Describe the existing or planned means of ingress and egress to the property and proposed structure thereon with particular reference to automotive and pedestrian safety and convenience, traffic flow and control, and access in case of fire or catastrophe. Response: The means of ingress and egress to the property are currently proposed along Delaware Avenue East. Weekday vehicular and pedestrian traffic control/access shall likely remain the same with the proposed land use being sought. c. Describe the effect the conditional use will have on neighboring properties in relation to noise, glare, economic impact, and odor. Response: The proposed church will have a minimal effect on neighboring properties most days of the week. The majority of traffic/trips are proposed during worship services on Tuesday and Saturday evenings at 7:30p.m. and again on Sunday afternoons at 4:00p.m. Landscape buffers and water management areas adjacent to existing residential land uses/zoning will be utilized to reduce any potential for noise or glare. d. Describe the site’s and the proposed use’s compatibility with adjacent properties and other properties in the district. Response: The subject property is bordered to the north, east, south and west by single-family and mobile home residential land uses and zoning; adjacent to and, opposite existing right-of-ways. School Drive and Delaware Avenue East both directly border the subject property. The RMF-6 District permits Churches as a Conditional Use. Although the property could be developed with a variety of residential uses, its location at an intersection, the church’s membership being local to the area and its mission to provide a place of worship to the existing community make the property uniquely suited for the development of a church. Please provide any additional information which you may feel is relevant to this request. Response: The subject property is currently owned by the applicant, and members of the existing Church are all local to the region. Upon the successful completion of the conditional use application, the proposed church will be found consistent and permitted per the requirements of the LDC and its design and development standards. Future Land Use Element Provisions Policy 5.4: New developments shall be compatible with, and complementary to, the surrounding land uses, as set forth in the Land Development Code (Ordinance 04-41, adopted June 22, 2004 and effective October 18, 2004, as amended). The RMF-6 District permits churches as a Conditional Use. The application and proposed master plan identifies all the required elements for a conditional use, as required by the LDC. Policy 7.1 The County shall encourage developers and property owners to connect their properties to fronting collector and arterial roads, except where no such connection can be made without violating intersection spacing requirements of the Land Development Code. The means of ingress and egress to the property are currently proposed at Delaware Avenue East. Policy 7.2 The County shall encourage internal accesses or loop roads in an effort to help reduce vehicle congestion on nearby collector and arterial roads and minimize the need for traffic signals. An internal access loop roadway is not possible for this small of a site. The applicant has, however, planned for internal circulation provided within the design of the master concept plan. Policy 7.3 All new and existing developments shall be encouraged to connect their local streets and their interconnection points with adjoining neighborhoods or other developments regardless of land use type. Interconnections to adjoining parcels are not feasible to the east, because the surrounding Mobile Home zoned parcel(s) are all developed. Future connection to the undeveloped parcel to the north is not being sought at this time, but it may be feasible to provide a future connection if the land uses are compatible and appropriate at the time of site development plan approvals for the individual sites. The information provided by FPL was utilized to develop a PLS-Pole model for analysis. A foundation analysis for the standard 33ft set depth was performed as part of this project. Geotechnical information utilized for analysis was provided by Ardaman & Associates, Inc. the standard embedment depth of 33ft was analyzed with the use of MFAD foundation design software. It was assumed that the structure foundation will be augured and backfilled with crushed rock in accordance with FPL standard A-88039-7 as shown in Appendix G. Transmission hardware components are based on FPL standards, unless otherwise stated, and no hardware was analyzed as part of this structural analysis. The cellular canister antenna, cellular equipment attachments, and 5ft steel extension at the top of the pole have been designed by others and were not analyzed as part of this structural analysis. 1.1 LOADING CONFIGURATION 1.1.1 Structure Framing The structure was analyzed to support three deadend OHGW’s to provide shielding to the adjacent Alligator Substation tower at heights detailed in the structure detail drawing in Appendix F. Cellular canister antenna and cellular RRUS racks heights and configurations for the analyses were based upon the FPL provided data. Through analysis it was determined that the controlling load case for both the foundation and spun concrete I-Pole is NESC 250C Extreme Wind load case in the direction of negative 45degrees from the positive angle bisector. The following table details the load factors associated with each loading case that was utilized for analysis. It should be noted that the ultimate concrete pole strength was analyzed for load cases NESC 250B Light and NESC 250C. For load cases NESC 250D and FPL everyday wind, the pole capacity was analyzed utilizing the zero tension capacity. For analysis, a 33ft standard set depth was assumed. The 115ft spun concrete I-pole was found to have a maximum usage of 31% under 135mph extreme wind loading. The loading of the pole is detailed in the PLS-Pole short and long reports in appendices C and D respectively. 1.3 FOUNDATION ANALYSIS A foundation analysis was performed for the standard 33ft set depth with the use of the design software MFAD and geotechnical information provided by Ardaman & Associates, LLC in Appendix I. For analysis, it was assumed that the top 3ft of soil was loose in nature, therefor, conservative soil parameters were utilized.
