CONSIDERATIONS: This is the first time Ochopee Staffing for Adequate Fire and Emergency Response ( is funded 100% by the FEMA SAFER Grant. The Ochopee Fire Control District is requesting $916,080 for six fire fighters to improve assembly time and adequate staffing for fire suppression under the tenants of NFPA Standard 1720. In accordance with this Standard, the District is requesting federal funding to staff all first due engines to meet NFPA 1720 as it relates to the assembly of initial attack personnel for rural combination departments on structure fires. The Ochopee Fire Control District is a dependent fire district located in Eastern Collier County Florida established for fire and rescue services as an MSTU. The Fire District protects 1180 square miles of rural County, State, and Federal Lands. The fire department is made up of one chief officer, a battalion captain, three lieutenants, nine full time firefighters, three part time firefighters and six volunteers. There is one rural city within the jurisdiction which the district provides service for and four other areas of rural population. Only 1% of the district has an established water supply system, which is within the two major population areas. The District has two stations that respond to 600 calls on average. The district also provides coverage for two airports and 32 miles of 1 -75. The District serves the Big Cypress National Preserve and the Everglades National Park through an interoperable agreement (MOU). The District provides marine rescue and fire response to Collier Seminole State park and Everglades National Park. The District responds to 35 miles of 1 -75 and 46 miles of U.S 41. 1 -75 is the major eastiwest route in south Florida as well as U.S 41. Both roadways are in the remote part of Everglades National Park and Big Cypress National Preserve. On average 50% of the district incidents are on these roadways. Types of calls the district responds to include structure fires, brush fires, aircraft incidents, vehicle fires, commercial vehicle fires, marine incidents, water rescue, and hazardous materials incidents. The Ochopee Fire Control District has seen a 46% reduction in property values which has translated into an average 24% loss of the Ad Valorum revenue for the operating budget. The District employs 15 full time staff and 3 part time staff and maintains 6 fully certified volunteer firefighters. Part time staffing is used to keep overtime costs down and is used to maintain a minimum staffing of two per engine presently. The District operates two engines from two stations. The District also utilizes a water tender, quick attack, brush trucks, and a fire boat. These units, while in front line status, are manned as deemed by call type. All full time, part time, and volunteer firefighters are State of Florida Basic EMT trained as a minimum. Presently four personnel per shift are assigned as a minimum per day. A battalion captain and chief also respond as part of the initial structure alarm. The ability to protect critical infrastructure of the County and local community is questionable and risky. At these staffing levels, the District is unable to assemble an adequate level of response in accordance with the staffing provisions of NFPA 1720. This impairs efficient operations and increases time needed to execute critical evolutions. Larger installations, such as the water treatment plants, require the timely assembly of adequate numbers of personnel to cope with its numerous potential chemical and electrical hazards. These operations are hampered by low staffing levels. The requested funding will be used to increase staffing levels from two to three. This will allow the achievement of compliance with NFPA 1720 100% of the time when responding to "initial fire alarm assignments ". Initial arriving assignments will be able to meet OSHA 29 CFR 1910.134, "two in two out." *Element #2 - Impact on Daily Operations (30 %): This statement should explain how the community and current firefighters are at risk without the requested firefighters, and to what extent that risk will be reduced if the applicant is awarded. This nullifies the crew's ability to make an immediate impact in a fire where early intervention in the fire's incipient stage may prevent extension. In those instances where there is a known hazard to life, it forces the understaffed crew to consider rescue efforts without the safety of back up personnel. In this instance, both the firefighters and the public are ill - served. If the firefighters attempt the rescue, they do so without a safety back -up crew. If they consider this an unsafe situation and do not attempt the rescue, residents may be lost who otherwise may have been saved. NFPA Standard 1720 specifies staffing engine companies in the rural combination environment with the ability to assemble 6 personnel on scene. The rationale for this is demonstrated by the 2010 NIST report on Residential Fire ground Field Experiment which reported that three person crews are approximately 25% more effective that two person crews supporting this staffing request. By implementing this standard, the District will be able to assemble the recommended and adequate number of personnel to initiate effective suppression efforts and reduce the time to do so. 99% of the District's service area is without hydrants. However, 96% of the structures in the District are serviced by hydrants. The core of the population is divided into two areas that have a public water distribution system. With a present staffing of two personnel one person is left at the hydrant and one person