I. Introduction A. Call to Order - Commissioner Bill McDaniel commissioner McDaniel called the meeting to order at 12:00 p.m. II. Old Business A. Review and Approval of Meeting Minutes from october 12,,2017 Mr' Paterno moved to approve the minutes of the October 12, 2017 meeting as presented. Secondby Mr. Burgess. Carried unanimously g _ 0. B. Discussion regarding the proposed reinstatement of gain time for sentenced eligible inmates awarded by the Board of County Commissioners. Ms. Bouza reported: o The Department is proposing the re-establishment of "extra gaintime" 5 days per month forqualified inmates. t TheY are also proposing the authority/approval be shifted from the Board of County Commissioners to the Jail Administrator.o The approval would not be automatic and subject to review and will be revoked if the individual inhibits certain behaviors or violates rules.o The County Attorney has reviewed and supports this concept; this change would require approval by the Board of County Commissioners. Under Committee discussion, the following noted:o The extra time would be in addition to the 5 days of gain time curyently available to inmates.o The policy would affect approximately l0 percent of the 800 individuals in the system,s work program. o The County Ordinance adopted allows I - 6 days a month of gain time while State statute allows a maximum of 5 days - Staff noted there are aware of the con/lict and the change has been incorporated into the new Ordinance.o Concern that the policy may contribute to a substantial reduction in the sentencing imposed (4 months in a 12 month sentence) upon an individual conflicting with the judges- determination on the sentence required for the crime - Staff repited those coivicted of certain crimes such as drug trfficking, etc. would not be eligible for the program ani most County sentences are imposedfor 3 * 6 months.t There is a shortage of those in the jailhouse workforce and the goal is to provide incentives to attr act potential workers. Commissioner McDaniel reported he will update the Bosrd of County Commissioners on the item and the Committee requested Staff to submit theformal policy to themfor review at afuture meeting, C. Update on the Jail Master PIan Study - Dan Rodriguez Mr. Rodriguez reported: o Facilities Management is working on a plan with the Sheriff s Office to upgrade the jail facility including repurposing existing space which was temporarily delayeid due to r".ror..., being shifted to the Hurricane Irma restoration response. 2 32.A.3 Packet Pg. 515 Attachment: Meeting Mintues March 22, 2018 (6585 : Public Safety Coordinating Council- August 21, 2018) a March 22,2018 The plan is being developed over a 6 - 12 month time frame, any party with comments or input should contact his office. Under Committee discussion the following was noted: o Another issue is the need for a separate facility to address male/female populations and those with mental health issues. o The analysis should include a study of the projected future populations including any impact of legislative changes, to increases in the minimum dollar amount of grand theft from $300 to $1,000 - $1,500, which would result in the increase of convicted persons assigned to the County jail. o Ms. McCall reported they may have developed an analysis on the proposed legislative changes and its impact on the probation office and if so, will provide a copy to the Members. I[I. New Business A. Update from the Florida Department of Corrections - Fort Myers Circuit, including status of the Collier office - Terri McCall' Circuit Administrator. Ms. McCall provided the handout "Twentieth Judicial Circuit Community Corrections Summary - December 20I7" for informational purposes. She noted: . There are 7 ,930 offenders in the Circuit system, 1,835 in Collier County. o There offices wele severely damage by Hun'icane Irma and have been restored. . They provide needs assessments for those in the system, which includes: review of family history, mental health issues, employment background, etc. o An employment specialist assists those in the system in finding work. B. Jail Snapshot Report Ms. Bouza provided a handout "Collier County Sheriff's Office Daily Population Sheet - March I8, 20I8" for informational purposes. IV. Member Comments Mr. Burgess reported that the legislature has appropriated additional funds for Opiod treatment as Florida ranks 49th out of 50 states in funding. There are also funds available for mental health treatment and school hardening/security. Sheriff Rambosk noted that the County has been ahead of the curve for training school personnel on recognition of mental health issues, etc. Commissioner McDaniel noted that County Staff is investigating the concept of transferring the Florida Department of Children and Families Substance Abuse Treatment Administration to the Collier County Health Department.
