7/24/2012 Item 16.D.13. EXECUTIVE SUMMARY Recommendation to approve the short -list of design professionals pursuant to RFP #12 -5868 and to enter into negotiations between Collier County and Q. Grady Minor and Associates, P.A., for "On- Call Construction Engineering and Inspections (CEI) and Related Services" for Gordon River Greenway Park, Goodlette -Frank Road and Golden Gate Parkway. OBJECTIVE: To obtain professional on -call CEI services for the Gordon River Greenway Park, Goodlette -Frank Road and Golden Gate Parkway. CONSIDERATIONS: On March 14, 2012, the Collier County Parks and Recreation Department, by RFP #12 -5868, requested proposals from professional engineering consulting firms to provide on -call Construction Engineering and Inspection (CEI) services for the construction of the Gordon River Greenway Park. Nine hundred sixty five notices of the RFP were sent out. A non - mandatory pre - proposal meeting was held on March 29, 2012. Five (5) proposals were received by the due date. On June 5, 2012, a selection committee short- listed the five (5) firms based on an evaluation of their technical proposal. The selection committee by consensus ranked the five firms as follows: 1. Q. Grady Minor and Associates, P.A. 2. Agnoli, Barber, and Brundage 3. Atkins North America, Inc. 4. Hole Montes 5. Hagan Engineering The Gordon River Greenway Park is a 124 acre passive, recreational facility that is currently being designed and permitted by the Parks and Recreation Department in conjunction with Conservation Collier and the Naples Zoo. When completed, the Park will extend from Golden Gate Parkway south to the Naples Airport and east to the Golden Gate canal. As ultimately envisioned, the Greenway Project would extend from Freedom Park on the north to Tin City on the south. Other stakeholders in the project include the Naples Airport Authority, The Southwest Florida Land Preservation Trust Fund, The City of Naples, the Bear Paw's development, the Conservancy of Southwest Florida and the Collier County School District. The stakeholders have been diligently meeting and working together to develop, design and implement the project since 2007. Following BCC approval of the design plans, the construction project will be competitively solicited and returned to the Board for approval. Once constructed, the facility will consist of 90% preserve land and allow for bicycling, walking, jogging, nature observation, and kayaking for residents and visitors of Collier County. FISCAL IMPACT• There is no current fiscal impact associated with approval of this item. LEGAL CONSIDERATIONS• This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. Packet Page -2693- 7/24/2012 Item 16.D.13. GROWTH MANAGEMENT IMPACT• The Gordon River Greenway Park is categorized as Regional Park lands in the AUIR. RECOMMENDATION: That the Board of County Commissioners approve the short-list of RFP #12- 5868 and authorize contract negotiations with the top ranked firm, Q. Grady Minor and Associates P.A. Following negotiations, this matter will be brought back to the Board to seek approval of the proposed agreement. In the event that an agreement cannot be reached with the top ranked firm, the Board authorizes negotiation with the remaining ranked consultants in accordance with Florida Statute 287.055.
