EXECUTIVE SUMMARY
Recommendation to direct the County Manager or his designee to complete the required update to
the data in the Floodplain Management Plan and bring it back to the Board of County
Commissioners for approval and adoption.
OBJECTIVE: To obtain Board of County Commissioners (Board) approval to complete the
required update to the Floodplain Management Plan.
CONSIDERATIONS: Collier County is a voluntary participant in the Community Rating System
(CRS) program of the National Flood Insurance Program (NFIP). As a participating Class 6
rated community, the County property owners receive 20% discounts on the price of flood
insurance for flood zones starting with the letter "A" or "V" and 10% discounts for flood zones
starting with the letter "X". Collier County also has over ten (10) properties where the owners
have filed and been paid at least two (2) flood insurance claims of$1,000 or more. These are
called repetitive loss properties in the NFIP.
As a result of being a Class 6 community and having at least ten (10) repetitive loss properties,
the County is required to have a Floodplain Management Plan which must be updated at least
every five (5) years. That update is due in 2012, and will need to reflect changes brought about
by the area of regulated floodplain on the currently effective Digital Flood Insurance Rate Map
(DFIRM) which the County received on November 16, 2011. Staff is recommending only
updating the data and not the Goals, Objectives or Policies section of the Floodplain
Management Plan. The goals, objectives and policies will be updated after a full vetting with the
public, the Development Services Advisory Committee and the Floodplain Management
Planning Committee.
Staff will review the updated data with the Floodplain Management Planning Committee and
bring the revised plan to the Board at its December 11, 2012 meeting.
FISCAL IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no
legal issues, and requires majority support for Board approval. -JAK
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board direct the County Manager or his designee to include
the required data update to the Floodplain Management Plan on the regular agenda for approval
and adoption at the December 11, 2012 Board meeting.
