EXECUTIVE SUMMARY
Recommendation to reject all bids Bid No. 12 -5948 – Immokalee Road Safety Improvements
Project No. 60016.4 and re -bid the project.
OBJECTIVE: To reject all bids for Bid No. 12 -5948 and have the Immokalee Road Paved
Shoulders project re -bid because the lowest responsive bid as submitted was approximately 30%
higher than the Engineer's Cost Estimate of $1,800,238.01.
CONSIDERATIONS: Immokalee Road is a two lane roadway with 12 -foot lanes, without
paved shoulders. Several crashes, including fatalities, occurred within this segment during the
past few years. The project consists of constructing safety improvements on Immokalee Road,
from Shady Hollow Boulevard to a point 2.6 miles east of Oil Well Grade Road for a total
distance of approximately 9.7 miles. It includes the construction of paved shoulders (five feet on
both sides of the road), guardrail installation at the existing box culvert near the southern end and
at an existing cross culvert near the middle of the project, installation of a section of centerline
audible- vibratory markings and installation of pavement markings to enhance safety throughout
the length of the project.
The project was advertised for bids in the Naples Daily News on July 23, 2012. Over 1,667
notices were sent out and 103 bid packages were downloaded. The following five bids were
received on September 6, 2012:

Bonness, Inc. $2,781,291.38
Community Asphalt $2,798,987.50
Ajax $2,848,365.12
Engineer's Cost Estimate $1,800,238.01
The bids were reviewed by Purchasing staff and the Transportation Engineering Department.
The lowest responsive bid as submitted was approximately 30% higher, and more than a half
million dollars over the Engineer's Cost Estimate of $1,800,238.01. Staff recommends rejecting
all bids and re- bidding the project with lower cost alternatives in order to meet the current
budget.
FISCAL IMPACT: Funds in the amount of $1,800,000.00 are available in Gas Tax.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
GROWTH MANAGEMENT IMPACT: The Immokalee Road Safety Improvements project
has no impact on the Growth Management Plan.

bids for Bid No. 12 -5948 — Immokalee Road Safety Improvements Project No. 60016.4 and
direct staff to re -bid it.

BID ANALYSIS
Immokalee Road Safety Improvements ITB 12 -5948
Project No. 60016.4
Upon receiving the bid tabulation from the Purchasing Department for Bid #12 -5948, staff
performed a bid analysis which revealed one anomaly in the low bid from APAC Southeast. The
bid analysis revealed that one item [Optional Base Group 1 (4" thick, black base only)]
contributed to about 88% or $483,478 of the $545,292 difference between Engineer's Estimate
and low bid. All of the other bidders were significantly higher than the Engineer's Estimate for
this one item. The average bid for this item was $16.74 per square yard compared to the
Engineer's Estimate of $6.00 per square yard and the bid of the low bidder of $14.21 per square
yard. The Engineer's Estimate was based on bids received on recently completed shoulder and
safety projects. The escalation in cost and risk associated with asphalt and fuel prices during
recent months may have contributed to the higher bids received.
The bid plans state that the paved shoulders shall be constructed using the "Optional Base Group
1 (4" thick, black base only)" bid item. The intent of specifying black base only was to expedite
the construction process of the paved shoulders and reduce Maintenance of Traffic (MOT)
requirements. The Florida Department of Transportation Design Standards (Index No. 514) and
Basis of Estimate Manual (item 285 -701) allow for optional base materials that include limerock
and black base. For shoulders, the FDOT standards consider 4" asphalt base and 4" limerock as
equals.
Rebidding the project will allow staff to revise the bid documents to include the option for
limerock base material as a substitution for asphalt material which will result in significant
savings to the project. It is anticipated to bring the cost of the project in line with the Engineer's
Cost Estimate.
A Bid Analysis spreadsheet comparing individual items is found on the attached sheet. The
lowest responsive bid submitted was approximately 30% higher than the Engineer's Cost
Estimate of $1,800,238.01. Staff recommends rejecting all bids for Bid No. 12 -5948 and having
the project re -bid.
