TRANSCRIPT OF THE MEETING OF THE COLLIER
COUNTY CODE ENFORCEMENT BOARD WORKSHOP
Naples, Florida, July 15, 2004
LET IT BE REMEMBERED, that Collier County Code Enforcement
Board Workshop in and for the County of Collier, having conducted
Business herein, met on this day at 9:00 AM in WORKSHOP SESSION
in Conference Room 609 of the Development & Environmental Services,
2800 N. Horseshoe Drive, Naples, Florida, with the following members
present:

WORKSHOP
1. Roll Call was taken - a quorum was established.
2. Presentation
A. Introduction of new board member Nicolas Hemes
B. Presentation of Special Master Process - Michelle Arnold
· Special Master is an alternate local ordinance review process that
minimizes the impact on the court system.
· Special Master will maintain the revenue from fines, filing of cases, and
citations within Collier County.
· This revenue will no longer be routed back to the County.
· Effective June 2004 - Filing fees for citations increased from $5 to $10
- Additional fees imposed to non-prevailing party
when citation is challenged.
- All other filing fees increased to $20.
· Special Master to hear cases related to local ordinance violations.
Code Enforcement
Sheriff s Department
Utility Billing
Domestic Animal Services
Any other action brought before the court for violation of local
ordinances.
· Special Master will meet 2 times per month for faster resolutions.
· County will process all citations, bringing money to the General Fund.
· The appeal process through the court system will meet statutory
requirements.
· Two additional full-time employees needed to process citations and
coordinate hearings.
· The Special Master anticipates adding $141,500 to the General Fund.
· The Special Master Benefits
More timely violation resolution
Positive cash flow to General Fund
Support for proposed process by all affected County Departments.
There being no further business for the good of the County the meeting was
adjourned by order of the chair at 11 :00 AM.
