EXECUTIVE SUMMARY
Recommendation to declare Fisher Scientific a sole source vendor and request for
authorization to purchase a Dionex Ion Chromatogram Capillary System in the amount of
$58,270.53 for the Natural Resources Department.
OBJECTIVE: The public purpose of this project is to meet operational needs, stay in
compliance with regulatory requirements and to realize cost savings while increasing efficiency
in the Natural Resource Laboratory.
CONSIDERATIONS: The Laboratory Analytical Section within the Natural Resources
Department provides laboratory testing services for drinking, waste and environmental water.
Data from the Laboratory Analytical Section is utilized in various programs working toward the
goals of compliance with Florida Department of Environmental Protection (FDEP) Water and
Wastewater permits; Growth Management Plan requirements; existing South Florida Water
Management District (SFWMD) contracts for environmental monitoring, all to ensure the health,
safety and well-being of the citizens of Collier County.
The current method of analyzing samples is completed with a 20 year old spectrophotometer.
This machine, which is considered to be obsolete, is able to test one sample, for one parameter
(Phosphates, Sulfates, Nitrates, etc), per machine run. This process is very time consuming
because each parameter requires a 1.5 hour machine calibration, mixing of reagents, running of
the test, and hand recording of the results. Because of the labor intensive requirements of this
machine, an analyst can typically process seven samples per day. The results of these tests are
highly affected by the concentration of reagents mixed by the analyst and other contaminates in
the water, such as salt or sediment.
As noted in the attached Business case, the advantages of the recommended instrument over
current practices include greater detection sensitivity and analytical accuracy, reduction of
human error in transcribing results, and reduced staff time and operating costs. The staff time
saved will be used in other areas of concern within the laboratory. These areas include but are
not limited to serving as backup analyst and eliminating the need to hire additional personnel.
The instrument that staff recommends purchasing is a Dionex ICS-4000 from Fisher Scientific.
This device is the only machine on the market that provides simultaneous, reagent free testing of
up to 32 samples, for all parameters, without being affected by impurities in the sample. This
machine greatly increases the speed of testing by completely automating the testing and notation
process, eliminating the time needed for calibration between parameters, and no mixing of
hazardous reagents by staff. With this machine the lab can process 128 results in single day,
with our current spectrophotometer; would take 18 working days to process the data set.
Staff recommends a sole source waiver for this machine because Dionex is the only
manufacturer that provides a reagent free platform. This technology will greatly decrease
reagent mixing time, variations of results due to reagent mixing irregularities and hazard to

Collier County employees caused by reagent handling. Staff has negotiated a price of
$58,270.35, which is $6,070.74 off the MSRP of$64,341.27.
CERTIFICATION BY THE PURCHASING DIRECTOR: The Purchasing staff has
contacted 5 other companies that provide lab equipment and agrees that no other company
provides comparable equipment. By approval of this Executive Summary, the Purchasing
Director certifies that:
1. The item is the only one available that can properly perform the intended function; and
2. The recommended vendor/contractor is the only one ready, willing and able to meet the
County's requirement.
FISCAL IMPACT: A Purchase Order will be generated in order to procure the Dionex Ion
Chromatogram Capillary System from Fisher Scientific. Funds for this purchase were allocated
in Fiscal Year 12 in Water Pollution Control Fund 114. The capital cost of the instrument is
$58,270.53. The attached Business Case indicates that the recommended instrument will pay for
itself in two years and provide an annual cost savings of more than $71,000 by year five. This
estimate includes a service contract in the amount of $6,000 after year one from the time of
purchase. All maintenance cost shall be included in the service contract. The vendor indicates
the useful life of this instrument is ten years.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for °',
approval—SRT.
GROWTH MANAGEMENT IMPACT: The approval of this purchase is consistent with and
furthers the goals, objectives and policies of the Collier County Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners find this vendor as a sole
source and approve the purchase and installation of the Dionex Ion Chromatogram Capillary
system in the amount of$58,270.53 through the issuance of a County Purchase Order.

