EXECUTIVE SUMMARY
Recommendation to approve, and authorize the Chairman to sign, a one-year extension to
the Memorandum of Understanding between the Collier County Board of County
Commissioners and the Early Learning Coalition of Southwest Florida, Inc., to provide
funding in the amount of$75,000 in Fiscal Year 2013.
OBJECTIVE: That the Board of County Commissioners (Board) approves and authorizes the
Chairman to sign, an extension to the Memorandum of Understanding (MOU) between the
Collier County Board of County Commissioners and the Early Learning Coalition of Southwest
Florida, Inc. (ELC), to provide funding in the amount of$75,000 in Fiscal Year 2013.
CONSIDERATIONS: This is the third year that Board has budgeted funds for the Early
Learning Coalition of Southwest Florida, Inc. The ELC provides services to families, children
and child care providers in Collier, Glades, Hendry and Lee Counties. By linking families to
child care and Pre-K services, the ELC supports parents' ability to work and helps prepare
children for success in school (Early Learning Coalition -Fact Sheet).
On September 8, 2011, during the budget hearings, the Board directed the County Manager to
work with the ELC during future budget preparation for commitment of future funding. As such,
$75,000 has been budgeted in Fiscal Year 2013 for continuing support of the ELC.
The terms covering this funding commitment, including requirements for both the County and
Coalition, are contained within the original MOU and remain in effect. The extension provides
updated dates and dollar amounts as well as one minor change related to services (eligibility,
reimbursements, referrals, etc.) formerly outsourced that are now being provided directly by the
ELC.
FISCAL IMPACT: A $75,000 appropriation has been established within the budget of the
General Fund 001, within the Economic Development cost center, for Fiscal Year 2013.
GROWTH MANAGEMENT IMPACT: There is no growth management impact related to
this request.
LEGAL CONSIDERATIONS: The Extension was prepared by the County Attorney, is
legally sufficient, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners approves, and authorizes

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE COLLIER COUNTY BOARD OF COUNTY COMMISSIONERS
AND
THE EARLY LEARNING COALITION OF SOUTHWEST FLORIDA, INC.
This Extension of Memorandum of Understanding (also referred to as the "Extension") is
entered into between the Collier County Board of County Commissioners, hereinafter referred to
as "COUNTY" and the Early Learning Coalition of Southwest Florida a Nonprofit Corporation
registered under the laws of Florida Chapter 617, operating under the laws of the State of Florida
and, hereinafter referred to as the "COALITION."
This Extension shall begin October 1, 2012 and end September 30, 2013, unless
terminated by either party as provided for herein.
1. The Memorandum of Understanding, a copy of which is attached hereto, is hereby
extended to September 30, 2013.
2. All terms and conditions of the Memorandum of Understanding shall continue to
be in full force and effect, except for the following changes:
A. Payments to the COALITION during the Extension Term shall be on a
reimbursement basis for work completed and/or services delivered for a total amount
not to exceed $75,000.00, that will cover the match for the cost of care for eligible
Collier families in the School Readiness program;
B. During the Extension Term the COALITION will provide the following services to
children and families residing in Collier County: Resource &Referral, Eligibility and
Enrollment, Reimbursement to Child Care providers, Children's Developmental
Screenings, Provider Monitoring, Inclusion, Infant & Toddler and Training.
C. During the Extension Term, the COALTION will invoice the COUNTY for monthly
expenditures incurred beginning in October 2012 through September 30, 2013, for the
preceding month's expenditures in a form acceptable to the County;

a. To implement programs to serve residents of Collier County in accordance with Florida
state requirements for the School Readiness program and Coalition policies and
procedures.
b. To provide, together with a service contract with Community Coordinated Care for
Children (4C), the following services to children and families residing in Collier County:
Resource & Referral, Eligibility and Enrollment, Reimbursement to Child Care
providers, Children's Developmental Screenings, Provider Monitoring, Inclusion, Infant
& Toddler and Training.
c. To process the State local match requirement for School Readiness.
d. To invoice the COUNTY for monthly expenditures incurred beginning in November
2011 through September 30, 2012, for the preceding month's expenditures in a form
acceptable to the County;

e. To provide the appropriate supporting back-up documentation for clients enrolled,
including a quarterly report showing the client demographics with the number of Collier
County residents impacted by the program; list of employers of clients receiving school
readiness services; and other appropriate evidence of client movement toward
economic self sufficiency. The Coalition shall maintain all other records required by the
County in connection with the School Readiness program and have them available for
the County's review and audit upon request.
f. To cooperate with the COUNTY as needed to fulfill the terms of this agreement.
III. The Mutual Duties of the Parties
