(Staff's request) le EXECUTIVE SUMMARY Recommendation to approve a Resolution of the Board of County Commissioners of Collier County, Florida supporting the County's applications to Florida Department of Environmental Protection (FDEP) for Long Range Budget Plan Requests for Inlet Management Plan and Beach Renourishment Projects for Fiscal Year 2013 -2014 and authorization of any necessary budget amendments. OBJECTIVE: To approve a Resolution supporting the County's applications to the FDEP for Long Range Budget Plan Requests for Fiscal Year 2013 -2014. CONSIDERATIONS: The Natural Resources Department continues to seek funding from FDEP in order to cover shortfalls for necessary projects. These requests, if approved by FDEP, will provide partial funding for Collier County projects consisting of (1) Collier County Beach Renourishment which includes the Naples Beaches, Vanderbilt Beach, Park Shore and Barefoot Beach and (2) The South Marco Beach Renourishment Project monitoring costs. A brief description of the projects is as follows: 1. The Collier County Beach Renourishment Projects (Naples Beaches, Vanderbilt Beach, Park Shore and Barefoot Beach) - This project will request state funding to replenish sand and restore the beach erosion conditions throughout the various beach shorelines areas including the FDEP required physical and biological monitoring. 2. The South Marco Beach Renourishment Project required monitoring costs. FISCAL IMPACT: Approval of this resolution is required as a condition of submittal to request long range State funding to renourish Col %ter County beaches and Inle-L Monitoring. Tourist Development Tax funds are currently available and budgeted in Beach Renourishment Fund (195) to accomplish this work. State approval will lead to future state cost share participation on these projects through a FDEP grant agreement and contract. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, requires majority vote, and is legally sufficient for Board action. - CMG RECOMMENDATION: Approve a Resolution of the Board of County Commissioners of Collier County, Florida supporting the County's applications to the FDEP for Long Range Budget Plan Requests for Fiscal Year 2013 -2014 and authorization of any necessary budget amendments. The review was conducted to improve efficiency, transparency and consistency program -wide. One of the process improvement recommendations noted in the review was the need for strict adherence to submittal deadlines. Therefore, the Bureau must receive all applications by the submittal deadline of September 18, 2012. When applications have been received, the Bureau will conduct a completeness review to identify application deficiencies for each project. Deficiency notifications will be posted to our website by October 2, 2012 and each' local sponsor will receive an email with a link to their project - specific notification. Local Sponsors will have 14 days to provide the deficient items by uploading the required documents to the program's ftp site listed in the Call for Submittals attached to this email. Failure to submit deficient items by the deadline of October 16, 2012 will result in your request being determined to be incomplete and therefore ineligible for ranking and inclusion in the Department's LGFR. Changes to the project scope or funding amounts will not be accepted after the October 16, 2012 deficiency submittal deadline. The most common deficiency item in recent years has been the current local government resolution indicating support of the proposed project and ability to provide the necessary local funding share. Please consider your local government scheduling process to accommodate the need for this resolution to be signed and submitted by the deficiency deadline. The culmination of this process is the preparation and submittal of the Department's Fixed Capital Outlay, Local Government Funding Request (LGFR) which contains funding priorities for FY2013/14 and the Florida Beach Management Program Long -Range Budget Plan (LRBP) for FY2013/2023. The project descriptions shall contain sufficient information to apply the project ranking criteria, including maps depicting the project boundary and existing land uses, and detailed cost estimates to support the funding request. The map shall also depict public beach access and parking in order to calculate the cost share ratio. A current resolution from the governing body indicating support of the proposed project and ability to provide the necessary local match must accompany the funding request. To complete the LRBP, provide five years of anticipated cost estimates followed by the next five years of anticipated project phases. Since legislation amending Chapter 161, F.S., was adopted in 2008, separate priority lists will be created for inlet management projects and beach erosion control projects. To assist in your preparation, I have attached the following documents: 1. Application checklist to ensure that submittal packages are complete. 2. Sample application from "Paradise Island ", which contains the level of detail needed to fully evaluate a proposed project for funding consideration. A blank copy of the application in Microsoft Word format is available for download from the Bureau' webpage (link included in next section). Applications must be submitted in this format to be considered for processing. New for this year, the Bureau has produced a report titled "Ranking Criteria for Beach and Inlet Management Projects ", which describes the methodology used to assess the ranking for each project. The report outlines the statutory intent, the Rule policy, the methods used for assessment, and in some cases, techniques or strategies for improving the award of points for a given criteria. A copy of this document, as well as copies of last year's LGFR and LRBP, the Critical Erosion Report, and a copy of Program Rule 62B -36, F.A.C., are available on the Bureau's webpage at: httn://www.dep.state.fl.us/beaches/proizrams/beep In order to meet our schedule for submission of the FY2013/14 LGFR to the Governor and the Legislature, all submittals must be received in this office by September 18, 2012 via electronic submission.
