EXECUTIVE SUMMARY
Recommendation to approve a Resolution authorizing the Growth Management Division to
establish guidelines for the placement of advance street name guide signs along Collier
County maintained roadways.
OBJECTIVE: To establish guidelines for the placement of advance street name guide signs
that informs vehicular drivers along major streets /highways of upcoming significant intersecting
streets.
CONSIDERATIONS: Florida law (F.S. § 316.0745) requires that all signs and traffic control
devices on county roads be in conformance with guidelines promulgated by the Florida
Department of Transportation (FDOT). FDOT has adopted guidelines on the design, placement,
and installation criteria for the different types of applications of advance street name signs on the
State Highway System. The use of advance street name signs is one of the recommended
roadway improvements in the FDOT's Safe Mobility for Life Program providing advance
notification to drivers in order to assist them in making safer roadway decisions.
To provide uniform signage throughout the County, the Growth Management Division has
developed guidelines consistent with that developed by FDOT.
Advance street name guide signs will be allowed at critical or significant cross streets that meet
certain restrictive guidelines. The guidelines will:
• Be consistent with FDOT guidelines for Advance Street Name Signs,
• Meet the requirements established in the Manual on Uniform Traffic Control Devices
(MUTCD),
• Allow advance street name guide signs for minor road approaches with a minimum of
2,000 vehicles per day, and
• Allow the Board of County Commissioners to consider a waiver from the requirements of
the guidelines upon request from homeowner associations (HOA) and/or developers.
To meet changes in Federal and State guidelines for advance street name guide signs, the
County's guidelines will be updated from time to time.
FISCAL IMPACT: There is no fiscal impact associated with the adoption of these guidelines.
The cost to install advance street name guide signs on County roads is covered by the operating
budget of the Growth Management Division. For intersections with private roadways, the right -
of -way permit cost, material cost, installation cost and replacement cost of advance street name
guide signs shall be the responsibility of the homeowner associations (HOA) and/or developers
that desire to install signs on county highways for private roadways.
GROWTH MANAGEMENT IMPACT: There is no impact to growth management.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.

Management Division guidelines for advance street name guide signs and approve the proposed
guidelines attached.

RESOLUTION NO. 2012 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA, AUTHORIZING THE ESTABLISHMENT OF GUIDELINES FOR
THE PLACMENT OF ADVANCE STREET NAME GUIDE SIGNS ALONG COLLIER
COUNTY MAINTAINED ROADWAYS.
WHEREAS, Chapter 316, Florida Statutes, permits the County to place and
maintain signs and other traffic control devices which conform to the specifications of
the Florida Department of Transportation upon all streets and highways under its
jurisdiction; and
WHEREAS, the Florida Department of Transportation has adopted the Traffic
Engineering Manual, Topic No. 750 - 000 -005 to provide traffic engineering standards
and guidelines; and
WHEREAS, Section 2.37 of the Traffic Engineering Manual provides guidance
on the design, placement, and installation _criteria for the different types of applications
of advance street name guide signs; and
WHEREAS, to have consistent signing of advance street name guide signs and
to meet the needs of Collier County, the Traffic Operations Section of the Growth
Management Division has developed guidelines for the placement of advance street
name guide signs along county maintained roadways.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Growth Management Division is authorized to establish guidelines for the
placement of advance street name guide signs along Collier County maintained
roadways.
2. The guidelines shall:
a. be consistent with FDOT guidelines for Advance Street Name Signs,
b. meet the requirements established in the current edition of the Manual on
Uniform Traffic Control Devices (MUTCD),

c. allow advance street name guide signs for minor road approaches with a
minimum of 2,000 vehicles per day, and
d. allow the Board to consider a waiver from the requirements of the guidelines

Advance Street Name Guidelines: June 2012
To provide guidance on the design, placement and installation criteria for advance street names signs on
the Collier County Highway System.
MINIMUM REQUIREMENTS:
Advanced Street Name Signs, at the discretion of Collier County Traffic Operations, may be installed at
signalized or un- signalized intersections on the major roadway when the minor roadway has an ADT of
2,000 vehicles per day. The major street shall be classified as collector or arterial, provide access to a
traffic generator, or possess other comparable physical or traffic characteristics deemed to be critical or
significant.
GENERAL GUIDLINES:
1. Requests to install advance street name signs must be approved by Collier County Traffic
Operations.
2. Advanced street name signs shall only be used to identify critical or significant cross streets.
They are not intended to identify destinations such as cities, facilities, or residential
neighborhoods.
3. Collier County shall maintain all approved advance street name signs. A right -of -way permit, the
cost of installation and replacement of advance street name signs for private streets or those not
open to the public shall be the responsibility of the private development. Signs shall be removed
when the signs no longer meet current standards.
4. The word Street, Boulevard, Avenue, etc may be abbreviated to conserve sign panel length.
5. When a cross street is known by both route number and a name, use of the name is preferred.
6. When minor cross streets intersect the roadway between the advance street name sign and the
intersection; additional legend such as "Next Signal" or "XX Feet" may be added to the advance
street name sign.
7. Lettering used on the advance street name sign should be consistent with the legend on either the
overhead street name or post mounted street names sign where appropriate.
8. Sign sheeting materials shall comply with the ASTM Type III (3M High Intensity Prismatic or
equivalent).
9. Guidelines are based on the FHWA's Highway Design Handbook for Older Drivers and
Pedestrians. The following guidelines shall be used:

10. Mounting heights and lateral clearances should adhere to FDOT Design Standards, Index No.
17302; and the signs will be installed only if adequate space is available.
11. Typically signs in both directions are required on the major roadway. Signs shall be installed in
advance of the intersection in accordance with the most current edition of the Manual on Uniform
Traffic Control Devices (MUTCD).
12. A waiver from the requirements herein may be requested by written application to Collier County
Traffic Operations. Traffic Operations will present the request to the Board of County
Commissioners for approval.
ADVANCE STREET NAME SIGNS AT SIGNALIZED INTERSECTIONS:
1. Advance Street names at signalized intersections should be installed when there is a documented
history of side -swipe or rear -end type crashes; or, there are high volume approaches. Collier
County shall review and document the crash data as required for this determination.
2. Advanced street name signs shall be as per guidelines in Figure 1 (above) on Green background,
with border.
3. When a cross street has a different name on each side of the intersections, both names shall be
shown on the advance sign with an arrow beside each name to-designate direction.
ADVANCE STREET NAME SIGNS AT NON - SIGNALIZED INTERSECTIONS:
PA
1. Advanced street names may be installed on multi -lane divided highways that have a dedicated left
turn lane and the posted speed limit shall not be lower than 45 MPH.
2. Advanced street name signs shall be as per guidelines in Figure 1 (above) on Green background,
with border.
3. When a cross street has a different name on each side of the intersections, both names shall be
shown on the advance sign with an arrow beside each name to designate direction. (See Example
for signals and use the appropriate cross street symbol)
