EXECUTIVE SUMMARY, Appointment of member to the Collier County Planning Commission OBJECTIVE: To appoint 2 members to terms that will expire on October 1, 2016. CONSIDERATIONS: The Collier County Planning Commission has 2 vacancies with terms that expired on October 1, 2012. The vacancies are for representatives for District 2 and District 5. This 9 member committee assists in the formulation and review of the Comprehensive Land Use Plan, Land Development Code, and amendments to both, and then submits their recommendations to the Board for final decision. Members are required to file a Form 1, Statement of Financial Interest each year with the Supervisor of Elections. Terms are 4 years. A list of the current membership is included in the backup. The terms of Bradley W. Schiffer, District 2 and Mark Strain, District 5 expired October 1, 2012. It should be noted that Section 2-1157 (CCPC Membership qualifications) of the Code of Laws and Ordinances requires the members of the CCPC to be permanent residents and qualified electors of Collier County. The CCPC members are also to reside in the Commission District allocated for each vacancy. Please be advised that both Mr. Schiffer and Mr. Kurzman are permanent residents of Collier County and are registered voters as noted on their applications. They also reside within Commission District 2 while Mr. Strain,Mr.Varian,Mr.Klucik, and Mr.Rankin are permanent residents and reside in District 5. Furthermore, this section states that although no specific experience requirements shall be necessary as a prerequisite to appointment, consideration shall be given to applicants who have experience or who have shown interest in the area of planning,zoning, and related fields. Further consideration in the appointment of Planning Commission members shall be made so as to provide the Planning Commission with the needed technical, professional, business, and/or administrative expertise to accomplish the duties and functions of the Planning Commission. The above referenced applicants all have related experience in the area of architectural review, construction, land use law, zoning and transportation planning. In addition, Mr. Kurzman's resume indicates that he has served on the Collier County MPO while Mr. Varian has served on the Development Services Advisory Committee and the Board of Adjustment&Appeals. Based upon the information contained in their applications, all the candidates are qualified to serve on this advisory board. On 09/03/85 the BCC adopted Res. No. 85-190, expressing intent to consider an ordinance consolidating functions of Coastal Area Planning Commission and immokalee Area Planning Commission into CCPC. On 09/24/85, Ord. No. 85-51 created the CCPC,which was repealed by LDC Ord. 91-102.
