EXECUTIVE SUMMARY
Recommendation to consider a Resolution of the Board of County Commissioners of
Collier County, Florida, for SNR- PL20110002721, renaming Tuscany_. Reserve Drive to
Talis Park Drive, which street is located in Tuscany Reserve subdivision, located in
Sections 7 and 12, Township 48 South, Ranges 25 and 26 East, Collier County, Florida;
providing for an effective date. [Companion to agenda item 17 C]
OBJECTIVE:
For the Board of County Commissioners to consider a Resolution to rename Tuscany Reserve
Drive to Talis Park Drive.
CONSIDERATIONS:
The Petitioner has met the requirements for requesting a street name change and the proposed
name does not duplicate an existing name in Collier County.
The subject street is entirely within the Tuscany Reserve subdivision. A petition in support of the
proposed change, signed by sixty -six percent of the property owners abutting the street, is
required to be submitted. In this case, the applicant owns one hundred percent of the property
abutting Tuscany Reserve Drive.
A "supermajority vote of at least four affirmative votes, shall be required to effectuate the
renaming of the street or roadway" (Section 22.357, Collier County Code of Laws and
Ordinances).
FISCAL IMPACT:
Fiscal impact will be incurred in the form of staff time spent noting changes on plats by the
Engineering Section, map changes by the GIS Section and address records by the Addressing
Section; these impacts have been considered as part of the review fee paid by the applicant.
Fiscal impact to the Fire District, Sheriff, Post Office, Emergency Medical Services, the
Emergency Operations Center, and 911 Emergency Services will be incurred in the form of costs
to update records and maps. The Petitioner will bear the cost of purchasing and installing new
street signs.
GROWTH MANAGEMENT IMPACT:
The renaming of the street will have no impact on the Growth Management Plan.
NEIGHBORHOOD INFORMATION MEETING:
A Neighborhood Information Meeting was held at Tuscany Reserve on June 14, 2012. The
applicant and County Staff were the only attendees.

LEGAL CONSIDERATION:
The proposed Resolution was prepared by the County Attorney's Office and is legally sufficient
for Board action. Four affirmative votes are required for approval. (STW)
COLLIER COUNTY PLANNING COMMISSION RECOMMENDATION:
The Collier County Planning Commission does not review street name change petitions.
RECOMMENDATIONS:
Staff recommends that the Board of County Commissioners approve Petition SNR-
PL20110002721, renaming Tuscany Reserve Drive to Talis Park Drive.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER. COUNTY, FLORIDA,
RENAMING TUSCANY RESERVE DRIVE TO TALIS
PARK DRIVE, WHICH STREET IS LOCATED IN
TUSCANY RESERVE SUBDIVISION, LOCATED IN
SECTIONS 7 AND 12, TOWNSHIP 48 SOUTH, RANGES 25
AND 26 EAST, COLLIER COUNTY, FLORIDA;
:PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the legislature of the State of Florida by enacting § 336.05, Florida Statutes,
has conferred on all counties in Florida the power to name or rename streets and roads, except for
certain state roads; and
WHEREAS, Collier County pursuant thereto has adopted Collier County Ordinance. No.
07 -62, as codified in Chapter 22, Article Y, of the Collier County Code of Laws and Ordinances,
which establishes criteria and procedures to rename streets or roads; and
WHEREAS, the Collier County Board of County Commissioners (Board) has held a
public hearing after providing notice as required by said ordinance and has considered the
advisability of granting the request by KE Tuscany Reserve Properties, LLC, to rename Tuscany
Reserve Drive to Talis Park Drive. This street is located in Sections 7 and 12, Township 48
South, Ranges 25 and 26 East, Collier County, Florida, Tuscany Reserve Subdivision, according
to the plat thereof, recorded in Plat Book 39, Pages 88 through 95, of the Official Records of
Collier County, Florida; and
WHEREAS, the Board has determined that all criteria set forth in Ordinance. No. 07-62
have been met and specifically finds that there is no other street in incorporated or
unincorporated Collier County with this name or any similar sounding name as is being
requested; and
WHEREAS, the Board has determined that it is necessary for identification purposes to
confirm the name of this street.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that;
Effective this date, the name of the street described in the above recitals is hereby
changed from Tuscany Reserve Drive to Talis Park Drive, and is confirmed as such.
BE IT FURTHER RESOLVED that this Resolution be recorded in the Public Records of
Collier County, Florida, and noted upon the maps of the street and zoning atlases of Collier
County, and notations made on the referenced Plat.

NEIGHBORHOOD INFORMATIONAL MEETING REQUIREMENTS
Collier County Code of Laws and Ordinances
Section 22.357. — Duly advertised public hearing to rename a street.
(1) b.
Public notification process when renamingplatted streets or roadways where the change is initiated by
a private individual. The applicant shall be responsible for conducting at least one neighborhood
informational meeting. This meeting shall be held 30 days prior to changing of the roadway and the
petitioner is required to install street signs. The location of the neighborhood information meeting
should be reasonably convenient to those property owners affected by the renaming of the street and
the facilities shall be of sufficient size to accommodate expected attendance. The applicant shall cause
a display advertisement, in h pe no smaller than 12 point and said advertisement shall not be placed in
that portion of the newspaper where legal notices and classified advertisements appear. The
advertisement shall state the purpose, location, and time of the meeting and shall be placed with a
newspaper of general circulation in the count) at least seven days prior to the neighborhood
informational meeting.
Requirements:

NOTICE OF PUBLIC HEARING TO CONSIDER A RESOLUTION
Notice is hereby .given that on Tuesday, July 24, 2012, in the Board of County
Commissioners Meeting Room, Third Floor, Collier Government Center, 3299
Tamiami .Trail East, Naples FL, . the Board of ;County Commissioners (BCC) will
„consider the enactment of a Resolution. The meeting will, commence at 9:00 A.M.
The title of the proposed Resolution is as follows:
A Resolution of the Board of County Commissioners of Collier County, Florida,
renaming Tuscany Reserve Drive to Talis Parke Drive, which street is located in
Tuscany ,Reserve subdivision, located in Sections 7 and 12, Township 48 South,
Ranges 25 and 26 East, Collier County, Florida; .providing for an effective date.

A copy of -the, proposed Resolution is on file with .'the Clerk to the Hoard and is
available for inspection. All interested parties are invited to attend and be heard.
NOTE: All persons wishing to speak on any agenda item must register with the
County manager prior to presentation .of the agenda item to -be'- addressed.
Individual speakers will be limited to 3 minutes on any item.; The selection of any
individual to speak on behalf of an organization. or, group. -is' encoukaged: if
recognized .by the Chairman, a "kesperson for a .group, or organization, may be
allotted 1Dminutes to speak on an item.
Persons wishing to have written or graphic in included in the Board agenda
packets must submit said `material a minimurn of 3 weeks prior to the. respective

BoaM;shall'be. submitted to the appropriate County staff a minimumiof 4even days
prior: -to the public hearing. All materials used in presentations' before the Board
will become a permanent part of the. record.

the proceedings pertaining - thereto. 'and `.therefore, may need to ensure. that a
verbatim ,record of the : proceedings' is made, which record includes the testimony
and evidence upon which the appeal is based.
