Stormwater type projects are mostly associated with flood protection or infrastructure improvement. Restoration type projects are mostly associated with habitat creation or preservation, hydrologic enhancement, or invasive-exotic species management. Water quality type projects are mostly associated with reducing nutrients and contaminants in surface water via flow equalization basins (FEB), hybrid wetland treatment technologies (HWTT), or stormwater treatment areas (STA). Storage type projects are mostly associated with minimizing surface water lost to tide through the use of aquifer storage and recovery (ASR), reservoirs, shallow impoundments, or other surface retention strategies. Alternative water supply projects are mostly associated with diversification of water supply sources and reducing reliance on fresh groundwater (traditional sources) through development and expansion of non-traditional freshwater sources such as ASR, reclaimed water, saline aquifers, or surface water. A project may have more than one objective which would support multiple project types. The synergism of multiple project types is preferable to the BCB as such projects typically provide the greatest benefit to the community. Each project submitted this fiscal year for consideration of a Local Partnership Grant will be reviewed according to several key metrics, namely alignment with applicable plans; degree of flood protection, resource protection, and/or reuse efficiency; benefit to natural systems and water quality; completeness of project design; as well as readiness of project construction. Prior to submitting for a Local Partnership Grant, the project must be approved for funding by the necessary board, commission or council, with project funding committed in the appropriate fiscal year(s). A resolution from your authorizing Board must be submitted with your application. Eligible expenses for stormwater, restoration, water quality, and storage type projects are generally linked to construction or installation of control structures, conveyance systems, integral components, and appurtenances. Eligible expenses for restoration type projects may also be linked to construction or installation of habitat, flowways, integral natural system features, and appurtenances as well as removal of hydrologic obstacles or invasive-exotic species. Operation and maintenance of infrastructure, land acquisition, and other services or materials not directly linked to construction or installation activities are considered ineligible expenses. All eligible expenses should be incurred and disbursed by the Applicant during the twenty-four-month period of October 1, 2018 to September 30, 2020. Long term projects should be phased with scopes suitable for completion during a twenty-four-month period. The BCB Board may allow for longer durations of cost-share agreements. However, such projects should be ready within FY2019. The deadline for submittal of this application is 5:00 pm, May 25, 2018. The tab key can be used to separate paragraphs in each section. 3.1.1 Background Information: Collier County has completed a conceptual planning and modeling project (GRASIP)to address recurring flooding problems in the Griffin Road/Barefoot-Williams Road area of east Naples. The project location is south of US-41 and generally includes properties on both the east and west sides of Barefoot-Williams Road. The area is mostly residential with a mixture of mobile homes, recreational travel trailers, low density rural and developments with single family lots. The low density rural properties utilize wells and septic systems. 3.1.2 Objective: For the GRASIP Phase 1 project, the objective is to install infrastructure to enable appropriate and desired stormwater flows to reach wetlands within the Rookery Bay National Estuarine Research Reserve through a specially permitted and previously constructed bypass channel along the northern perimeter of the Artesia development. This will also reduce the frequency and extent of flooding in the GRASIP area. The construction plans are complete and the SFWMD permit has been obtained. 3.1.3 Statement of Work: The Griffin Road Phase 1 project consists of increasing flows in the ditch along the east side of Barefoot-Williams Road by upsizing of three driveway culverts, upsizing the cross-drain under Price Street, and upsizing the inlet structure to a cross-drain where the ditch ends at the northeast corner of the Artesia development. 3.2 Explain how this project aligns with the Big Cypress Basin Strategic Plan, Lower West Coast Water Supply Plan, and/or other applicable plan(s). This GRASIP Phase 1 project aligns with the Big Cypress Basin Strategic Plan in the areas of flood control and natural systems/water quality. The project is the initial County construction project to redirect the distribution of stormwater flows in the desired quantities and locations to the RBNERR. The GRASIP concept was initiated years ago between the Florida Department of Environmental protection (RBNERR), South Florida Water Management District, and Collier County as the Artesia development was under conceptual design and permitting with the SFWMD. Lack of available funding along with the construction Page 5 of 13 6 A SOUTH FLORIDA WATER MANAGEMENT DISTRICT FY19 BIG CYPRESS BASIN LOCAL PARTNERSHIP GRANTS APPLICATION slowdown in the mid-2000's interrupted the coordination and continuity of the GRASIP concept. The result was partial construction of some components, alteration of historical flow direction and volume, and increased flooding potential within the overall GRASIP project area. The GRASIP Phase 1 project addresses flood control by providing for increased flow capacity in the Barefoot-Williams Road east side ditch, thus reducing peak stormwater stages in the ditch and reducing overbank flooding of adjacent properties. The natural system/water quality benefit is achieved as that additional flow is able to enter into the Artesia bypass flowway system. While passing through the bypass system it is able to enhance a wetland preserve area and receive water quality treatment via nutrient update of wetland vegetative species along the channel as well as residence time within two lakes before discharging via a lake spreader system into additional wetlands on RBNERR property. 3.2.1 The Big Cypress Basin Strategic Plan and Lower West Coast Water Supply Plan are available for review via the following links: 3.2.1.1 https://www.sfwmd.gov/sites/default/files/documents/2013 strategic plan bcb.pdf 3.2.1.2 https://www.sfwmd.gov/our-work/water-supplv/lower-west-coast 3.3 Describe measurable community or environmental benefits of this project with respect to relevant considerations (degree of flood protection, resource protection, and/or reuse efficiency; benefit to natural systems and water quality). Subsequent phases, with their additional capacities to distribute stormwater into other RBNERR wetlands, are intended to combine to bring the area up to approximately the 25-year/72/hr design storm level. The GRASIP Phase 1 project is intended to pass 30 cfs into the Artesia bypass flowway system, which aligns with the current permitted intent.
