Recommendation to accept a Speed Limit Study Report and adopt a Resolution
authorizing speed limit changes within Willoughby Acres and on Piper Boulevard at a cost
of approximately $5,625.
OBJECTIVE: To revise the speed limits within Willoughby Acres and on Piper Boulevard.
CONSIDERATIONS: The Traffic Operations Section of the Transportation Engineering
Department, Growth Management Division, conducted an engineering and traffic investigation
study to determine the appropriate speed limits within Willoughby Acres and on Piper
Boulevard.
Florida Statutes require that the change of speed zone values as outlined in Sections 316.183 and
316.189 be based upon an engineering and traffic investigation study. The investigation is to
include, but is not limited to, the measurements of prevailing speeds and other traffic engineering
evaluations contained in the "Speed Zoning for Highways, Roads and Streets in Florida" manual
(FDOT Manual Number 750- 010 -002, 1997 Edition). This manual was developed by the Florida
Department of Transportation to promote uniformity in the establishment of state, municipal and
county speed zones throughout the State of Florida.
Upon completing an engineering and traffic investigation study, Section 316.189 F.S. provides
that the Board of County Commissioners (Board) may set speed zones after the investigation
determines such a change is reasonable and in conformity to criteria promulgated by the Florida
Department of Transportation.
The completed engineering and traffic investigation study found that a lower speed limit of 25.
mph for the streets within Willoughby Acres, with the exception of Euclid Avenue and Lakeland
Avenue, is appropriate and safe for those roadways. The study also recommended that Euclid
Avenue and Lakeland Avenue remain at their respective posted speed of 30 mph. The study
further concluded that the speed limit on Piper. Boulevard should be raised from 25 mph to 30
mph. The study found that the proposed changes are reasonable and in conformity with the
defined criteria.
FISCAL IlViPACT: The estimated cost of installing the new speed limit signs and removing the
existing speed limit mph signs will be approximately $5,625.00. These funds are budgeted and
available within Traffic Operations (General Fund 101).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval—SRT.
GROWTH MANAGEMENT VAPACT: This action will result in no growth management
impact.

RECOMMENDATION: That the Board accept the Traffic Speed Limit Study and adopt the
Resolution revising the speed limits within Willoughby Acres and on Pipet Boulevard, authorize
the Chairman to execute the Resolution, and authorize staff to erect and remove the appropriate
traffic control signs.

RESOLUTION NO. 2012 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA, AUTHORIZING SPEED LIMIT REVISIONS TO THE STREETS
OF WILLOUGHBY ACRES AND ON PIPER BOULEVARD.
WHEREAS, Chapter 316, Florida Statutes, permits the Board of County
Commissioners to alter established speed limits on roads under its jurisdiction; and
WHEREAS, the streets of Willoughby Acres and Piper Boulevard fall under the
jurisdiction of the Board of County Commissioners; and
WHEREAS, in accordance with Section 316, Florida Statutes, the Board of
County Commissioners may after such existing speed limits as may be appropriate
upon the basis of an engineering and traffic investigation; and
WHEREAS, the results of such engineering and traffic investigations determined
that the revised speed limits are reasonable and safe under the conditions found to exist
and it conforms to criteria promulgated by the Florida Department of Transportation and
Collier County.
NOW, THEREFORE, BE sIT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Board of County Commissioners does hereby establish a 25 miles per hour
(25 mph) speed limit on Ashbury Way, Chartning Court, Chardon Place, Erie
Drive, Heritage Way, Johnnycake Drive, Kirtland Drive, Madison Drive, Mentor
Drive, Palmetto Ridge Drive, Saybrook Court, Tumbury Way, Wickliffe Drive,
Willoughby Drive, Willoughby Drive Extension and WillovAck Drive, and does
hereby direct the County Manager or his designee to erect appropriate speed
limit signs giving notice thereof.
2. The Board of County Commissioners does hereby establish a 30 miles per hour
(30 mph) speed limit on Piper Boulevard and does hereby direct the County
Manager or his designee to erect appropriate speed limit signs giving notice
thereof.

3. A copy of this Resolution shall be forwarded to the Collier County Sheriffs Office
for proper enforcement of the established speed limits for the designated streets.
4. The effective date of the speed limit increase shall be after written notification to

This resolution adopted after motion, second, and majority vote favoring same
this day of December, 2012.

