EXECUTIVE SUMMARY
Recommendation to approve Budget Amendments to allow continuous operation of the Community
Care for the Elderly, Alzheimer’s Disease Initiative, and Home Care grants for the Collier County
Services for Seniors (CCSS) Program from the Area Agency on Aging for Southwest Florida, Inc.,
prior to the execution of funding award (Net Fiscal impact $1,403,132.44).
OBJECTIVE: To provide uninterrupted support services to CCSS’s frail, elderly clients through the
Community for the Elderly (CCE), Alzheimer’s Disease Initiative (ADI), and Home Care for the Elderly
(HCE) Grant Programs.
CONSIDERATIONS: CCSS has provided support services to qualified seniors for over thirty-six (36)
years through CCE, ADI and HCE Grants. These grants are funded by Florida Department of Elder
Affairs (FDOEA), through the Area Agency on Aging for Southwest Florida, Inc., (AAA).
The current service funding awards for these programs end on June 30, 2018. The Board of County
Commissioners (Board) approved the after-the-fact approval for submittal of the Request for Proposal
(RFP) for Lead Agency Designation on March 27, 2018 (Agenda Item16D12). The Lead Agency must be
designated at least once every six (6) years as a result of a competitive procurement conducted through an
RFP and given authority and responsibility to coordinate some or all of the services, whether directly or
through subcontracts, for functionally elderly persons. In order to avoid disruption in services, and ensure
compliance with the grant service agreement requirements, the upcoming funding has been estimated
based on the FY18 allocation. When final agreements are received, any necessary Budget Amendments to
reflect variations in the final allocations will be prepared and presented to the Board.
CCSS is also responsible for the collection of client co-payments for the CCE and ADI Grants, with a
specified collection goal established Community and Human Services (CHS) and approved by AAA. This
Budget Amendment includes estimated co-payment goals based on prior State Revenue goals, to be used
to support the programs. The CCE co-payments are used to offset the local matching requirements.
Approval of this Item will appropriate a budget to reflect estimated grants funding for FY18 in the
amount of $1,403,132.44 from AAA. The CCE Grant has a local match requirement of 10%, which will
be partially met through the co-payments received. ADI also has a co-payment requirement. Neither ADI
nor HCE have matching requirements.

**The estimated HCE Basic Subsidy of $26,712 is to be retained by the grantor agency and therefore is
not included within Collier County’s budget.
FISCAL IMPACT: Budget Amendments are required to recognize estimated grant revenue of
$1,288,151 for the SFY CCE, ADI, and HCE Grant Programs funded by the FDOEA. Budget
Amendments are also required for $68,643.44 in required CCE local match, for the CCE co-payments of
$28,985 and ADI co-payments of $17,353. Funding will reside in Human Services Grant Fund (707)
Projects 33560 (CCE), 33558 (ADI), 33562 (HCE), 33561 (CCE Co-Pays), and 33559 (ADI Co-Pays).
Local match is available through carry-forward in Human Services Grant Fund (707).
GROWTH MANAGEMENT: There is no Growth Management impact from this recommendation.
LEGAL CONSIDERATIONS: No legal issues are raised by this Item which requires a majority vote for
Board approval. - JAB
RECOMMENDATIONS: To approve necessary Budget Amendments to ensure uninterrupted services
to elderly clients and authorize eligible expenditures prior to the execution of the funding award
agreement.
