EXECUTIVE SUMMARY
Recommendation to approve the "Certification for Implementation of Regulatory Reform
Activities Required by S.H.I.P ", 2009/2010 program annual report, and authorize electronic
submission to Florida Housing Finance Corporation to ensure compliance with program
requirements.
OBJECTIVE: To approve the "Certification for Implementation of Regulatory Reform Activities
Required by S.H.I.P. ", 2009/2010 program annual report, and authorize submission to Florida Housing
Finance Corporation to ensure compliance with program requirements.
CONSIDERATIONS: As a participant in the State Housing Initiatives Partnership (SHIP) program,
Collier County is required to submit a "Certification for Implementation of Regulatory Reform Activities
Required by S.H.I.P." with each grant fiscal year annual report. Pursuant to Section 420.9075(10),
Florida Statutes, transmittal of the annual report and certification by the county's chief elected official, or
his or her designee, certifies that the local housing incentive strategies and the local housing incentive
plan, have been implemented or are in the process of being implemented.
Local governments have three years to expend the distribution of program funds issued to the County. At
the end of those three years or when all program funds are spent for a fiscal year allocation (whichever
occurs first), the County shall submit to the Corporation a "closeout" report by September 15 of each year
of its affordable housing programs and accomplishments through June 30.
Annual Reports shall be submitted to the Corporation via the internet using SHIP Annual Report "Form
SHIP AR/2009 ". Once the annual report and certification forms are approved and submitted to the Florida
Housing Finance Corporation, Collier County will be in compliance with the reporting requirements of
the SHIP program.
FISCAL IMPACT: None.
GROMITH MANAGEMENT IMPACT: Execution of this certification and continued participation in
the SHIP Program will allow Collier County to enhance the development of affordable workforce housing
in accordance with the Housing Element of the Growth Management Plan of Collier Count} .
LEGAL CONSIDERATIONS: The certifications are farm documents provided and required by Florida
Housing Finance Corporation. This item is legally sufficient and requires a majority vote for Board

Incentive Strategy:

A. Collier County Resolution No. 2005 -408 adopted November 29, 2005, speeds the rezone, approval, and
permitting of developments for affordable housing.

D. Collier County Ordinance No. 2005 -40, as amended, adopted July 26, 2005 allows for the deferral of impact
fees foraffordable housing.
E. An Affordable Housing Density Bonus Agreement must be entered into and approved by the Board of County
Commissioners as provided for in the Collier County Land Development Code Section 2.06.00.
F.Collier County maintains a list of lands owned that may be suitable for construction of affordable housing.
