautification MSTU area to provide a method for the affected property owners to express their
approval or disapproval of the formation of the MSTU. The Board kept the MSTU based on the responses
received from the community.
On October 21, 1997, the Board created the Radio Road Beautification Advisory Committee to advised
them on matters pertaining to the Radio Road Beautification MSTU, including:
A. Providing curbing, watering facilities, plantings, and maintenance of the median areas;
B. Annually, recommend an itemized budget required to carry or the business of the MSTU;
C. Recommended work programs and priorities to the County Manager or his designee; and
D. Adopting and as needed, amending guidelines to govern the operation of the MSTU.
The Advisory Committee meets monthly to provide information to the c ommunity as well as receive
feedback from the public to address concerns raised. The enabling ordinance has since been amended
twice in response to community requests. The first amendment, having occurred on November 19, 2002
(Ordinance No. 2002-59) provided for the beautification of any public roadway with the MSTU district;
and the last amendment which occurred on June 11, 2013, enacted Ordinance No. 2013-43, allowing
MSTU funds to be used to provide enhancements to the entrance of Rich King Memorial Greenway along
Radio Road, within the boundaries of the MSTU.
Members of the public have made requests to the MSTU to enhance the landscaping adjacent to the
various communities along Radio Road; to improve the Rich King Greenway; to make traffic calming
improvements on the roadways; to bury power lines and to even build sound walls. In order to gauge the
sentiment of the residents the MSTU Advisory Committee held a general public meeting on March 27,
2018, to open lines of communication with citizens and discuss some of the projects that had been
requested.
Additionally, a Community Outreach Plan has been developed to identify further initiatives planned to
expand the lines of communications with the citizens within the MSTU boundaries. The Plan is attached
for the Board’s review. One of the Plan initiatives implemented was a general postal service survey to
determine whether the public was interested in any of the projects being purposed. As of the writing of
this Executive Summary (updated May 23rd), there were a total of 759 surveys returned from the 6,214
mailed. A total of 210 answered in favor of the MSTU doing some future projects, and 549 were not in
favor of additional projects.

The survey has resulted in increased attendance at the Advisory Committee meetings and the Advisory
Committee and staff have learned through these meetings that some residents still do not fully understand
the purpose of the MSTU nor the intent of the survey. Consequently, further outreach to the community
is being recommended, including attending Association meetings to answer any questions the residents
may have. Additionally, it is being recommended to conduct a second survey during season to ensure
most residents are in town to participate. Any decisions to modify the MSTU Ordinance would be
postponed until this further public outreach is completed.
In the meantime, the MSTU will continue to perform and deliver its current level of service within the
existing boundaries.
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To direct the County Manager, or his designee to continue community
outreach within the Radio Road MSTU.

NORTH ENTRANCE OF THE RICH KING MEMORIAL GREENWAY,
WHICH IS LOCATED ALONG RADIO ROAD WITHIN THE
BOUNDARIES OF THE UNIT; PROVIDING FOR INCLUSION IN THE
CODE OF LAWS AND ORDINANCES; PROVIDING FOR CONFLICT
AND SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on December 17, 1996, the Board of County Commissioners adoptedr
Ordinance No. 96-84 which created the Radio Road Beautification Municipal Sre1ice 'axing
Unit("MSTU"); and
WHEREAS, on November 19, 2002, the Board of County Commissioners vested To
include the cost of maintenance of the medians of all adjoining public row. `within t, i
boundaries of the MSTU; and

WHEREAS, on January 28, 2011 the Rich King Memorial Greenways formally
opened to the public providing a 12-foot wide asphalt path within the Florida Power and Light
easement corridor for walkers,joggers, cyclists and in-line skaters; and
WHEREAS, on March 19, 2012, the Radio Road Beautification MSTU voted
unanimously to put aside MSTU funds for the beautification to the entrance of the Rich King
Memorial Greenway; and
WHEREAS, the Board of County Commissioners desires to amend the ordinance to
allow for MSTU funds to be used to provide curbing, watering facilities, plantings and
maintenance to the entrance of the Rich King Memorial Greenway, which is entirely located
within an FPL easement and not within the medians or right-of-way of Radio Road, but is within
the boundaries of the MSTU.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:
SECTION ONE: AMENDMENT TO SECTION THREE OF ORDINANCE NO. 1996-84,
AS AMENDED BY ORDINANCE NO. 02-59.
Section Three is amended to read as follows:

