Board of County Commissioners (BCC) acting as the Community Redevelopment Agency (CRA) to approve the after- the -fact submittal of the attached Florida Department Of Transportation (FDOT) Highway Beautification Council grant application to Immokalee CRA/MSTU seeking grant funding in the amount of $100,000 to support landscaping and irrigation improvements associated with the Immokalee Main Street Improvements project in the Immokalee Central Business District. OBJECTIVE: To receive after -the -fact approval from the BCC acting as the CRA Board to submit a Florida Department Of Transportation (FDOT) Highway Beautification Council grant application to Immokalee CRA/MSTU to fund landscaping and irrigation improvements associated with the Immokalee Main Street Improvements. The attached grant proposal was completed on September 28, 2012 and was due to be submitted to the, FDOT by October 1, 2012. The timeline did not provide adequate time for the execution of the BCC pre --approval process. CONSIDERATIONS: In response to recommendations by Immokalee MSTU project manager and FDOT staff to pursue this funding source which would provide financial assistance for the implementation of the improvements associated with the Immokalee Main Street Improvements project. The scope of the application includes: 1 Design, furnish, and install full/partial new irrigation system to replace existing failing irrigation system on SR 29 (Main Street) within the Immokalee Main Street Improvements project area. 2. Design, furnish, and install full/partial new landscaping to replace existing failing landscaping on SR 29 (Main Street) within the Immokalee Main Street Improvements. project area. At the August 15, 2012 meeting of the Immokalee CRA Advisory Committee, the Committee made a motion to recommend approval to the BCC to make the application for this grant opportunity. This grant opportunity furthers the programs and projects within the budgetary and policy guidance and directives of the MSTU and the BCC in compliance with Ordinance 92-40, amended by Ordinance 2010 -17 which reads as follows: "The Unit herby established is for the purpose of doing all things reasonably necessary in connection with landscape beautification, including providing for pavement, curbs, and sidewalks, installation of irrigation, stormwater and drainage facilities and related amenities, and associated landscaping improvements and maintenance thereof, as permitted by the responsible governmental agency for that portion of the road rights -of -way of SR 29 and CR 846 (South 1St Street) which pass through the commercial/business areas in Immokalee, and certain other public areas as may be recommended by tke`Advisory Committee and/or determined by the Board of County Commissioners." FISCAL IMPACT: The total cost for the landscaping and irrigation portion of this project is expected to be approximately $200,000. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally sufficient, and requires majority vote for approval. Immokalee Fbko-n Nsilawnl� FDOT District Highway Beautification Council Grant Application for IMMOKALEE MAIN STREET (SR 29) IMPROVEMENTS PROJECT Project Narrative The Collier County Community Redevelopment Agency (CRA) in Immokalee, on behalf of the Immokalee Lighting and Beautification Municipal Services Taxing Unit (MSTU), is seeking funding assistance for the construction of Phase I streetscape improvements on Main Street (SR 29) in downtown Immokalee. The Governor designated as a Rural Area of Critical Economic Concern (RACEC) in South Central Florida. The construction of the Immokalee Main Street Improvements will be consistent with previous studies and reports entitled The Immokalee Walkable Community Study and The Immokalee CRA Public Realm Plan/Town Design prepared by professionals, and citizen advisory committees. The proposed project as designed will improve pedestrian and vehicular safety, provide aesthetics to create a ,unified community character, and improve the visibility and economic viability of existing and future businesses in the downtown area of Immokalee. Historically, this project is a result of Florida Department of Transportation concern identified through a statistical review that revealed one of the highest, if not the highest rate of pedestrian accidents in the state were occurring along this small stretch of State Route 29 known as Main Street in Immoklalee. As a result of these findings Collier County Transportation Operations department, in conjunction with a citizen's focus group; as opposed to a single thought, was tasked to study and identify the possible underlying causes for the high accident rate. The task force identified a concern with the sight lines at the intersections along Main Street as the main contributor to the accident rate. In 2010 the Immokalee MSTU contracted with the professional landscape architectural firm of JRL Design Inc. to review the intersection sightlines and develop a conceptual plan to resolve the concerns. Prior to completion of the plans the Immokalee MSTU increased the scope of work on this project to include existing landscaping and irrigation improvements. In 2012 additional services were added to the project scope and the contract completion date extended to include engineering services for the removal of existing FDOT temporary curbing and bollards (white sticks) and replacement with permanent concrete turning barriers. The latest change in project scope also included a "Joint Participation Agreement' (JPA) between Collier County and FDOT for the construction improvements at directional median openings on SR 29 (Main Street) from Jefferson, Avenue E to N 9th Street which provides partial project funding for the project in an amount not - to- exceed $61,947. Phase I of the Immokalee Main Street Improvement project will consist of the removal and replacement of existing and deteriorating landscaping and irrigation within the landscaped medians of the project limits. It is the Immokalee CRA and MSTU's expectation to submit a second application for FDOT District Highway Beautification Council Grant next year, if available, for Phase II and project completion. The overall project has been designed and is pending FDOT 100% Construction Document approval. Due to time and available funding constraints for this project it is our intentions to complete the rehabilitation of the existing medians as Phase 1, which will allow implementation without disruption from Phase 11 roadway reconstruction work along the edge of pavement and removal and replacement of temporary FDOT curbing at the intersections. Upon completion of the necessary :road reconstruction work, the site will be ready for the proposed landscape improvements as a Phase Il grant application. The award of Phase I funding will provide for the directional boring under the existing roadway for irrigation upgrades and system reconstruction including the installation of radio controlled monitoring equipment for efficiency and sustainability. Following the irrigation system improvements the existing landscaping will be refurbished. As identified on the enclosed project construction documents. Fallowing the completion of Phase 1, Phase II will consist of implementing irrigation system upgrades and landscaping refurbishment within newly reconstructed curb extension's located at the intersections along Main Street within the project limits, from First Street (CR 846) to Ninth Street. Immokalee FDOT District Highway Beautification Council Grant Application for IMMOKALEE MAIN STREET (SR 29) IMPROVEMENTS PROJECT Description of Evaluation Attributes Aesthetic value and imaginative concept: The aesthetic value of the proposed landscaping plan will provide a much needed refreshment of existing landscape material that have endured this streetscape long beyond its prime. The new proposed plant material will provide landscape rejuvenation that is greatly needed to reduce maintenance costs by providing a plant palette that is more conducive to this streetscape then the previously installed plant species and cultivars. The proposed use of Florida native Sabal palmetto in combination with other Florida Friendly/Waterwise plant species within the roadway corridor will create a durable and uniform aesthetic character consistent with Southwest Florida. 2. Level of local support and community involvement: The Immokalee community is a Rural Area of Critical Economic Concern (RACEC) and Main Street (SR 29) is the downtown hub of the community. State Route 29 provides access for tourists from State Route 27 to the north in Hendry County to South of Everglades City, south of US 41 (a.k.a. Tamiami Trail East), and terminating at Everglades Airport. The small section of SR 29 (Main Street) that passes through Immokalee provides the main access to and the economical support of the downtown businesses and overall community. Many of the letters of support provided with this application are from these businesses. The landscape improvements planned for this project will greatly improve the aesthetics of the business district and improve quality of life in Immokalee. The Immokalee Lighting and Beautification MSTU Advisory Committee has worked long and hard with Collier County Alternate Transportation Department to ensure that these improvements be carried through to completion to serve the community interests as a whole. 3. Cost effectiveness: Currently the existing plantings of the Main Street streetscape have been in a state of decline inflicting significant maintenance costs on the County and Immokalee Community. Last year the Immokalee MSTU had to undertake a project to remove many of the existing trees within the sidewalk planters due to electrical damage caused by existing tree root systems. Main Street in Immokalee is a unique pedestrian corridor that sustains a high level of mixed traffic on a daily basis. The plant materials selected will not only reduce direct plant material maintenance costs, it will also, through appropriate plant location and plant species selection, reduce the Immokalee areas emergency services costs by discouraging pedestrian roadway crossing at non - designated crossing locations. The new plantings will also have a positive impact on reducing water use for irrigation purposes. The existing irrigation system, much like the existing landscaping, is Packet Page -2027- 12/11/2012 Item 14.13.3. InTokalee iwedv H:, i1.1... , also past its prime and requires continual maintenance and component replacement. Some areas of the irrigation system consist of old soaker hose that provides a drip method irrigation system for the existing landscaping. The proposed plan will include a new updated irrigation system that will be linked via radio control to our County monitoring system from which irrigation adjustments and system warnings can be relayed back to the MSTU immediately when alerted. This will save maintenance costs and costs related to consumption. 