Recommendation to authorize a budget amendment of $700,000 to move funds from Project No.
70030, South Reverse Osmosis Wellfield Repair, to Project No. 70010, Meter Renewal and
Replacement.
OBJECTIVE: Continue to meet regulatory requirements by implementing the metering provisions of
Ordinance 2001 -73.
CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners
(Board) adopted the 2008 Water Master Plan Update that identified the requirement for renewing the
distribution system. The proposed scope of work for Project 70010, "Meter Renewal and Replacement,"
is consistent with the 2010 Water CIP Update, page 3 of 4, line 80, as identified in the 2011 User Fee
Rate Study.
This project is required to maintain the operational integrity and compliance of the water distribution
system. Water meter renewal or replacement is warranted when the water meters no longer function
within the parameters established by the American Water Works Association. Once a meter is
determined through proactive testing to be outside of the acceptable operating range or has reached the
end of the manufacturer's recommended life cycle, a decision is made whether the meter is to be renewed
with replacement parts (more typical for meters 3" in size or larger) or replaced in its entirety (more
typical for meters 2" in size or smaller). The funds will be utilized to purchase meters, meter parts, and
various plumbing supplies for reinstallation of meters. This work is consistent with the Utility Operating
Standards of Ordinance 2001 -73.
Funds are available in Project No. 70030, South Reverse Osmosis Wellfield Repair, due to lower than
budgeted construction and material costs.
FISCAL IMPACT: Funding is available in and is consistent with the FY12 Capital Budget approved by
the Board on September 22, 2011. A budget amendment to obtain the required funds is being requested.
The source of these funds is the Water User Fee Fund 412.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action.
This item requires a majority vote. - JBW
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, as the Ex- officio Governing Board
of the Collier County Water -Sewer District, approve a budget amendment of $700,000 to move funds
from Project No. 70030, South Reverse Osmosis Wellfield Repair to Project No. 70010 Meter Renewal
and Replacement.