SECTION THREE: PURPOSE AND GOVERNING BODY.
The MSTU is created for the purpose of providing curbing, watering facilities, plantings
and maintenance of the median areas for that portion of Radio Road lying between Airport-
Pulling Road (County Road 31) and Santa Barbara Boulevard and for any adjoining public road
within the MSTU boundaries—, and for the purpose of providing for hardscape, watering
facilities, plantings and maintenance to the entrance to the Rich King Memorial Greenwav, as
depicted in Exhibit "A," attached hereto, lying within the MSTU boundaries, which is open to
the public and utilized for recreational purposes. The governing body of the MSTU shall be the
Board of County Commissioners of Collier County, Florida.
SECTION TWO: INCLUSION IN THE CODE OF LAWS AND ORDINANCES.
The provisions of this Ordinance shall become and be made a part of the Code of Laws
and Ordinances of Collier County, Florida. The sections of the Ordinance may be renumbered or
re-lettered to accomplish such, and the word "ordinance" may be changed to "section," or any
other appropriate word.
SECTION THREE: CONFLICT AND SEVERABILITY.
In the event this Ordinance conflicts with any other Ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of the Ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed
as separate, distinct, and independent provision and such holding shall not affect the validity of
the remaining portion.
SECTION FOUR: EFFECTIVE DATE.
This Ordinance shall take effect upon filing with the Department of State.

MSTU Community Outreach Plan
Background
During a public meeting before the Board of County Commissioners (BCC) requesting permission to
advertise an Ordinance amendment of the Radio Road Beautification Municipal Service Taxing Unity
(MSTU) governing ordinance to expand the purpose of the MSTU, the Board directed the County Manager
to table the item and bring back a “robust” public outreach plan and execute the plan prior to coming
back to the Board to consider the Radio Road Beautification MSTU Ordinance amendment.
Staff has prepared the following plan in response to Board direction. The Plan, although developed for
the Radio Road MSTU, it can use for other MSTUs managed under the County Manager’s Agency.
The following is information on the establishment of the Radio Road MSTU, history on the projects
completed since it was established and existing and proposed public outreach efforts.
Laws
The Radio Road Beautification MSTU was established with the passing of Ordinance 96-84 by the Board
of County Commissioners on December 17, 1996 under the authority of Chapters 125, 165, and 200 of
the Florida Statutes for the express purpose of funding and implementing landscape improvements on
Radio Road between Airport Pulling Road and Santa Barbara Blvd.
Ordinance 96-84 has since been modified by the BCC, three times to change the objectives and
operational parameters of the MSTU.
On October 21, 1997 the BCC approved Ordinance 97-52 establishing a five-member Advisory
Board made up of property owners within the community to advise the BCC on budgetary and
operational matter for the MSTU. The Primary mission of the Advisory Board is to conduct regular
public meetings, publish reports and minutes, prepare an annual itemized budget and meet with
the County Manager, or designee, to outline those projects which the committee wishes to see
accomplished during the applicable fiscal year. The committee is also authorized to adopt and
amend “Guidelines” to govern its operation and the operation of the MSTU, subject to the
approval by the Board of County Commissioners.
On November 19, 2002, the BCC approved Ordinance 2002-59 expanding the responsibilities of
the MSTU to include beautification of any adjoining county roads within the boundaries to the
MSTU. This allowed for the installation of landscaping on Devonshire Blvd.
On June 11, 2013, the BCC approved Ordinance 2013-43 to provide for the landscaping and
maintenance of the entrance of the Rich King Memorial Greenway on the south side of Radio
Road. This project is now in the final design phase.

MSTU Project History
The following is just a brief outline of major projects completed by the Radio Road MSTU:
Groundbreaking on Radio Road on July 27, 2000
Construction on the Radio Road medians continued off and on for approximately thirteen years.
Construction started on the Devonshire Blvd right-of-way 2009.
Growth Management Road Maintenance Division assumed responsibility of maintenance of the
landscape on Radio Road 2012.
The ongoing modifications on Devonshire continuing until 2018.
Public Outreach Efforts
The following outlines the existing efforts being made to reach out to the community to provide
information and solicit input.
1. Monthly Meetings
The current policy for informing the public of the business of the MSTU is conducting monthly meetings
at a location within the MSTU that is convenient for the residents and property owners of the district.
Each meeting is publicly noticed through the County’s Communication & Customer Relations Division.
Additionally, information about the monthly meetings is posted on the County website and sent to a
distribution list of interested public via email. The information provided monthly to the public include:
Monthly agenda
Monthly minutes
Landscape Maintenance Report
Project Manager’s Report
There is a regular item on each agenda for public comments so that any member of the public may speak
on any items they would like to address or have the Advisory Committee consider.
2. Community Surveys
In addition to providing a venue for the public to meet on a monthly basis, the Public Transit &
Neighborhood Enhancement (PTNE) Division staff conducts bi-annual surveys distributed to the
community to solicit feedback on the work being conducted and find out whether there are other things
that they would like the MSTU to consider. The system being used to solicit this feedback is called
Qualtrics. The recent Qualtrics survey of Radio Road resulted in a satisfied or very satisfied result to the
operation of the MSTU.
Surveys will also be used to solicit feedback from the public on proposed changes, including the
modification of the purpose of the MSTU.