4. Feasibility of installation and maintenance: The Main Street Improvements design project was started in June of 2010 to address sight distance concerns at existing intersections that had been previously identified by a community /county task force as the prime contributing reason that this corridor had one of the highest incidentlaccident.rates in the state. While in the design process, the project identified other needs that should be included in the design solutions for the area, such as landscaping and irrigation improvements (9/2011). As the project gained momentum and 60% plans were submitted and reviewed by FDOT it became apparent to FDOT that this project could incorporate their desire to remove areas of temporary curbing and bollards ( "white sticks ") from the within the project limits to be replaced with permanent concrete barriers. In combination, all these improvements would provide a positive impact on the sight line solution. On February 29, 2012 FDOT and Collier County entered into a "Joint Participation Agreement" (JPA) to develop the design construction plans for this project. Through years of planning, design, and reviews by all parties involved the design solutions have been well vetted to achieve a constructible plan. With the implementation of current design practices and upgraded systems and materials many of the past maintenance issues will be resolved upon completion of the proposed improvements. 5. Contribution to improvement of environmental conditions, including litter prevention erosion control, visual screening and noise abatement: The design elements of this Main Street corridor include the removal of existing damaged and deteriorated site furnishings and replacement with new, updated furnishings to reflect the community's culture. New litter receptacles have been located to provide convenience for litter disposal, new benches will provide enhanced seating opportunities and comfort for visitors and patrons while the conscious selection and strategic location of proposed plantings will define the limits of functional areas. The planned design, selection, and location of these elements in the streetscape will control pedestrian activities, buffer vehicular noise from sitting areas and storefronts, while enhancing views to businesses and screening undesirable views to mechanical and utilities equipment. The existing storm water system in the improvement area consist of enclosed gutter channels that have long been a maintenance issue. The proposed design will open up the existing channels with the incorporation of a new decorative Packet Page -2028- 12/11/2012 Item 14.13.3. Immokalee rf.W.A„.Z... Y and continuous grate to provide ease ability of maintenance eliminating the need to jet wash debris from the closed channel system, and will enhanced visual aesthetics. 6. Use of Florida native wildflowers, and diversity of other desirable native, hybrid native or noninvasive plant species: This project does not propose the installation of Florida native wildflowers. The proposed landscape plan will incorporate the use of the following native landscape species; Sabal palmetto and Florida Friendly/Waterwise plants such as; Bouganvillea, Carissa Boxwood, Variegated Flax Lily, Crown -of- Thorns, Shore Juniper, Purple Trailing Lantana, Asian Jasmine, and Confederate Jasmine within the curbed medians and curb extensions within the project limits. 7. Emphasis on low maintenance and water conservation: The proposed plant material selected will replace the mature, existing understory landscaping that has outlived its prime and requires constant management. The new plantings will provide a new visually vibrant project area while reducing the existing burdens on the irrigation system by both water consumption and continuous distribution. Upgrades proposed for the existing irrigation system include radio controlled central monitoring, implementation of a new drip delivery system, system servicing and repair with updated components, and the provision of irrigation in areas where it previously was not provided. The implementation of the new upgrades to this old and failing irrigation system by itself will increase water conservation and lower costs associated with the existing systems maintenance and water consumption. 8. Use of recycled materials such as mulch, reuse water, or solid yard waste compost: The proposed plan for Immokalee Main Street Improvements has been designed with future reuse irrigation water considerations. Currently there is no reuse water service available at this location. However, the Immokalee Water and Sewer department has secured grant funding and has initiated a reuse program in Immokalee that will provide reuse water service to the project in the future. The proposed irrigation system to be installed will be compatible for the transition from the existing potable to future reuse water source. The use of composted material as a soil amendment to the proposed landscaping planting areas has been considered and is included in the landscape notes for this project. Additionally, the use of recycled melaluca mulch or will be utilized in the landscaping areas as an eco- friendly alternative to the cypress mulch specified on the plans. This will be revised prior to construction. 