TRANSCRIPT OF THE MEETING OF THE COLLIER
COUNTY PUBLIC VEHICLE ADVISORY COMMITTEE
Naples, Florida, August 2,2004
LET IT BE REMEMBERED, that the Collier County Public Vehicle
Advisory Committee in and for the County of Collier, having conducted
business herein, met on this date at 9:30 AM in REGULAR SESSION at
the Collier County Community Development Services Building, 2800 N.
Horseshoe Drive, Conference Room #609, Naples, Florida, with the
following members present:

Allen Walburn
Michael Mendel
Randall Smith (Excused)

ALSO PRESENT: Michelle Arnold, Code Enforcement Director

I. Meeting was called to order by Chairman William Csogi at 9:34 AM.
Roll Call was taken and a quorum established with Randall Smith
excused and Tony Marino being absent.
II. Additions or Deletions: None
III. Approval of Agenda: Mr. Walburn moved to approve the Agenda as
presented. Second by Mr. Berghuis. Carried unanimously 4-0.
IV. Approval of Minutes: June 16,2004
Mr. Walburn moved to approve the minutes of June 16, 2004. Second by
Mr. Berghuis. Carried unanimously 4-0.
V. Notices: None
VI. New Business: New application: Nancy J. Wilcox President of Best
Value Taxi Inc. from Greenwood Circle, Ft. Meyers:
Janet mentioned some of the registration had expired or close to expiring
when the packets went out. Since then they have updated the paperwork
showing the vehicles to now be current in their registration.
Mr. Csogi stated they had grandfathered in the company's that had "Taxi" in
their name and were operating as limos. It had then been changed as ofthe
last Ordinance. This is "Best Value Taxi Inc." and he asked about the word
"Taxi" in their name.
Nancy Wilcox was sworn in by Mr. Palmer. Nancy mentioned they are
operating as a limousine service and not a taxi. They will not have meters.
The business is in Lee County. They are applying for Airport transfers in
Collier County. They are a Registered Corporation in the State of Florida.
Mr. Palmer advised Nancy to go under a fictitious name and do Business as
Airport Transportation, or get "Taxi" out of the name. Need to make it clear it
is not a Taxi business. He said if she is not operating a Taxi business in Lee
or Collier County, then change the corporate name.
There will be a vanity plate on their vehicles saying "Best Value."
Mr. Wilcox was sworn in. Mr. Wilcox owns Aaron Transportation Inc. and
has a DMV repair registration. Mr. Wilcox signed the inspection reports and
had personally inspected them.
Mr. Csogi moved to approve the application for Nancy Wilcox based on
modifying the name change with removing the word "Taxi". Second by
Mr. Walburn. Carried unanimously 4-0.

X. Complaint Report - John Marsh handed out the report (Attached).
He mentioned there are a few citations and judgments.
XI. Discussion:
Mr. Mendel asked about staff policy on someone buying a business and
operating such business without being a certificated company as of yet.
Ms. powers responded she has no knowledge of any such company, but is up
to the certificate holder to notify staff.
XII. Anoouocements: This is Mr. Csogi's last meeting as his membership expires
and he has chosen not to renew it. He has been a valued member of the
Committee.
There being no further business for the good ofthe County, the meeting was
adjourned by order of the Chair at 9:50 PM.