3. Other Public Meetings
In all cases where a proposed MSTU change includes a change in direction and/or expending MSTU funds
on a new project, the Advisory Board is committed to conducting additional public meetings specific to
the subject matter to obtain public feedback to ensure that the action is desired by the community. In
the case of Radio Road Ordinance change a public meeting had been scheduled for March 27, prior to the
Ordinance amendment public hearing in which the Board would consider adoption so that staff would be
able share the feedback obtained with the Board.
Enhanced Communication Proposal
Staff is proposing that the following public outreach initiatives be conducted in addition to those already
noted above. Some of these initiatives will be situational depending on the topic.
Informational Articles
Staff prepared informational articles and distribute to the Neighborhood Associations in the
district for inclusion in their respective Newsletters or posting on community bulletin boards.
HOA Meeting Attendance & Presentation
Staff or Advisory Committee members attend regular or annual homeowner’s association
meetings to provide information on the MSTU and obtain feedback from the community.
Restructure the makeup of the Advisory Committee to expand the number of members up to 7
members with the inclusion of a requirement to have a representative for the larger communities
within the MSTU. This way there would be direct communication to the Associations. The direct
communication would include the Master Associations within each community.
Large Mailings
For items where individual notice to all residents within the district is desired, staff can send out
information via United State Postal Service (USPS). The mailing would be sent to all residents and
businesses within the district. The mailing may consist of, but not limited to:
a. Fliers
b. Newsletters
c. Surveys
To reduce cost, staff would pursue coordination with other agencies or Departments to include
information in items already scheduled for mailing. For example, include information in the
mailing distribution sent out by the Tax Collector; Utilities Department and/or Property
Appraisers.
Newspaper Guest Commentary
For general information about the MSTU and the activities, staff may draft articles for inclusion in
a newspaper of general circulation to get information out to the public.

Radio Road MSTU
Mail Out Survey Results Summary
On May 1, 2018, 6,215 packages were mailed to property owners within the Radio Road Beautification
MSTU Boundaries. As of May 23rd, 759 surveys have been returned.
On the question of “Are you in favor of the MSTU considering future projects to enhance the area?”
759 responded.
549 answered no and 210 answered yes.
There were several responses with the types of projects they would like the MSTU to consider on surveys
that answered “Yes” as well as “No”. 44 of the surveys returned specified alternate projects.
88 respondents added written comments.
11 of the 88 written comments requested that the MSTU be disestablished.
Some respondents requesting consideration to “Beautify Davis Blvd.” but Davis Blvd. is outside of the
boundaries of the MSTU.
All of comments will be evaluated by the Advisory Committee and recommendations will be provided to
the Board.

To beautify the area, please replace the ugly shopping center wall that says, "Berkshire Commons" at the corner
of Radio Rd. and Devonshire Blvd. and the other that says "Berkshire" at the corner of Santa Barbara Blvd and
Devonshire Blvd. Please put some pressure on the shopping center and/or the county.
The bike trail crossing is very dangerous and something should be done for the Davis Road crossing.

Sunset MSTU (ordinance 68-94) and sunset the amending ordinance 2002-59 and transfer any remaining MSTU
funds to the MSTD.
No. Only exception is disbursing existing funds. Use existing funds to benefit users directly. Transfer Devonshire
Blvd to MSTD via BCC vote. Note: The Countryside Master Board voted to sunset the RR MSTU on Feb 15,
2018. Glen Eagle has publicly stated their opposition to continuing the RR MSTU.
No landscaping needed on Greenway. Taxing only the people that live in this area? Should tax everyone in Collier
County that uses this road. Greenway projects could be done a lot cheaper if you looked for outside sources that
wanted to contribute and have there name on a plaque in doing so.
Do not need any more of anything on Radio Rd. You already have spent a fortune redecorating it, time after time.

Yes, great idea, Greenway is used by so many residents.
Yes, only to restore power. Not on landscaping - too much money is spent on landscaping - we lose power for too
long after storms/hurricanes.
Street lighting - especially near cross walk from trailer park to strip mall and gas station across the street. Dark and
very dangerous for pedestrians.
Powerlines - especially those damaged by hurricanes.
Powerline burial - especially because these lines are the reason it took 9 days for FPL to repair lines and clear off

Minimize the waste of planting and irrigation! It's a median of a roadway not your personal lawn, safety

Powerline burial - FPL should be paying for this!! They have $ millions of profit each year. After Irma, they should
be doing what is right for us all!!

Exercising stations - maybe, I've seen some nice ones in Texas and Arizona, but think they often get limited use,