9. Contribution to an area wide regional beautification plan: This project and the proposed improvements will reflect the Immokalee community's desire to improve the Immokalee central business district. The Immokalee Public Realm Plan /Town Design has been adopted by the local community via the Immokalee Community Redevelopment Agency Advisory Board and the Collier County Board of County Commissioners. Additionally, this project is consistent with the "Immokalee Walkable Community Study" prepared for Collier County Metropolitan Planning Council, dated April 2010. 10. Value to the community The construction of the proposed Main Street Improvement` project will demonstrate through implementation that the community needs and goals have been heard by the governing bodies and action has been taken to invest in the Immokalee community. This project will initiate the beginning of a renewed community pride. Other projects focused on the implementation of improvements to the Immokalee area have also recently been initiated for Immokalee's future such as the recent selection of a professional to develop and design the First Street Zocolo project at the intersection of Main Street and First Street. This project will work towards the design and construction of a community plaza ^ space as identified in the Immokalee Public Realm Plan. Currently the CRA staff is completing a three million dollar grant funded storm water improvement project, scheduled to be completed in November 2012, and has replaced a blighted residential area with a functional and aesthetically pleasing pond site including roadway and sidewalk improvements. Another similar storm water improvement project is scheduled to. follow. All sidewalks shall be blown clean, but no clippings or other debris shall be blown or allowed to be deposited on other adjacent property or accumulate on right -of -way areas. All groundcovers, shrubs, canopy trees (except magnolias) and palms up to a ten foot (10') height, shall be inspected and pruned on a weekly or an as needed basis, so as to maintain the proper or required heights for visibility, vehicular movement purposes and desired shape or form as determined by the Project Manager or the Owner's Representative. Billing shall be on a monthly basis for entire roadway completion, all shrubs must be maintained at the specified height in order to be considered completed and billable. Pruning shall also include removal of water sprouts, suckers and any dead or diseased foliage or branches. All groundcovers and shrubs shall be maintained at the required height as specified by the Project Manager may be to a maximum of 36" and a minimum of 18" to 24 ", sight windows must be maintained at a maximum height of 18 " -24 ". Shrub pruning should be done consistently throughout each median for all shrub types that require pruning so that landscape gives the appearance of continuity throughout that median. Packet Page -2036- 12/11/2012 Item 14.13.3. nm kgleer During the first weeks of October and April, ornamental grasses, such as Fountain Grass, Muhly grass, Florida Gama or Fakahatchee grass shall be pruned at its base to remove any old growth; grasses shall only be pruned after the blooming season. The grasses shall not be cut in a flat top method. Ornamental grass such as Liriope muscari shall only be pruned at the direction and approval of the Project Manager or Owner's Representative. Plant material with a canopy over pathways or sidewalks shall be maintained at a minimum height of one hundred twenty inches (120 ") 1 or ten (10) feet. Shrubs and groundcovers adjacent to pathways or sidewalks shall be pruned to maintain one foot (1') of clearance from the edge of the pathway. It is recommended that adjacent shrubs and groundcovers be maintained so that they angle or are rounded away from the pathway. A one foot (1') mulched area from edge of the curb shall be maintained in the median planting beds from back of curb, as a pathway for maintenance workers, this will also keep all plant material from encroaching into the roadways. CANOPY TREE AND PALM PRUNING: -- Canopy Trees shall be defined as any large shrub, tree or palm with foliage above a ten foot (10') height. All canopy trees and palms shall be pruned on a regular schedule to create and maintain a fifteen -foot (15') , canopy clearance over the roadways and a ten -foot (10') canopy clearance over all pathways. Canopy trees shall be selectively pruned twice per year in April and September to thin the interior canopy of cross branching and to shape the canopy of the trees. A professional certified Arborist shall do the pruning and shaping and shall be approved by the Project Manager. The work shall be done in a professional manner in accordance with ANSI 300, Part 1, 2, & 3 Pruning Standards. The arborist must be on -site to supervise pruning at all times. Any damaged materials or any incorrect pruning shall result in replacement of that material at the expense of the Contractor. The portion of the canopy that falls below the ten (10') foot level falls under the "General Site Pruning" portion of the contract and shall be kept properly pruned. Contractor shall be