Responding to an external request from the Collier County Sheriffs Office Community .
Safety Team of Willoughby Acres, the Traffic Operations section of the Construction &
Maintenance Transportation Engineering Department has conducted an engineering and
traffic investigation study to determine the appropriate speed limit on the residential
streets in WiloughbyAcres and on the Piper Boulevard. The primary purpose in the
establishment of a speed zone is to improve vehicular and pedestrian safety by reducing
the probability and severity of crashes. A speed limit notifies the driver of the maximum
operating sped that is considered reasonably safe in optimum weather and visibility
condition. Ii is intended to establish the speed limit which a normally prudent driver can
perceive and, react safely to driving problems encountered on the roadway.

highways, as set forth in Section 316.189, F.S., must be based on an engineering and
traffic investigation that determines such a posting is reasonable and in conformity to
criteria promulgated by the Florida Department of Transportation (FDOT).

Willoughby Acres is a development that contains various individual subdivisions located
north of Immokalee Road and west of Livingston Road. Willoughby Acres is residential
in character with primary access provided by Piper Boulevard on the south. Within
Willoughby Acres there are numerous east -west neighborhood streets providing access to
the individual homes in the development and there are two north -south streets (Euclid
Avenue andILakeland Avenue) connecting the neighborhood streets to Piper Boulevard
The streets it this study are maintained by Collier County and include:
Ashbury Warr, Charming Court, Chardon Place, Erie Drive, Euclid Avenue, Heritage
Way, Johnny, cake Drive, Kirtland Drive, Lakeland Avenue, Madison Drive, Mentor
Drive, Palmetto Ridge Drive, Piper Boulevard, Saybrook Court, Turnbury Way,
Wickliffe Drive, Willoughby Drive, Willoughby Drive Extension, and Willowick Drive.

All streets v ithin this study area are two lane roadways and are functionally classified as
local stree* However Euclid Avenue, Lakeland Avenue and Piper Boulevard function
as connector, streets, providing access to Immokalee Road (CR 846). Lakeland Avenue is
signal contrc l at its intersection with Immokalee Road. Euclid Avenue is stop control at
its intersection with Piper Boulevard. Piper Boulevard is stop control with its intersection
at Airport Pulling Road and with its intersection at Lakeland Avenue. All neighborhood
streets withi' Willoughby Acres that intersect with Euclid Avenue, Lakeland Avenue and
Piper Boule , and are stop control
The portion f Piper Boulevard in this study is that portion of the street from Airport
Pulling Road on the west to the end of the street near Livingston Road on the east for a
distance of approximately 4,900 feet. Piper Boulevard runs parallel to Immokalee Road
on northside of the Cocohatchee Canal. The Cocohatchee Canal is maintained by the
Big Cypress Basin of the South Florida Water Management District with bridges across
the canal at Lakeland Avenue and at Airport Pulling Road. Piper Boulevard has a posted
speed limit 6►f 25 mph. The current speed limit for all other streets within Willoughby
Acres is 30 .irtrh.
Other than Euclid Avenue and Lakeland Avenue, Heritage Way is the only other street
that provides access out of Willoughby Acres. Heritage Way, at the north end of
Willoughby jAcres, provides a connection to the community of Falcon Ridge to the west.
The speed limit for Heritage Way in Falcon Ridge is posted at 25 mph.
Euclid Avenue, Lakeland Avenue and Piper Boulevard have typically a 20 feet asphalt
paved travell way with centerline pavement markings. All other streets within this study
are typically, 18 feet in width with no centerline markings. The streets typically have

There are nosidewalks typically on the east-west neighborhood streets. There is a
sidewalk along the west side of Lakeland Avenue and along the east side of Euclid
Avenue from Willowick Drive, south to Piper Boulevard. Along Piper Boulevard there is
a sidewalk on the north side of the roadway between Palmetto- Ridge -Drive -and Euclid
Avenue. At Euclid Avenue the sidewalk runs along the south side of Piper Boulevard for
approximately 1200 feet, crossing at a mid -block crosswalk to the north side of Piper
Boulevard amd continuing to Airport Pulling Road.
DESIGN CkARACTF.R
Section 336.045 of the Florida Statutes requires that the "Manual of Uniform Minimum
Standards for Design, Construction and Maintenance for Streets and Highways" also
known as the Green Book, be utilized for all public roads in the state unless a
municipality or county has adopted other criteria. Collier County utilizes this manual for
all of the roads in its highway network. The standards within the manual are intended to
provide basic guidance for developing and maintaining a highway system with
reasonable operating characteristics and minimum number of hazards. The manual states
that the safety characteristics of the design should be given primary consideration.

