Agenda 07/24/2012 Item #16A167/24/2012 Item 16.A.16.
EXECUTIVE SUMMARY
Recommendation to receive and approve the Collier County Floodplain Management Plan
2011 Progress Report.
OBJECTIVE: To provide the Board of County Commissioners with the seventh annual progress
report on the Collier County Floodplain Management Plan that was developed as a requirement
of the County's participation in the Community Rating System of the National Flood Insurance
Program.
CONSIDERATIONS: Collier County is a voluntary participant in the Community Rating System
(CRS) of the National Flood Insurance Program. Because the County has a Class 6 rating in the
CRS program and there are more than ten (10) properties in the County that have filed multiple
flood insurance claims within any ten -year period, thus establishing them as Repetitive Loss
Properties, the County is required to develop and maintain a Floodplain Management Plan. The
purpose of a Floodplain Management Plan is to promote awareness of floodplain and flooding
issues, identify known flood hazards, discuss past flooding events, assess the current
floodplain /flooding problems, and set goals along with a strategy to make the community more
resistant to flooding. One key component is to address ways to mitigate the Repetitive Loss
Properties so they no longer are susceptible to flooding from the 1- percent annual chance storm
event.
Collier County received an improved rating as a Class 6 community in the CRS program, which
provides up to a 20 percent discount on the premium rates charged to flood insurance policy
holders. The County is required to annually provide a progress report on the accomplishments of
goals in the Floodplain Management Plan. At least every five (5) years, the Floodplain
Management Plan must be updated. For Collier County, the Floodplain Management plan was
developed as a portion of the adopted Hazard Mitigation Plan (now renamed the Local
Mitigation Strategy). The attached "Collier County Floodplain Management Plan 2011 Progress
Report" (hereafter referenced as REPORT) includes a reporting of progress made toward
fulfilling the Action Plan for 2011 items which were derived from the goals, objectives and
policies of the current Floodplain Management Plan that was approved by the Board on 12 -11-
07.
The REPORT also includes the recommended Floodplain Management Plan Action Plan for
2012, with a prioritization given to those items that are mandatory (identified as Category A),
those items selected as the "Top Three" for completion by the Floodplain Management Planning
Committee (identified as Category B), and all of the other uncompleted Action Items (identified
as Category C) included in the Action Plan for 2012. Category D identifies completed action
items.
Staff is providing this annual report to keep the Board of County Commissioners informed on
progress in floodplain management. It is proposed to present the 2012 Progress Report to the
Board in April 2013.
FISCAL IMPACT: None, to receive and approve the REPORT. Should future fiscal impact be
proposed based upon any new program changes, regulations, resolutions or other methods, that

fiscal impact information will be provided at the time the Board receives the follow -up
documentation.
LEGAL CONSIDERATIONS: This item raises no legal issues, and requires majority support for
approval. -JAK
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners:
1. Receive and approve the "Collier County Floodplain Management Plan 2011 Progress
Report";
2. Approve the proposed Action Plan for 2012 and direct the County Manager or his
designee to insert this into the current Floodplain Management Plan.

COLLIER COUNTY FLOODPLAIN MANAGEMENT PLAN
2011 PROGRESS REPORT and ACTION PLAN FOR 2012
The Collier County Floodplain Management Plan was prepared as a requirement for continued
participation in the Community Rating System (CRS) of the National Flood Insurance Program. It
is included in the Local Mitigation Strategy (formerly called the Hazard Mitigation Plan) which is
adopted by the Board of County Commissioners (Board) at a regularly scheduled and noticed public
meeting.
The Floodplain Management Plan and the entire Local Mitigation Strategy are available for review
at the following locations:
Collier County Emergency Management
8075 Lely Cultural Parkway
Naples, FL 34113
Attention: Rick Zyvoloski
Collier County Land Development Services
Growth Management Division — Planning and Regulation (GMD -P &R)
2800 North Horseshoe Drive
Naples, FL 34104
Attention: Robert Wiley
They are also available for review on the County's web page at
http://www.collier(-,,oN,.iiet/Index.asL)x?paL)e=28 10
The Community Rating System (CRS) requires the County to annually develop and present a report
on the progress made to the goals, objectives, and approved Action Plan of the Floodplain
Management Plan. This report is then submitted as a part of the subsequent year's CRS annual
recertification documentation. County staff has prepared the Floodplain Management Plan 2011
Progress Report for presentation and review with the Floodplain Management Planning Committee
(FMPC) and the Board based upon the Action Plan approved by the Board on 6 -14 -11 [Agenda
Item 16(A)(8)]. The purpose of the annual progress report is to help ensure that there is a
continuing and responsive floodplain management planning and implementation process.
Notifications on the availability of this progress report are made through the standard public
advertising process for all items on the Board's agenda, of which this Progress Report will be
included for discussion on 7- 24 -12. When an item is placed on the Board's agenda, it is available
for review and inspection in the Board's office, the Office of the County Manager, and on the
County's web site (www.colliergov.net). There is also a public notification process for each
meeting of the FMPC, of which this Progress Report was included for discussion on April 2, 2012.
In 2006, the Board established the FMPC to further promote the development and implementation
of sound floodplain management practices within the County. The FMPC consists of eight (8)
volunteer members of the public, four (4) County staff members representing ten (10) key
departments involved in activities impacting the floodplain, and one (1) representative from each of
the three (3) municipalities.