responsible maintenance of all palm species which includes all palms identified as 'self Palms shall be pruned annually (once) during the month of June of each year at the discretion of the Project Manager. The palms shall only have the dead or dying lower fronds removed and shall also include removal of all nuts, inflorescence, seeds, seed stalks, brown or dead and lower fronds removed from the palm. The seeds .and seed stalks shall be removed from all palms; including self cleaning palms. Fronds shall be cut close to the petiole base without damaging living trunk tissue. Any formed or forming seed pods shall also be removed. If for any reason more that the dead fronds need to be removed, prior approval must be obtained by the Project Manager and then the palms shall be pruned to a "Tropical Cut" or to remove lower fronds at a nine (9) o'clock three (3) o'clock level from the base of the palm's bud or trunk (or below the horizontal line of a 9 and 3 o'clock). All palms are the responsibility of the contractor. The work shall be done in a professional manner in accordance with acceptable trade standards and practices. The palms shall not be climbed with tree spikes to remove the fronds. The Packet Page -2037- 12/11/2012 Item 14.13.3. All debris from the pruning shall be removed and the site shall be left in a clean and neat manner. Under story plantings under palms and trees being pruned shall be protected. Any damaged materials shall be replaced by and at the expense of the Contractor. When the annual or bi- annual heavy pruning work is being performed with the use of a lift or boom truck, it is required that the contractor notify the contract manager and provide an MOT plan for review and approval through ROW Permitting adjacent traffic or turn lane to the work area, be closed pursuant to the County M.O.T. Policy. TRASH REMOVAL With each service, all site areas shall be cleaned by removing all trash or debris to include, but not be ,limited to: paper, bottles, cans, other trash, and horticultural debris. All debris or trash pick -ups shall be performed prior to mowing in all turf areas. The disposal of all trash and debris must be at a proper landfill or disposal site. All disposal fees, tipping or charges are to be included in the Contract Bid Price. STREET CLEANING A four -foot (4') wide area measured from the face of the curb and gutters including turn lanes and medians shall be cleaned with each site service to remove any accumulation of debris or objectionable growth to maintain a neat and safe condition. For this section debris shall be any vegetative material, trash, dirt or dust, and any leaves or clippings from vegetation. TRAFFIC CONTROL /LANE CLOSURES The Contractor shall comply with the requirements of Collier County's Maintenance of Traffic (MOT) Policy, copies of which are available through the Risk Management or Purchasing Department. The Contractor shall obtain and review and obtain the County MOT policy requirements prior to submitting a bid. Upon approval of a MOT Plan and proper placement of lane closed signs, pre- warning signs, arrow boards, traffic cones etc., the lane may be restricted from traffic. The Contractor will be responsible for obtaining copies of all required manuals, MUTCD, FDOT Roadway & Traffic Design Standards Indexes, or other related documents, so to become familiar with their requirements. Strict adherence to the requirements of the MOT policy will be enforced under this Contract. To assist in employee visibility; approved bright day -glow red /orange colored safety vests (Class 3) shall be worn by employees when servicing the area. A directional lighted and flashing arrow board will be required under this Contract that meets the traffic control requirements. Packet Page -2038- 12/11/2012 Item 14.13.3. JLnmaleeY LANE CLOSURE Lane closure for median maintenance shall be limited. Upon proper placement of lane closed signs, pre - warning signs, arrow boards, traffic cones etc., the lane may be restricted from traffic only during non -peak traffic periods 9:30 A.M. - 3:30 P.M., Monday through Friday, and 8:00 A.M. - 5:00 P.M. Saturday and Sunday, unless otherwise approved by the Project Manager. There will be no lane closures permitted during season (between Thanksgiving and Easter). The lane closure shall be indicated on the Weekly Maintenance Work Schedule, which is provided to the Project Manager. The contractor shall contact County Public Information Specialist the Wednesday before lane closures are planned for Collier County's public road alert notification. A Road Alert form must be submitted, (form provide by County). LANDSCAPE MAINTENANCE SERVICES The Contractor agrees by submittal of its bid that the listed services Unit Costs under this Contract shall also be made available to the County on a temporary basis as landscape maintenance services. The contracted services within these specifications and contract may be required to be temporally performed at another project site located within Collier County. If additional travel expenses are determined to be necessary for travel to another project site, the Project Manager and Contractor will determine the amount of hours to be billed at the hourly rates listed under "General Services" section. ORNAMENTAL & AND TURF SPRAYING Overall Ornamental & Turf Spraying of plants, shrubs and grassed areas within areas included in the Contract. Applications shall be made the day following a rain event when plant material is dry. Applications shall be made to turf the day following irrigation or a rain event when grass blades are dry. In areas where applicable, immediately after the fertilizer is applied, the sprinklers shall be activated for thirty (30) minutes to bring organic fertilizers to the soil's surface and to dissolve water - soluble particles. Following this watering, the controls shall be returned to automatic mode. Fertilizers containing Iron shall be removed from curbs to avoid staining. 