MINUTES OF THE MEETING OF COLLIER COUNTY
DOMESTIC ANIMAL SERVICES ADVISORY COMMITTEE
Naples, Florida, March 20,2018
LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Committee in and for the County of Collier, having
conducted business herein, met on this date at 6:00 PM in REGULAR
SESSION at Domestic Animal Services Training Room, Davis Blvd., Naples,
Florida, with the following members present:

I. Call to Order
Chairmen James Spartz called the meeting to order at 6:00 p.m.
II. Attendance
A quorum was established.
Kellie Carroll presided over the projector displaying the Agenda packet.
III. Approvel of Agenda
March 20, 2018
Jim Rich made a motion to approve the agenda, there was a second and the motion passed
5-0.
IV. Approval of Minutes of the Jenuery 16, 20lE Meeting
Mary Ba*er made o motion to approve the minutes of the January 16, 2018 meeting, there
was a second and the motion passed 5-0.
V. Director's Report
Darcy Andrade advised the Board that the Selection Committee for building
reaovaiions selected a firm and their recommendation should go before the BCC next
month. There is a plan to upgrade the electrical for the other buildings so that
ternporary air mnditioning can be installd. Trane, who has provided the rental unit in
the past, is no longer working with the county, so another rental company needs to be
found.
Ms, Andrede stated that the Ordinance revision is still at the County Attomey's Office
for review If the County Attorney's Office completes their review, Dercy may call for
an Advisory Board meeting in April.
Beginning in fiscal year 2018, DAS is posting live release rates on the web site in
addition to the statistics that are mandated by the state of Florida.
Kyra Lynch provided a staffing update. One new Animal Care Specialist bas started
and a second one will be sarting in April.
Drn Grossi reported that there are two (2) vacancies in Field Operations. The curent
staffing levels mean that ther€ is only one officer on the road at any given time of day.
Jim Rich asked how long the taining period is for new officers and was advised by
Mr. Grossi tlat it is three (3) months.
Krrle Cerlisle informed the Board that a new Veterinary Technician started in mid-
February and has nearly completed her training.
Dercy Andrede advised the Board that DAS is trying to recruit a part+ime Shelter
Veterinarian.

Ms. Andrede informed the Board about current Animal Services Advisory Board
vacancies and offered the candidates the opportunity to speak briefly. Serah Breckler
Devis, candidate for the Humane Society seat on the Board and the current Executive
Director of Humane Society Naples, spoke about her backgrormd. Mary Baker,
candidate for the Animal Related Business seat, briefly discussed her background in
the pet retail business. Deniel Rheeume and Lee B€wlef, candidrtes for the At-
Large seat, both spoke about their background and their interest in becoming a
member of the Board.
The Board voted by ballot on all positions. Mary Baker did not enter a ballot on the
Animal Related Business position. Sarah Beectler Drvis, Mary Baker and Deniel
Rheeume were selected.
Marjorie Bloom made a motion to recommend Sarah Baeckler Davis to the Board of
County Commissioners for appointment to the Humane Society seat on the Board,
there was a second and the motion passed 6-0.
Morjoie Bloom made a motion to recommend Daniel Rheaume to the Board of
County Commissioners for appointment to the At-Large seat on the Board, there was a
second and the motion passed 6-0.
Marjorie Bloom made a motion to recommend Mary Ba*er to the Board of County
Commissioners for appointuent to the Animal Related Business seat on the Board,
there was a second and the motion passed 5-0.
Public Comment
There were no public comments.
Advisory Board Member Comments
Jemes Scebesty thanked DAS staff for all of the positive growth and changes within the
Division.
Merjorie Bloom thanked Mr. Serb$ty for his service and she also thanked everyone
who applied to become a Board member.
Mary Beker thanked the Board for rc-electing her to her seat.
Jim Rich inquired on the status of repairs to the marquee sigr and was advised that it
depends upon FEMA and the date is unknown.
Jim Spert thanked Jamcs Seebesty for his service and welcomed the new Board
members. Cpl. Spartz asked if dog breed names have been removed from kennel cards.
Kyre Lynch advised that DAS is working with their software vendor, Chameleon, to
make tle change. She explained that there are ties between the Chameleon system and
lost pet postings.

Dr. Gordon advised the Board that he had acceptd Darcy Andrade's offer ofa tour of
the facility and that he believes that he can help get the local veterinary community
involved in helping DAS.
Dn Gordon made a motion to adjourn, there was a second and the motion passed 6-0.
The next regularly scheduled Advisory Boerd Meeting will be on Tuesday, May 20th, at
6:fi) in the Domestic Animal Training Room, Davis BIvd., Naples, Florida.
Therc being no further business for the good ofthe County, the meeting was concluded
at 6:24 p.m.
