EXECUTIVE SUMMARY
Recommendation to approve an Interdepartmental Agreement for Land Management at
Freedom Park, as required by the Florida Communities Trust grant agreement.
OBJECTIVE: To identify shared management responsibilities for Freedom Park as part of a
revised Land Management Plan (LMP) for Freedom and Gordon River Greenway Parks, as
required by Florida Communities Trust (FCT).
CONSIDERATION: Florida Communities Trust, as part of the required revision to the revised
joint Land Management Plan (LMP) for Freedom and Gordon River Greenway Parks, has
required that Collier County include as exhibit to the revised LMP a signed interdepartmental
Agreement for management of Freedom Park.
Background to the LMP: The Freedom Park LPM was developed in 2006 and was
subsequently revised in 2007 to include both Freedom Park and (then conceptual) Gordon River
Greenway Park for purposes of showing the Gordon River Greenway Park as a phase of a
larger "Greenway" Project, which was favorable for a pending FCT grant application. This
linked the Parks together under one LMP.
While the bulk of changes to the LMP will relate to the Gordon River Greenway, there was also
a change of circumstances at Freedom Park requiring documentation in the revised LMP. In
2008, Conservation Collier acquired the eastern 12.5 acres of Freedom Park, after the 2007
revision of the LMP plan was approved by FCT.
The signed agreement attached as Exhibit A clarifies management responsibilities for Freedom
Park between the Parks and Recreation Department, Growth Management Division and
Facilities Management Department. This document, once approved by the Board, will be
attached as Exhibit N to the revised LMP for Freedom and Gordon River Greenway Parks.
FISCAL IMPACT: There is no fiscal impact for approving the Interdepartmental Agreement.
The various Departmental and Division partners have already budgeted the necessary
management funds.
GROWTH MANAGEMENT: Both Freedom and Gordon River Greenway Parks are included in
the Annual Update Inventory Report (2011 AUIR) as regional park acreage.
LEGAL CONSIDERATION: The attached Interdepartmental Agreement is legally sufficient
although enforcement of the agreement would be a legal impossibility. The agreement is solely
to meet a request of the Florida Communities Trust. A majority is required for Board
approval.STW
RECOMMENDATION: That the Board of County Commissioners approves the attached
Interdepartmental Agreement for shared management responsibilities at Freedom Park.

Collier County Parks and Recreation Department
Collier County Growth Management Division
And
Collier County Facilities Management Department
for Coordinated Management of
Freedom Park
(f.k.a. Gordon River Water Quality Park)
Background
Freedom Park is a 49.76 -acre facility located on the northeast corner of Goodlette -Frank Road
and Golden Gate Parkway. The land was purchased in 2005 and developed by the Collier County
Stormwater Management Department Growth Management Division under a grant for Florida
Communities Trust (FCT). The Collier County Facilities Management Department's
Conservation Collier Program ( "Conservation Collier ") purchased the park's 12.5 -acre
Conservation Easement from GMD in 2008. Since Freedom Park is a multifaceted project that
encompasses maintenance, education programs, monitoring, grant requirements, reporting and
public access, several county departments have maintenance responsibilities.
The Collier County Parks and Recreation Department ( "Parks "), GMD /Engineering and
Construction Department, and Conservation Collier share management of the facility (See
Exhibit A).
The below identified Departments are responsible for the following:
Growth Management Division/Engineenny, and Construction
• Maintenance and repair of Puinp Stations 1 & 2
• Water control structure maintenance (pipes, pumps, water control structures)
• Exotic removal /maintenance and reporting to SFWMD annually for 27.5 acres of created
and jurisdictional wetlands until October 31, 2013
• Exotic removal /maintenance for 15 acres of ponds after October 31, 2013
• Quarterly . water quality monitoring and reporting to SFWMD
Conservation Collier
• Exotic removal /maintenance for 12.5 acres of jurisdictional wetlands after October 31,
2013
Parks & Recreation
• FCT annual stewardship report
• Mowing and landscaping of 22.26 acres of uplands
• Staffing, security, hours of operation
• Education Programs
All other maintenance requirements within the park boundary will the responsibility of
Parks and Recreation including utilities, landscaping, mowing, parking, gates,
boardwalks, signage, etc.

Interdepartmental Billing
Any work performed by other departments, such as, Facilities and IT will be handled by Parks &
Recreation.
Interpretation and/or Amendment of Terms
Any future amendments to the Interdepartmental Agreement will be approved by the Division
Administrators.