1. It is required that the Pest Control applicator performing these services shall possess and provide the following to the Project Manager: a. Valid State of Florida Pesticide License that complies with all Federal, State (Chapter 482) and local laws and regulations. b. Bachelor degree in Ornamental Horticulture and /or Entomology or the equivalent practical experience approved by the Project Manager. c. Current Contractor's Occupational License for Pest Control Service. 2. The Pest Control applicator shall provide an overall written pest and spray program that shall incorporate ant and rodent control and shall meet or exceed the following minimum standards: Packet Page -2039- 12/11 /2012 Item 14.6.3. The Pest Control Firm shall make on -site inspections and provide written reports to the Project Manager on a weekly basis. Weekly reports must be submitted within 12 hours of the time service is provided. 4. Methods of Application: One hundred percent (100 %) coverage and penetration shall be provided. insecticides and Fungicides shall be applied at the proper pressure to provide maximum coverage. a. Insecticides should be alternated from time to time to prevent an insect resistance to the application. b. Herbicides used in turf areas shall be applied at the proper pressure. c. Turf herbicides shall not be applied when the daily temperature exceeds eighty -five (85) degrees Fahrenheit. d. Spreader sticker (Nu -Film 17 or equal) shall be incorporated in all spraying of Groundcovers, Shrubs, Trees, Palms, and Turf Areas, when recommended by the label. e. Spray applications shall be applied during times of "No- Wind" conditions. f. No trucks or tractors with bar type tires or a gross weight greater than three thousand (3,000) pounds will be allowed within or on the median areas. g. At time of application, provide and place, traffic control meeting Florida Department of Transportation, M.U.T.C.D and Indexes and the County MOT. h. All spray applications shall contain a wetting agent within the mix when recommended by the label or Project Manager. i. The pH of water used in mix must be adjusted to meet pesticides manufacture recommendation and water pH and method must be documented and provided to Project Manager. j• 5. Rate of Application: All chemicals shall be applied at the rates recommended on the manufacture's labels. 6. Materials List: All insecticides, fungicides and herbicides chemicals to be used on turf areas and on plant materials shall be submitted in writing to the Project Manager for review and approval. Application Schedule: The number of applications shall be as listed below unless otherwise required based upon the site inspection reports. All applications must be pre - approved by Project Manager, if approval is not acquired services may not be paid. a. Turf Areas: Insecticides & Fungicides - Applications on an as needed basis, with prior approval by the Project Manager. Herbicides — Applications on an as needed basis, to include Pre - emergent in February and September, Post - emergent in November, January and March or on an as needed basis, with prior approval or direction by the Project Manager. b. Groundcovers, Shrubs and Trees: Insecticides & Fungicides - Applications on an as needed basis, with prior approval by the Project Manager. c. Bed Areas: Herbicides — Applications on an as needed basis, Pre- emergent in February and September, Post- emergent in November, January and March or on an as needed basis, prior approval by the Project Manager required. 8. Additional Requirements: Records must be kept of all pesticide applications. Documentation shall include but not limited to: date and time of application, weather conditions at time of application, what was applied and name of applier. This shall be included with the monthly invoice for payment. If pesticide documentation is not provided payment will be not be received for such application. When it becomes necessary for the Contractor to return for additional spraying as directed by the Project Manager due to non - performance of a required application, such additional spraying shall be performed at no cost to the Owner. Overall Ornamental & Turf Spraying of plants, shrubs and grassed areas within Areas is included in the Contract. Fertilizers shall be removed from curbs and sidewalk areas to avoid staining. Augustine and Bahia grasses. Strength of Pad: Standard size pads shall be mature, well rooted and contain a soil layer thick enough to provide a strength that will support the pad's weight and maintain its size and shape �. Moisture Content: The sod soil shall contain enough moisture so that the soil is not excessively dry or wet. In no case will the sod be accepted if the soil layer becomes hardened, or loose so