Packet Page -1673-
7/24/2012 Item 16.A.16
During 2011, the FMPC met three (3) times in regular meetings to discuss floodplain management
plan implementation issues and progress. The FMPC Action Item 6(e) Sub - committee met three (3)
times during 2011. County staff gave nine (9) presentations to interested groups regarding the
Preliminary Digital Flood Insurance Rate Map (Prelim. DFIRM) and the Finalized DFIRM.
The Collier County Floodplain Management Plan (IMP) was totally revised and adopted by the
Board in 2008. The County was notified it '10114 *hat the FMP did not sufficiently address all of the
plan development steps as outlined to the ,no _oordinat ivianuat. As of the date of this
Progress Report, staff has placed the finalization of appropriate revisions to the IMP on hold
pending completion of development and adoption of a new Flood Damage Prevention Ordinance
and finalization of the ' The DFIRM was finalized by the Federal Emergency Management
Agency (FEMA) on 11- 16 -11, and was adopt" - *>,P Cminty v „a an amended Flood Damage
Prevention Ordinance on 1 -24 -12 and a second amendment on 6- 26 -12. The DFIRM became
effective for building permit compliance on 3- 30 -12. Staff anticipates reactivating efforts to amend
the IMP and bringing it to the Board for approval and adoption in 2012.
The 2011 IMP Action Plan is located in Section 7.10 of the IMP to identify those items deemed
important for accomplishment in the following year to meet the intentions of the FMP's goals,
objectives and policies. The 2011 Action Plan is listed below along with a brief explanation for
each Action Item. The table contains a prioritization system in the first two columns to identify if
the Action Item is
(A) mandatory,
(B) selected as one of the "Top Five” by the FMPC, or
(C) one of the previously listed items that may be addressed if the situation arises or staff
completes the list of (A) and (B) items.
Staff was able to complete or work on most items identifies' category A. The one item, Priority
A8 was not completed due to there being no activity on up ig the Floodplain Management Plan
and no scheduled meetings. There were two (2) public - pings in January 2012 to present the
finalized DFIRM to the public in the two basins that has' _)od zone and flood elevation changes
from the County's appeal of the Preliminary DFIRM. r- Priority B items, the Flood Damage
Prevention Ordinance (Priority B1) was completed at tb. and of the year after FEMA issued their
Letter of Final Determination for the DFIRM in Nover _,)er 2011. Priority Items B2 and B3 were
not completed since the Watershed Management Plan was not presented for acceptance to the Board
until late in the year. These task items were not recommended as the highest implementation
priorities by the Watershed Management Plan, so work for their come etion will probably not occur
until 2013. Priority C items, overall, did not receive much atten* -a—, to staff availability and
work load priorities with other duties. Several of the' : no longer recommended for
implementation and will probably be eliminated during the upd- .ng of the Floodplain Management
Plan in 2012.
The Floodplain Management Plan 2011 Progress Report w reviewed by the FMPC on 4 -2 -12, and
their suggested editing was incorporated into the docume-

7/24/2012 Item 16.A.16.
PROPOSED ACTION PLAN FOR 2012
The 2012 Action Plan proposes a list of ten (10) mandatory priority "A" annual action items, three
(3) specific high priority "B" action items to accomplish in 2012, eleven (11) low rated priority "C"
action items, and four (4) completed "D" action items. With the continuing stressed economic
situation with reduced budget and staffing, it was recognized that for 2011 there would be a focus
on completing the annual priority "A" activity items, addressing action items related to the
implementation of the Watershed Management Plan, and limiting additional efforts toward
completion of other activity items.
The 2012 Action Plan includes a new, top -rated category "A" priority to review and update the
Floodplain Management Plan (FMP) which is required at least every five (5) years. The remaining
items are a repeat of the 2011 Action Plan items. It is anticipated that during the updating of the
FMP there will be a new set of goals, objectives and policies developed that will then establish the
Action Plan criteria. Although the Flood Damage Prevention Ordinance (FDPO) was successfully
amended to adopt the DFIRM in early 2012, the Florida Floodplain Management Office has advised
that all FDPOs will need to be again revised to reflect the requirements of the 2010 Florida Building
Code which became effective on 3- 15 -12.
The meeting schedule of the Floodplain Management Planning Committee is proposed to increase
in 2012 for the review and updating of the FMP. Additional public outreach meetings to discuss the
FMP are anticipated through the summer when seasonal rainfall brings floodplain management into
consideration by the public. Approval of the "Action Plan for 2012" by the Board will have the
effect of amending Section 7.10 of the FMP until such time that the "Action Plan for 2013" is
brought to the Board for approval. The 2011 approved Action Plan will be replaced with the
"Action Plan for 2012 ".
The following "Action Plan for 2012" table utilizes a prioritization system in the first two columns
to identify if the Action Item is
(A) annually mandatory, or for the updating of the FMP which is due this year
(B) selected as high priority by the FMPC,
(C) one of the previously listed items that may be addressed if the situation arises or staff
completes the list of A and B items, or
(D) completed (although periodic status review may be provided).
The Growth Management Division is generally the County division responsible for implementation
of the Floodplain Management Plan and it's Action Plan. It is divided into the Planning and
Regulation sub - division (GMD -P &R) and the Capital Construction and Maintenance sub - division
(GMD -C &M). Within the GMD -P &R one of the departments with major responsibility to address
the FMP action plan is the Land Development Services (LDS) department. It consists of the former
Engineering and Environmental Services Department, the Comprehensive Planning Department, the
Zoning and Land Development Review Department, and the Transportation Planning Department,
all of which are now sections, although merging has changed some of the names.