Table 3 -12 defines the minimum distance from the travel way to a roadside object such as
a light pole or a tree. Streets and highways without curb and gutter are generally
considered to be rural roadways. For rural streets and highways with a design speed up
to 50 mph with less than 1500 ADT, the minimum clear zone distance is 14 feet. Based
upon the clear zone distance along the streets in Willoughby Acres, the clear zone is not a
limiting factor for the appropriate speed limit.
A crash history review of Willoughby Acres and Piper Boulevard east of Airport Pulling
Road for thepast six years (2005 -2010) has been conducted. There have been twelve
(12) reported crashes during the six year period in the study area. The reported crashes
include 4 right angle, 2 rear end, 2 right turn, 1 left turn, 1 sideswipe, 1 head -on and l
run- off-th ad. The angle crashes and rear end crashes are characteristic of drivers
failing to y�d the right -or -way at controlled intersections. Requiring a slower vehicle
approach to a stop control intersection by lowering the speed limit on the neighborhood
streets may provide improved safety at the intersections along Euclid Avenue and
Lakeland Avenue.

Three types of data were utilized in determining the prevailing speed: 85`h percentile
speed — the speed which 85% of the motorists drive at or below, the upper limit of the 10-
mph pace — the 10 mph range that most people drive and the average test run speed. The
reasoning behind the foregoing investigations is that the majority of drivers travel at
reasonably safe speed for the various roadway conditions encountered, and that these
investigations help determine what may be reasonable speed limits.
A speed study was conducted on May 24, 2011. The following data were collected:

According tv the above referenced MOT speed zoning guidelines, a speed limit should
not typicallgj differ from the 85`x' percentile speed or upper limit of the 10 -mph pace by
more than 3 mph and it should not be less than 8 mph. A speed limit of 4 to 8 mph less
than the 85 jpercentile speed shall be supported by a supplemental investigation, which
identifies the following:
+ Them are road or roadside features not readily obvious to the normally prudent
drive, such as length of section, alignment, roadway width, surface condition,
sight istance, traffic volume, crash experience, maximum comfortable speed in
curves, side friction (roadside development), signal progression, etc.
Based on the guideline, the measured 85a' percentile speed of the streets ranging from
35.9 to 38.1 mph, as well as the 10 -mph pace speeds would normally yield a 35 mph
speed limit.
However, the relatively narrow roadway width of 20 feet on Lakeland Avenue, Euclid
Avenue and Piper Boulevard and the sidewalk along the roadway are roadside features
that may notbe readily obvious to the normally prudent driver. Therefore it is
appropriate bo set a 30 mph speed limit for the three streets of Piper Boulevard,' Euclid
Avenue and Lakeland Avenue. Field vehicle test runs also indicated that 30 mph is safe
and comfortable speed to travel on the subject roadway segment. A 30 mph speed limit
is in compliance with the FDOT speed zoning guidelines.
All other streets within Willoughby Acres are residential in nature, have numerous
driveways intersecting the streets and have no sidewalks; and it is appropriate to establish
a 25 mph speed limit for all these streets.
The study fond that a 30 mph speed limit is an appropriate and safe speed for Euclid.
Avenue and !Lakeland Avenue. The current speed limit for these two streets is currently
30 mph, therefore no change in speed limit is recommended.
The study alto found that a 30 mph speed limit is an appropriate and safe speed for Piper
Boulevard from Airport Pulling Road to the end of Piper Boulevard to the east.
Therefore, it is recommended to increase the speed limit on this portion of Piper
Boulevard from 25 mph to 30 mph.
The study also found that a 25 mph speed limit is an appropriate and safe speed for the
residential streets within Willoughby Acres except for Piper Boulevard, Euclid Avenue
and Lakeland Avenue. Therefore it is recommended to reduce the speed limit on these
streets from 60 mph to 25 mph.
