EXECUTIVE SUMMARY Recommendation to accept assets donated to Collier County for exhibition at the Naples Depot Museum and authorization for the Chairman to sign the required documents to transfer ownership of the 1941 Tumblebug Swamp Buggy and the 1955 Chevrolet Bel Air to Collier County. OBJECTIVE: To record the official ownership and value of four assets donated to the Collier County Museums. CONSIDERATIONS: Central to its mission to develop and present historic exhibits, the County Museum routinely acquires donated artifacts from a variety of sources. In recent years the Frank Estate donated one exhibit item and the City of Naples donated three exhibit items to display at the Naples Depot Museum. In accordance with Resolution 1987 -200, Management Policy for Collier County Museums, the Museum is requesting the board to accept the following donated assets. Item Value 1955 Chevrolet Bel Air $7,825.00 Title included for transfer 1941 Swamp Buggy (Tumble Bug) $5,000.00 Title included for transfer 1922 Model T Ford (Depot Hack) $11,508.68 No Title issued in 1922 Historic Marker $2,973.00 Total Value $27,306.68 Although the County Museum System maintains complete and accurate donor records for tens of thousands of individual items dating back to 1977, artifacts with any appreciable market value are seldom offered as gifts to the collection and rarely require special valuations or approval procedures. In the future, to ensure all donated assets are properly accepted and recorded, artifacts offered to the Museum's branch facilities will be processed through the curatorial staff at the main Museum before being formally accessioned and placed on exhibit. The Museum's Collection Policy (Book 107, Page 4) adopted by the Board of County Commissioners in 1987, will also be reviewed, revised and updated as necessary to reflect current conditions and ensure compliance with the CMA's that have come into force since 1987. FISCAL IMPACT: There is no fiscal impact on the FY 2012 budget. Property insurance costs in FY 2013 are expected to increase less than $400. GROWTH MANAGEMENT IMPACT: While this action has no direct impact, it is consistent with Collier County's goals to streamline and expedite the procurement of services. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, requires majority vote, and is legally sufficient for Board action. - CMG RECOMMENDATION: That the Board of County Commissioners: 1.) accept the four donated assets listed above, and 2.) authorize its Chairman to sign the required documentation to transfer ownership of the 1941 Tumble Bug and the 1955 Chevrolet Bel Air to Collier County. Septeaber 1, 1987 COLLIER COUNTY MUSEUM COLLECTIONS MANAGEMENT POLICY The Collier County Museum was established with the principal purposes' of , preeservation and education, seeking to 1collect and preserve historical objects and artifacts from the County's past, and to provide related historical research, interpretation, and educational activities for the public. The goals of the museum are: 1. To maintain a collection of historical objects and artifacts relating to Collier County, and to undertake basic preservation and conservation of the collection objects. 2. To collect and preserve archival records of Collier County, and to provide a non - circulating research library for the public. 3. To research, reconstruct, and interpret buildings and objects reflecting the history of Collier County, and to exhibit on the museum grounds other aspects of the County's past. 4. To study and interpret: a. ' the development of Collier County, from pre- history to the present, examining change over time, the relationship between man and the ,environment, and the interactions between the • various cultures past and present, in Collier County. b. to interpret and present the history of Collier County through permanent and changing exhibits, educational programs for adults, families, and school groups, written educa- tional materials available to the public, and through other appropriate forms. 5. Septwber 1, 1987 The Collections Management Policy set forth herein is ,intended to establish the methods- and procedures by which the Collection objects owned by the museum shall be managed and maintained for the objective:of contributing to the purposes and goals of the museum, General Statement and Definitions, Collections management refers to the functions and duties of the museum with respect to the ownership, management, main- tenance, use and d}sposition of its collections and extends to the fundamental responsibility of the Collier County Board of County Commissioners, and the operating staff entrusted with the maintenance, use and security oz the collections. The collection of the museum consists of objects and materials accessioned and maintained by the museum, with the specific Purpose of contributing to the goals of the museum. 2. The use of the object for exhibit, research, or comparison is doubtful or highly unlikely. 4. The borrowing institution is an established institution with purposes and goals similar to the Collier County Museum's goals. 2. The borrowing institution has successfully demonstrated .its ability to provide appropriate care, security, and safekeeping of the borrowed object(s) , and has acknowledged its financial responsibility to the museum for any damage or loss. The terms and conditions of the loan must include any restrictions or unugual requirements, and will include how the M'. y.-objects will be used by the borrowing institution. The duration of such loan will be predetermined and will be included in the terais and conditions of the loan. Satisfactory arrangements must U.- be made for the transportation of the object(s) to the borrowing ;institution and the return of the objects) to the Collier County �'` Mnseum. The director will appoint a staff member to monitor the l^._ -loan and oversee the packing, shipping, and all related details. The director must approve all incoming loans and assure the i` lending person or institution compliance with any' restrictions.
