EXECUTIVE SUMMARY
Recommendation to approve and accept the conveyance of a utility easement across the southwest
corner of Golden Gate Community Park from Collier County to the Collier County Water-Sewer
District.
OBJECTIVE: To update and improve the potable water distribution system in the Golden Gate
community. The public purpose is to integrate the existing Golden Gate City potable water system with
the surrounding potable water system maintained by the Collier County Water-Sewer District, which will
result in meeting potable water demand, improving reliability and protecting public safety.
CONSIDERATIONS: The Collier County Water-Sewer District (CCWSD) acquired the Golden Gate
Utility System, pursuant to the Utility System Transition Agreement dated November 14, 2017 between
the Collier County Water-Sewer District and the Florida Governmental Utility Authority (FGUA). This
transaction was approved by the Board on November 14, 2017 as Item# 9.B and adopted as Resolution
2017-222. To implement the Transition Agreement, the CCWSD is interconnecting its existing potable
water system with the Golden Gate system. One of the interconnection points is at the southwest corner
of the Golden Gate Community Park, along Recreation Lane. There is insufficient space within the
County right-of-way to install the watermain so the CCWSD has proposed locating the watermain on the
edge of the Golden Gate Community Park property.
Representatives from the Parks and Recreation Division met with representatives of the Utilities Water
Division and representatives of Real Property Management to review and approve the proposed
alignment. Collier County will need to grant a Utility Easement to the CCWSD to complete this project.
In accordance with the Collier County Utility Standards, the Water Division will repair any damage and
restore the surface of the impacted area to the condition existing prior to the installation of the watermain,
including any damage to turf, landscaping, sidewalks, irrigation and signage.
FISCAL IMPACT: The total cost for recording the Utility Easement will not exceed $18.50. The
source of funding is Water User Fees, Fund (412) Project No. 71010.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: The attached Utility Easement has been approved for form and legality
and requires a majority vote for approval. --JAB
RECOMMENDATION: That the Board approves the attached Utility Easement along the southwestern
edge of Golden Gate Community Park; authorizes the Chairman to sign the attached Utility Easement;
accepts the attached Utility Easement in its capacity as the ex-officio governing board of the Collier
County Water-Sewer District; and directs the County Manager, or his designee, to record the Utility
Easement in the Public Records of Collier County, Florida.