Business Case for the Purchase of a Dionex Ion Chromatogram Capillary System in
the amount of$58,270.53
Project Background:
The parameters that will be analyzed with this instrument are Nitrite, Ortho-Phosphorus,
Sulfate, and Fluoride. These parameters are essential in: determining the health of a water
body and establishing long term trends; identifying potential sources of pollution; and
determining compliance with state drinking water standards and surface and ground
water quality criteria. Some of these parameters can produce a wide variety of adverse
water quality effects including serious risk to public health and aquatic ecosystems.
The current method of analyzing these parameters is through traditional bench chemistry
using a spectrophotometer. Bench chemistry is very time consuming as it requires the
analyst to mix and handle chemicals directly; attend to each sample individually and hand
record results. In addition, the spectrometer can only take one reading at a time while the
analyst manually adjusts the machine. Furthermore, the spectrometer can exhibit less
sensitivity to background interference such as salt water.
The Capillary Ion Chromatograph (IC) instrument is the industry standard for analyzing
these parameters because of its ease-of-use and high end performance. This instrument
uses patented technology that increases the sensitivity allowing the parameters to be
detected at much lower levels. It also eliminates interference from other constituents,
such as salt water, which increases the precision of the result. This instrument is also
fully automated and can analyze up to 32 samples simultaneously for Nitrite, Ortho-
Phosphate, Sulfates and Fluorides providing 128 results in a work day. Currently, an
analyst would spend approximately 3 work days on 20 samples of Nitrite, Ortho-
Phosphorus, Sulfate and Fluorides.
Based on this, the analyst will save approximately 60% of his/her time by using an Ion
Chromatograph. This is partly due to the significant decrease in Quality Control samples
that would be required by the methodology. Also, results are automatically recorded by
the instrument and stored by computer software, thus removing the chance of any

transcription errors. In addition to saving staff time, this automated process is expected to Alok
provide a cost savings of approximately$4,000 a year in just consumables.
A five-year cost analysis was performed and is summarized in Table 1. The equipment
costs $58,300 and will require a $6,000 per year service contract. We have estimated the
fully burdened Personal Services cost of a chemist to perform the analyses at $17,920 per
year with annual supplies costing $8,440. This is the Capillary IC alternative. We then
compared this to the cost of the current bench chemistry alternative having estimated
annual costs of$44,820 for Personal Services and$12,240 for Supplies.

This investment will have paid for itself in two years and provided a $71,500 cost savings
by year 5. (See Figure 1) This compares very favorably with the manufacturer's useful
life estimate of 10 years.
This instrument is a sole source item due to the patented Chemical Suppression and
Membrane Technology(U.S. patents 4,474,664; 4,999,098; 5,248,426; and 5,352,360).
Action: To ensure samples are analyzed in a cost effective and efficient manner
while continuing to meet the objectives of the Growth Management Plan,
contractual obligations to South Florida Water Management District and to stay in
compliance with The NELAC Institute (TNI) regulations it is recommended that
the Pollution Control Laboratory purchase an Ion Chromatograph.
Benefit:
• For the clients, this means quicker turn-around times, lower method
detection limits, more precise results (CAT Scan vs. X-Ray), and
ultimately lower costs.
• Replacing out-dated instrumentation with newer and more precise
instrumentation.
• Increase efficiency of laboratory by reducing the number of samples
analyzed by time consuming bench chemistry.
• Increased efficiency will allow current staff to increase sample throughput.
• Increased efficiency will allow current staff more time to train on other
analyses. This will provide bench strength for each analysis allowing the
ability to rotate chemists and create a more flexible laboratory schedule
for clients. .
• Reduces the number of chemicals, calibration standards and other
consumables used for analysis, increasing cost effectiveness while
maintaining compliance with TNI (The NELAC Institute).
Consequence of Not Funding This Item:
• Unable to capitalize on greater efficiency and cost savings.
• Unable to provide new proven technology that eliminates many
problems associated with saline waters.
• The potential for increasing workload is jeopardized if this
instrument is not funded. If this instrument is not funded,
taking on additional monitoring programs or clients will be
jeopardized.
• This instrument is already 5 years passed its 15 year shelf life.
If it breaks down, analyses cannot be completed risking non-
compliance existing contracts and loss of data(See Figure 2).

fraudulently specifying sole source. Florida Statute 83822(2).
