EXECUTIVE SUMMARY
Appointment of a member to the Tourist Development Council.
OBJECTIVE: To confirm one appointment by the City of Marco Island to fill a term on the
Tourist Development Council expiring April 21, 2016.
CONSIDERATIONS: The Tourist Development Council has one term expiring on April 21,
2016 for the category City of Marco Island due to the election of a new councilman. This 9
member council was established by Ordinance No. 92 -18 as an advisory committee to make
recommendations to the Board of County Commissioners regarding a proposed plan of uses for
tourist development tax revenues, for the effective operation of the special projects or uses of the
tourist development tax revenues, and to review all expenditures of revenues from the tourist
development trust fund. This council consists of the Chairman or designated representative of
the Board of County Commissioners, 2 elected municipal officials, 3 owners or operators of
motels, hotels, recreational vehicle parks, or other tourist accommodations in the county and
subject to the tourist tax, 3 individuals involved in the tourist industry who have demonstrated an
interest in tourist development, but who are not owners or operators of motels, hotels or other
tourist accommodations. The council shall meet at least once each quarter. A list of the current
membership is included in the backup.
The City of Marco Island is recommending Councilman Larry Sacher.

recommendation for appointment, appoint one member, and direct the County Attorney to
prepare a resolution confirming the appointments.

Subject: Board and Committee Appointments
BACKGROUND:
Following the City Council election, the majority of the appointments to the existing
boards and committees are expiring.
Attached is a copy of the letter distributed to the current board and committee
members. A workshop meeting is planned for December 10, 2012 to provide Council
with an overview of all departments and the functions of the respective boards and
committees.
Council may elect to provide direction to staff regarding the board and committee
appointments at this meeting, or at the meeting scheduled for December 10th.
Also expiring are the council member appointments to the following County boards:
Tourist Development Council (TDC), Metropolitan Planning Organization (MPO), and
Coastal Advisory Committee (CAC). Council should determine which Councilors will
represent the City on the TDC, MPO and CAC.

Dear Board or Advisory Committee Member,
As the election date of November 6th, 2012, approaches, the status of the board and advisory
committee appointments has been reviewed under the handbook procedures and discussed by staff.
As many of you are aware, there are three current councilman remaining on City Council, leaving four
seats that will be filled by this election; either by a newly elected person or a re- elected person. Three
current councilmen are pursuing re- election. One councilman's term is completed.
To promote fluidity and prevent loss of momentum on projects and goals, the following procedure will
be followed:
1. All appointees that have council members not participating in the election (Mr. Magel, Mr.
Keister and Mr. Batte) will remain in place until that councilman reappoints the board or
advisory member seat at the next expiration date.
2. If a current councilman that is running for re- election is re- elected, his appointee will remain on
the board or advisory committee until the next expiration date. (This could be the appointees
chosen by Mr. Gibson, Mr. Waldack and Dr. Recker.)
3. If the current running council candidates are not re- elected or cannot be re- elected (Dr.
Trotter), then the new City Councilmen who take their place on City Council November 12tH
2012, will appoint a new board and advisory committee member for each board and advisory
committee with a set expiration date.
You will be contacted with further information after the November 6th election if your board or
committee seat falls into either procedure 2 or 3 listed above. If you have any questions, please

Tourism Works for Collier County
Tourism is important business for Naples, Marco Island and the Everglades. As the leading employer and
the primary economic engine for the region, the tourism industry is responsible for over 25 thousand jobs
;in Collier County. Over 1.3 million visitors in 2003 spent over $593 million dollars, resulting in a total
economic impact of over $885 million.
Residents benefit from the tourism industry through enhanced amenities in the community and through tax
savings. An estimated tax savings of $518 per resident is estimated thanks to the expenditures of visitors.
;Visitors leave over $8.6 million in tourist development taxes in our region and they provide $60 million in
Iaies tax revenue.
Tourist development taxes pay for extensive beach renourishment programs in Collier County along with
museums, special programs and events, the Convention and Visitors Bureau, and support for the tourism
industry through advertising and promotion.

experience in the promotion and marketing of special events.
