ADJOURNMENT: February 21, 2018 1 MINUTES OF THE MEETING OF THE COLLIER COUNTY HISTORICAL/ARCHAEOLOGICAL PRESERVATION BOARD Naples, Florida, February 21, 2018 LET IT BE REMEMBERED, that the Collier County Historical/ Archaeological Preservation Board in and for the County of Collier, having conducted business herein, met on this date at 9:15 A.M. in REGULAR SESSION at the Collier County Growth Management Division – Planning and Regulation, Conference Room #610, 2800 North Horseshoe Drive, Naples, Florida with the following members present: CHAIRMAN: Eugene Erjavec VICE CHAIRMAN: Eileen Arsenault Sharon Kenny Stuart Miller Elizabeth Perdichizzi (excused) Elaine Reed Craig Woodward (resigned) ALSO PRESENT: Timothy Flynn, Principal Planner, Growth Management Jessica Velasco, Staff Liaison, Growth Management February 21, 2018 2 1. Roll Call/Attendance: The meeting was called to order by Chairman Eugene Erjavec at 9:17 am. The role was called and a quorum was present. 2. Addenda to the Agenda: ADD: - The resignation of Craig Woodward and recommendation for approval of a new applicant-Austin Bell. Timothy Finn reported that Craig Woodward had resigned from the HAPB. He stated the open position had been advertised and one response had been received. A brief discussion of the candidate’s application and of the various categories to be represented on the HAPB followed. Sharon Kenny made a motion to recommend to the BCC, the approval of Austin Bell as a candidate to serve on the HAPB. The motion was seconded by Eugene Erjavec and carried unanimously, 5-0. 3. Approval of the Agenda Stuart Miller noted the Agenda had his name spelled incorrectly- It is Stuart, not Stewart. The correction was made. Sharon Kenny moved to approve the Agenda to include the Addenda items noted above. Second by Stuart Miller. Carried unanimously, 5-0. 4. Approval of Minutes: January 17, 2018 ( The Chairman made note that Minutes for January 17, 2018 are from transcriber’s notes only.) Correction: Page 2, Item 4. B…4th paragraph: Eileen Arsenault noted the talk on historical Lee and Collier County presentation by Paul Arsenault at Botanical Garden was not a Friends of the Museum activity. Correction Page 4, Item B. 4th paragraph-The second sentence is to be crossed out. Sharon Kenny moved to approve the Minutes of January 17, 2018, as amended. Second by Eileen Arsenault. Carried unanimously, 5-0. 5. Old Business: A. Stuart Miller has been reappointed to serve on the HAPB Timothy Finn announced that Stuart Miller had been reappointed to the HAPB by the BCC. B. Old Marco Inn Redevelopment Plans – Site Visit on 3/21/18 It was announced that the March 21, 2018 HAPB meeting will be a site visit to the Old Marco Inn redevelopment project, followed by the regular HAPB meeting. (A quorum will be required to hold a meeting.) Sharon Kenny stated she would be unable to attend. The HAPB members will gather at the Old Marco Inn at 10:00 am. February 21, 2018 3 C. Horse Creek Estates Historic Marker Update The replacement Historic Marker has been put in place. A brief discussion of its significance followed. D. Proposed Historic Village in Everglades City Update Elaine Reed commented that a full presentation to the HAPB was needed. Eugene Erjavec agreed that more detailed information was need before any discussion by the HAPB occurred. He will check with Ray Bellows for more details. Timothy Finn read a letter from Ray Bellows stating that HAPB had no jurisdiction in Everglades City regarding Historic Preservation. When and if it is requested, however, the HAPB could offer a Letter of Support for the project. A lengthy discussion followed and it was decided to speak with Ray Bellows before moving forward with this item. 6. New Business A. Sunshine Law Discussion Postponed until a date to be determined. . 7. Review of Project and Activity Log: 1. Rural Lands West - Nothing new reported beyond the need for a revised application 2. Interlocal agreement with City of Marco – City needs to establish an Ordinance 3. Old Marco Inn: The site will be visited by the HAPB on March 21st. 4. Everglades Historic Village: Previously discussed in item 5. D 5. Indian Hill Site on Marco: Chairman Eugene Erjavec strongly urged the 2000 yr. old Calusa burial site be preserved. He recommended a fence be placed around the property before further deterioration occurs. He noted that the property owner has tried several building plans and locations on the property to find an undisturbed spot to build a home. Being unsuccessful, the property was now up for sale. Chairman Erjavec has been in contact with archaeologists and had, in the past discovered several disturbed graves. He noted the County has no jurisdiction in the City of Marco Island without an interlocal agreement. He will speak to Ray Bellows about possible approaches to updating the Probability Maps and about avenues for funding of the maps; also for fencing the property, with the owner’ consent. He will approach both the County and the City of Marco for direction on the best approach in preserving the Indian Hill site. Sharon Kenny suggested contacting the BCC and the Marco Island Historical Society for their input regarding the preservation and protection of the site. She stated it was important for the issues at hand to be on public record. By going through the BCC, Ray Bellows could be directed by them to move forward. She noted that Press attention could also help. Elaine Reed suggested getting the site on the National Register and getting the public involved. She also stated the need to have some professional or entity to be in charge of seeking out funding. February 21, 2018 4 6. Update the H/A Probability Maps: Chairman Erjavec stated the maps need to be revised and updated. Present ones do not mention the Indian Hill area. He had been informed that funding was available for the updating of the Maps. He will ask Ray Bellows how to go about starting the process. 7. Horse Creek Estates Historic Marker: The new Historic Marker has been installed. Public Comments: NONE 9. HAPB Comments: Elaine Reed spoke about the Naples Historic District Initiative. She announced they had received an e-mail from the State Historic Preservation office stating that the City of Naples must be a Certified Local Government in order to move forward to have approval for a Historical Preservation Program. The City is moving forward with the requirements. She explained the criteria for being a Certified Local Government --It exists in order to allow municipalities to have access to State and Federal funds for the restoration of historic houses. Their Design Review Board can now review projects. A Certified Local Government can also designate a historic structure, can receive Federal Grants; and, have an Ordinance and means to monitor federal tax credits. There will be a workshop in April. Stuart Miller suggested that a member with a law background be recommended to serve on the HAPB. 10. Adjournment: The next scheduled meeting will be on Wednesday March 21 at the Old Marco Inn at 10:00 am. Eugene Erjavec moved to adjourn the meeting. Second by Sharon Kenny. Carried unanimously, 5-0.
