EXECUTIVE SUMMARY
Recommend approval to decline the grant award of $110,000 for Homeland Security Fiscal
Year 2010 Operation. Stonegarden — Border Security Federal Grant #2010 -SS -TO -0092.
OBJECTIVE: To decline the grant award of $110,000 for Homeland Security Fiscal Year 2010
Operation Stonegarden — Border Security Federal Grant #2010 -SS -TO -0092.
CONSIDERATION: The Collier County Sheriff's Office was awarded $110,000 for Homeland
Security Fiscal Year 2010 Operation Stonegarden. During the three year grant period, $55,000 of the
grant funds can be used for Border Security /Operation Order Overtime with the remaining $55,000
available for equipment. The Sheriffs Office has been waiting on guidance from Border Patrol on how to
administer the grant funds. This guidance was received February 29, 2012. The requirements of the grant
could place the Sheriff's Office in the position of spending more money on administration of the grant
than the award amount. There are no repercussions mentioned in the award letter for the return or non-
use of the awarded funds.
FISCAL IMPACT: None.
GROWTH MANAGEMENT: No recurring costs for subsequent years.
LEGAL CONSIDERATIONS: This item was reviewed by the County Attorney. No legal issues are
raised by this item, which requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners approves the request to decline the

On March 12, 2010, the Collier County Sheriffs Office, on behalf of the Board of County Commissioners,
submitted a grant request for Operation Stonegarden — Border Security, Grant #2010- SS- TO-0092 in the
amount of $794,132.05. On November 3, 2010, the Collier County Sheriffs Office was notified that a
grant allocation of $110,000 was approved.
During the three year grant period, $55,000 of the grant funds can be used for Border Security/
Operation Order Overtime with the remaining $55,000 available for equipment. The grant also requires
we partner with, and include all state, county, municipal and tribal law enforcement agencies within our
jurisdictional boundaries, which could place the Sheriff's Office in the position of spending more money
on administration of the grant than the award amount. Likewise, the equipment requested in the grant
application cannot be fully funded with the amount awarded in the grant.
Therefore, we request to decline to participate in the Operation Stonegarden grant project. The
facilitation and coordination is beyond the staffing ability of the Collier County Sheriffs Office.