arrives with the vehicle on- scene. This presents an overwhelming tasking requirement for one personnel. Until the second due engine arrives or the hydrant person arrives, fire fighting actions are limited. This delay allows for fire growth, increasing property loss and increasing risk to firefighting personnel. By increasing engine staffing to three the District assures a timely initial attack effort with assured water supply. The District is also responsible for protecting an urban interface area along with wild land. The District works with both State and Federal agencies to protect residential and commercial properties. The district is also responsible for the structural response to Federal buildings in the National Park and Preserve. Wild land fire activity is seasonal well documented in south Florida. The District operates brush units as requested by both State and Federal agencies. The District also provides mutual aid to surrounding agencies as requested through a local mutual aid agreement. If funded the grant would allow for reduced overtime and maintenance of engine manning during these events. *Element #3 - Financial Need (30 %): This statement should explain the applicant's organizational budget and its inability to address the need without federal assistance, including other actions the applicant has taken to meet their staffing needs. The Districts funding is derived principally from property taxes. With the onset of the recent recession, property values within the District began to decline. Anticipating the impact from the reduced property values the district began cost saving measures. Reductions in capitol purchases and operating were implemented to adjust to the loss of revenue. Two personnel retired reducing costs and three reserve apparatus were auctioned to reduce maintenance and insurance costs. However the savings were unable to overcome the insurmountable decline in values. The District property values have declined by 46% since 2008, Since 2008 the District has reduced its budget by 11 %. The District operates with a budget of $1,755,505 the loss of revenue was contained in reserves and carry- forward which has been depleted. Staffing levels have been maintained by a loan from County general fund supplied by "payment in lieu of tax" (PILT) from the Big Cypress National Preserve. The district also implemented part-time firefighters who are used on a per -diem basis. Part time firefighters work when a full time firefighter would be called in on overtime to maintain minimum staffing requirements. They are paid at an entry hourly rate with no benefits provided. The District is starting to see construction applications and movement which indicates a turn in the recession. However the tax revenue from these projects will not be seen for several years. Without the availability of Federal grant money the District will simply be unable to meet the staffing requirements of NFPA 1720 and OSHA 1910.134. *Element #4 - Cost/Benefit (10 %): This statement should explain, as clearly as possible, what benefits the applicant and /or their community will realize if the project described is funded (e.g., anticipated savings and /or efficiencies). Approval of this SAFER grant request will allow for the District to immediately implement staffing standards identified in NFPA standard 1720 and OSHA CFR 29.134. This increased staffing will create a more effective and efficient engine company by providing the assembly of an adequate firefighting force within the acceptable time 100% of the time. The community will benefit by having engine companies that are approximately 22% more efficient in task accomplishment than a two person company, as determined by NIST (previously cited). Overall response time for assembling an initial fire response will significantly improve with this added staffing, yielding lower property damage for the community and providing a safer work environment for each firefighter. With the ability to meet the requirements of OSHA CFR 29.134 firefighters may pursue their duties with the understanding that their safety has been provided for in a reasonable manner. Initial suppression efforts may start immediately. Calculated risks considered as part of the risk assessment will include this safety factor which should reduce any anxiety over their personal safety. This will allow for an accurate and reasonable assessment of the hazard they face, which benefits the community. Response times for development of water supply and fire ground setup should significantly improve. improved establishment of uninterrupted water supply, maintenance of effective fire flow, initiation of suppression and rescue operations should be consistent with the NIST report. In addition rapid response by AED- equipped crews will reduce the time it takes to assess and initiate care for patients requiring such intervention, improving their chances at successful conversion. Increased staffing will reduce the need for multiple units in certain incidents. Smaller incidents such as vehicle fires are safer and easier to control placing employees at less risk. This in turn allows other companies to be available for calls. Added staffing will also improve unit recovery times and reduce various exposure risks. Reduced work loads positively impact short and long term health. *Element #5 - Veterans Preference (Additional Consideration): Applicants should explain whether they have a policy in place addressing their intent to implement strategies to support the VOW To Hire Heroes Act of 2011 and to have recruiting efforts aimed at post -9/11 veterans.
