EXECUTIVE SUMMARY
Recommendation for the Community Redevelopment Agency (CRA) to approve and execute an
Impact Fee Assistance Grant Agreement between the CRA and a Grant Applicant within the
Bayshore Gateway Triangle area. (2654 Bayview Drive, $7,063.31).
OBJECTIVE: To approve and execute a Commercial Building Improvement Grant Agreement between
the Community Redevelopment Agency (CRA) and a Grant Applicant within the Bayshore Gateway
Triangle Community Redevelopment area. (2905 Davis Boulevard, $7,063.31)
CONSIDERATIONS: The purpose of the grant program is to provide financial assistance to new
residential construction projects in the redevelopment area. The program has been established to
encourage construction of new detached single - family homes that support the objectives of the
adopted redevelopment plan. The CRA provides a project cost -match of 50% from Tax Increment Funds
capped at $10,000. Remaining project dollars are provided by the applicant. The CRA's TIF Grant
Program is funded annually at a level that satisfies existing grant obligations from prior fiscal years and
funds future grant opportunities. The CRA FY -2012 TIF Grant budget is funded at $426,600.00. That
includes $288,555.48 carried forward from FY -2011 to cover the encumbered TIF Grants allocated by the
Board in that year. The remaining $138,044.52 is allocated for CRA Board approved FY -2012 TIF Grant
programs.
The Impact Fee Assistance Grant application (Exhibit A) submitted by Ronald and Gloria Carlson,
Trustees of the Ronald A. Carlson and Gloria C. Carlson Trust, owners of the commercial property at 2654
Bayview Drive, Naples Florida, 34112, is requesting 50% reimbursement for Impact Fees on the property.
The application was recommended for approval by the Bayshore /Gateway Triangle CRA Local Advisory
Board on June 5, 2012.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney Office and is
sufficient for Board consideration and approval. It requires a majority vote for approval. -STW
FISCAL IMPACT: Sufficient budget exists within Fund (187) FY12 budget to satisfy this application.
The Impact Fee totals $14,126.62, and the request is for up to $7,063.31 (with a 50% grantee match); for a
total fiscal CRA impact of $7,063.31. For FY2012, a total of $426,600.00 is budgeted for all grant
programs. From this allocation, $288,555.48 dollars are committed to previously approved FY2011 grants.
$138,044.52 remains for FY2012 grants of which $63,480.48 is allocated to CRA Board approved grants
with $74,564.04 remaining.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the CRA Board approves and authorizes the Chairman to execute the
Commercial Building Improvement Grant Agreement between the Community Redevelopment Agency
and Ronald and Gloria Carlson, Trustees of the Ronald A. Carlson and Gloria C. Carlson Trust and owners
of the residential property at 2654 Bayview Drive, Naples Florida, 34112 in the amount of $7,063.31.

GRANT AGREEMENT BETWEEN CRA AND GRANTEE FOR
IMPACT FEE ASSISTANCE FOR
BAYSHORE GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT AREA
THIS AGREEMENT ENTERED this 26th day of June, 2012 by and between the Collier
County Community Redevelopment Agency (hereinafter referred to as "CRA ") and Ronald and
Gloria Carlson, Trustees of the Ronald A. Carlson and Gloria C. Carlson Trust (hereinafter
referred to as "Grantee ").
WITNESSETH:
WHEREAS, in Collier County Ordinance No. 2002 -38, the Board of County
Commissioners delegated authority to the CRA to award and administer CRA grants including
contracts with owners for CRA grants; and
WHEREAS, Grantee has applied for an Impact Fee Assistance grant attached hereto as
Exhibit A and incorporated herein as reference; and
WHEREAS, the CRA has determined that Grantee meets the eligibility requirements and
was approved for a grant award in the amount of 7,063.31 dollars on June 26, 2012, ( "CRA
Approval ").
NOW, THEREFORE, in consideration of the mutual covenants contained herein and
other valuable consideration, the parties agree as follows:
1. Owner acknowledges to the CRA that Grantee has received a copy of the Collier
County Community Redevelopment Agency Impact Fee Assistance Grant Program (hereinafter
referred to as "Program "), that Owner has read the Program, and that Grantee has had ample
opportunity to discuss the Program with Grantee's counsel or advisor. Owner further
acknowledges to the CRA that Grantee understands and agrees to abide by all of the terms and
conditions of the Program, a copy of which is attached as Exhibit "A" and incorporated herein.
2. The property is described as 2654 Bayview Drive, Naples, Florida, 34112 of
which the Grantee is the recorded owner or has the property under his control through an
agreement to redevelop the parcel with the recorded owner.
3. Grantee has agreed to construct a detached single- family residence pursuant to the
Impact Fee Assistance Application and site development plans prepared by Kenmark
Construction (the "Project ").
4. Owner agrees to complete the construction of the Project within one (1) year of
CRA Approval.
5. CRA has approved a grant to Owner in the amount of $7,063.31 to be
administered pursuant to the terms of this Agreement.
6. Owner agrees to obtain all necessary permits and submit required plans to the
County's Growth Management Division. Owner agrees to pay in full the impact fees applicable
to the Project. At the receipt of a Certificate of Occupancy and deeded to a residential owner (if
constructed by a development company), the Grantee will submit a request for reimbursement
with a copy of the invoice(s) for paid impact fees.

7. Within forty-five (45) days after confirmation that the Project was constructed
pursuant to the terms of the approved application, Grantee shall be issued a check in the amount
of the grant. However, if Grantee fails to construct the Project pursuant to the terms of the
approved application, or if the Project is not completed within one (1) year of CRA approval, the
grant shall be deemed revoked and Grantee shall be entitled to no funding.
8. This Agreement shall be governed and construed pursuant to the laws of the State
of Florida.
9. This Agreement contains the entire agreement of the parties and their
representatives and agents, and incorporates all prior understandings, whether oral or written.
No change, modification or amendment, or any representation, promise or condition, or any
waiver, to this Agreement shall be binding unless in writing and signed by a duly authorized
officer of the party to be charged.
11. This Agreement is personal to Grantee, and may not be assigned or transferred by
Grantee or to Grantee's respective heirs, personal representatives, successors or assigns without
the prior written consent of the CPA.
