APPOINTMENT OF MEMBER(S) TO THE COLLIER COUNTY COASTAL ADVSIORY
COMMITTEE
OBJECTIVE: To appoint 1 member to the Collier County Coastal Advisory Committee
CONSIDERATIONS: The Collier County Coastal Advisory Committee has 1 vacancy
representing the Marco Island City Council. This 9 member committee was created by
Ordinance 2001 -03 to assist the Board of County Commissioners with its establishment of
unified beach erosion control and inlet management programs within the unincorporated and
incorporated areas of Collier County, and to advise the Board of County Commissioners and the
Tourist Development Council (TDC) of project priorities with respect to funding sources that are
available to Collier County for restoration and protection of its shoreline. The committee is
composed of 3 members from the unincorporated area of Collier County, 3 members from the
City of Naples and 3 members from the City of Marco Island. Selection for membership on this
committee will be based upon the applicant's familiarity with coastal processes, inlet dynamics,
coastal management programs, or demonstrated interest in such programs; relevant education
and experience; leadership and involvement in community affairs; and willingness to attend
meetings and to undertake and complete assignments. Terms will be 4 years. A list of the
current membership is included in the backup.
The term for Randolph M. Moity, Sr. expired on May 22, 2012. Marco Island City Council was
advised of the above vacancy and a letter was received from the municipality as follows:
MARCO ISLAND RECOMMENDATION: Randolph M. Moity, Sr. to be reappointed for a
term to expire May 22, 2016.
FISCAL IMPACT: NONE
GROWTH MANAGEMENT IMPACT: NONE
RECOMMENDATION: That the Board of County Commissioners considers the
recommendation for reappointment, appoint 1 member, and direct the County Attorney to
prepare a resolution confirming the appointment.

At the Marco Island City Council meeting of July 16, 2012, City Council
unanimously recommended the reappointment of Randolph M. Moity, Sr. to the
Collier County Coastal Advisory Committee, with a term to expire on May 22,
2014. Attached is a copy of Mr. Moity's resume.

Work Experience
Oil & Gas Service Company, Drilling Mud, Completion Fluids, Production Chemicals,
Oil Spill Cleanup — Founded AMBAR in 1980, became listed on NASDAQ in 1991 and
sold the Company in 1996.
My work experiences with AMBAR included owning and operating OIL MOP, Inc., one
of eleven (11) different product lines. Oil Mop was an oil spill response Company,
writing contingency plans in the event a spill for major oil and gas Operators, including
containment, dispersents and mechanical separation of the oil from the water and well as
the actual response and cleanup. We managed over one thousand (1000) spills, ranging
from several gallons to several hundred barrels, annually, within the fifty (50) states and
internationally, as well.
AMBAR, of which I was a majority owner, CEO and Chairman of the Board, sold its
products and services, primarily offshore, through thirteen (13) stoekpoints located,
strategically; across the Louisiana and Texas Gulf Coast. The Company owned and
leased facalities that incorporated tens of thousands of feet of metal and wooden
bulkheads. Repair and installation were monthly occurances. It was necessary to co-
ordinate with governmental agencies (Corps of Engineers and Environmental
Companies) in order to accomplish these duties.
AMBAR was ranked 8t' in Inc Magazines Fastest Growing Pirvately Held Companies
and then 2814 after the Public Offering in Fastest Growing Publically Held Companies.
Some of my philantropic work included the management of the budget (investment of
funds) belonging to a large Division 1 University. This work was done over five (5) years
(1998- 2003). Some of my outside experiences have been serving on two Bank Boards
and different HOA Boards.
Over the years I have accumulated over 10,000 hours of flight time, mostly in twin
turbine powered aircraft. I am ATP rated (Airline Transport Pilot).
Hobbies include lots of tennis and cooking Cajun, boating and fishing