that it will not hold its shape, and /or if it is hydrophobic in nature. PRESSURE CLEANING BRICK PAVERS All brick curbing, brick paving, sidewalks, and paving areas may be pressure cleaned to remove tire marks or other dirt and debris which may be deposited on the surface areas. Sealing of paving areas shall be at the direction of the Project Manager on a time and material basis. Upon finding damage to the brick curbing or paving, an immediate notification to the Project Manager or his authorized representative is required. Upon finding damaged areas, the Contractor shall clean -up debris if present, and /or flag off the areas with protective barriers and /or high visibility hazard tape. The Contractor shall submit a bid as soon as possible for repair or replacement of the damaged brick curbing or paving areas. Repairs to the brick curbing and paving will be considered as additional expenses to the Contract. The additional expenses shall be charged as a time and material billing with the bricks being provided by the County. All additional expenses must be pre- approved by the Project Manager. Project Manager may use other contractor to replace and /or repair pavers. Recommended pressure for cleaning brick pavers should be between 500 to 1,000 psi. Minimum pressure is to be no less than 500 psi at any moment during pressure cleaning. Use of chemicals during pressure cleaning is to be in accordance with all Federal, State, and Local codes and ordinances. All chemical applications are to be submitted to Project Manager for review and approval prior to use on project. All chemical applications are to be submitted to Project Manager for review and approval prior to use on project. TREE GRATE MAINTENANCEMIATERING Tree grate air -slots shall be flushed with a pressure water hose on a weekly basis. All tree grate openings and edges shall be kept weed free at all times. Tree grates shall also be reviewed weekly to ensure that the grates are sitting properly and level with the adjacent paving. Contractor is to make report to Project Manager on a weekly basis regarding the condition of the tree grates. Contractor is to report any damaged tree grate and any items requiring repair. The thirty-one (31) trees within tree grates along the East and West right -of -way sidewalk of CR 846 (South 1 st Street) are not irrigated and shall be hand watered at a rate of approximately five (10) gallons per tree, twice a month, from November to June. This schedule may be adjusted based upon rain amounts. Quick coupling , valves which are located in the medians and along the right -of -way areas shall supply the required water. BULBOUT AND GUTTER CHANNEL DRAIN CLEANING During each weekly service, the Contractor shall use air blowers to blow clean the bulbout areas, including any asphalt and gutter areas adjacent to the bulbouts that cannot be reached or cleaned by the street sweeping. The linear sidewalk ramps and gutter channel drains shall also be blown. The gutter channel drains, located under the twenty-four (24) street bulbouts along SR 29 (Main Street) shall be blown from either end to clear the channel of any debris. The bulbout gutter channel drains shall be air blown weekly (52 times per year) from one end with an extension nozzle or blower long enough to blow through the channel drain to remove trash, debris and dirt. The Contractor shall pick up and dispose of all trash, debris and dirt. All debris removed per 'bulbout and gutter channel drain cleaning' shall be removed and disposed of at no additional cost to County /Client. The bulbout channel drains require additional cleaning by flushing with pressured water. This procedure shall be performed twelve (12) times per year. Recommended pressure for flushing should be between 1,000 to 1,500 psi. The proposed irrigation system will be reconstructed for future reuse water service however, immediately following completion of the projects landscaping and irrigation upgrades it is anticipated that the site will continue to be served by the existing potable water until which time the reuse water and service connection becomes available. This project will improve the current and non - conforming sight lines at intersections, conforming and non- conforming sidewalk accessibility at intersections, upgrade deteriorated public site furnishings, landscaping, irrigation and overall aesthetics within this heavily utilized transportation corridor to better serve the Immokalee Community by creating a safe and comfortable public environment. The focus of this project will include the removal of temporary roadway curbing and bollards (White Sticks) and replacing them with permanent concrete traffic barriers, reconstruction of the curbing and landscaped curb extensions (landscaped bump outs) at intersections to provide better visibility for both vehicular and pedestrian traffic along the heavily travelled route. The proposed landscape modifications will replace existing plantings and the associated irrigation system that have past their prime and are in a state of decline requiring the community to endure costs for maintenance and repair. The improvements proposed for this project will enhance the aesthetics, which are long overdue, for Immokalee's Main Street streetscape while improving both vehicular and ;pedestrian traffic safety and circulation in the Downtown area.
