EXECUTIVE SUMMARY
I
Recommendation to select Option B or D as identified by the Gordon River Greenway Stakeholders
Committee for the development of a controlled access entrance road with an enhanced water
feature at the Naples Zoo.
OBJECTIVE: To identify options related to the Gordon River Greenway Park Project regarding possible
redesign considerations and costs for maintaining the storm water retention pond near the current entrance
of the Naples Zoo.
CONSIDERATIONS: The Gordon River Greenway Park is a 124 acre passive, recreational facility that
is currently being designed and permitted by the Parks and Recreation Department in conjunction with
Conservation Collier and the Naples Zoo. When completed, the park will extend from Golden Gate
Parkway south to the Naples Airport and east to the Golden Gate canal. As ultimately envisioned, the
Greenway Project would extend from Freedom Park on the nprth to Tin City on the south. Other
stakeholders in the project include the Naples Airport Authority, The Southwest Florida Land
Preservation Trust Fund, The City of Naples, the Bear Paw's development, the Conservancy of Southwest
Florida and the Collier County School District. The stakeholders have been diligently meeting and
working together to develop, design and implement the project since 2007. The facility once completed
will consist of 90% preserve land and allow for bicycling, walking, jogging, nature observation, and
kayaking for residents and visitors of Collier County. As part cf the Greenway design, the parking lot
and new entrance road are required to accommodate the new visit :)r entrance of the Naples Zoo as well as
the prospective park.
Project design engineer, Q. Grady Minor and Associates, has been responsible for the design of the
entrance road at the Fleishmann Boulevard and Goodlette- Frank Road intersection. The plan, which is
100% designed and permitted, would allow patrons to enter the Naples Zoo and Gordon River Greenway
Kayak Launch site from the signalized intersection at Fleishmann Blvd. and Goodlette -Frank Road, as
well as turn north to the planned maintenance operations of the Naples Zoo and provide access to future
private development to the north of the property.
While, the design of the Gordon River Greenway Park has been publicly discussed on a number of
occasions, recently, community input was expressed about alternative designs to save some or the entire
pond that currently fronts the Naples Zoo.
Ms. Ellie Krier, Executive Director of the Southwest Florida Land Preservation Trust, has facilitated a
workgroup comprised of the Gordon River Greenway stakeholders to identify alternative designs and
associated costs.
The stakeholders who provided input included representatives from the Naples Zoo, Collier County Parks
and Recreation Department, Collier County Transportation Plannivhg Department, Southwest Florida Land
Preservation Trust, Conservancy of Southwest Florida, Lake Park Homeowners Association, the Collier
County School District and citizens concerned about keeping the pond.
The group has identified (6) options which are briefly described below and found graphically as
(Attachment A):

Option C —Zoo patrons to enter through the Conservancy entrance with a directional signal on
Goodlette -Frank Road, maintenance access through existing entrance to North only. (Pond affected by
turn lane on Goodlette -Frank Road).
Option D —Make both ponds wet, keep entrance as permitted:
Option E —Move maintenance access farther north on Goodlette -Frank Road and move Zoo Patron
entrance through the Conservancy's entrance road with directional signal.
Option F —Zoo patron access via southbound directional left though Conservancy new entrance road —
maintenance access would remain as northbound turn into he Zoo from Goodlette -Frank road at
Fleishmann and ponds would remain the same.
Back up materials show each of these options graphically. A matrix (Attachment B), describing the
advantages and disadvantages of each option with estimated fiscal impacts is included.
Staff review of the (6) options reveal the following:
Option A has been developed with multiple stakeholder input an is 100% designed and permitted.
Options Band D maintain the pond with some alterations and allow for the current design of the entrance
road.
Option E There are concerns regarding if this option were to be pursued its impact on the land north of
the Zoo that currently is for sale by Mr. Tom Ouverson and referred to as the " Ouverson parcel." There
are rezoning stipulations that grant the developer of this prope access and is planned with the current
entrance design. Alterations that limit the developer of this property to egress and ingress at Option E
would have to be renegotiated with the developer.
Option B thru F proposes deletion of the pathway along the road to the Ouverson property.
Transportation staff indicates that if B or D is selected, it will be important to modify the cross
section for the roadway connecting the Ouverson property and a pathway /sidewalk connection
along the roadway is critical. If this sidewalk is maintained the $33,000 deduct would be
removed.
Option C and E has received negative feedback from the Collier County School Board District and from
the Lake Park Parents Association over both the removal of a tmiffic signal at 14"' and Goodlette -Frank
and for adding a signal at the north entrance of the Lake Park Elementary School at the Conservancy
entrance. The concerns expressed were regarding additional stacking of traffic and safety issues for the
current children that attend that school.
Option E has concerns from the Naples Zoo regarding delivery cks being able to navigate entrance at
the Conservancy and then needing to navigate large vehicles thr ugh the Zoo parking lot to the planned
Zoo operations, which will be relocated at the northwest section of the current leased property.
FISCAL IMPACT:
Option A —Keep the current design —no additional costs would b� incurred.

stakeholder groups have not taken a formal position regarding the various options.

The estimated cost for Gordon River Greenway Park with Opti n A (the current design) is $9,300,000.
The total estimated net costs identified for options B -F represent dditional costs to the project beyond the
current budget and construction estimates.
In the event that the Board elects options B -F, additional funds ill likely have to be appropriated for the
project. Actual construction costs will be more fully known when the construction project goes out for bid
later this summer.
LEGAL CONSIDERATIONS: This item has been reviewed !by the County Attorney, who will work
with staff to implement Board direction. Approval by the Board tequires majority vote. -JAK
GROWTH MANAGEMENT IMPACT: The Gordon River Greenway Park is categorized as Regional
Park lands in the AUIR.
RECOMMENDATION: That the Board of County Commissioners approve pursuing either Option B or
Option D, which would allow for maintaining the storm wate ponds and current road design. Staff
would work with the stakeholder group to develop the design so that it meets the aesthetic desired by the
most recent addition of stakeholders in the Gordon River Greenw v.

Re: Gordon River Greenway Project — Potential School 'Traffic Impacts
Dear Leo:
The School District understands that Collier County is considering various alternative
entrance designs for the Gordon River Greenway Project in response to concerns over
impacting the Naples Zoo's lily pond. On :behalf of the School District., we
respectfully request that the County not select a design alternative that would result in
the removal of the traffic light signal from the intersecti n of 14th Avenue North and
Goodlette -Frank Road or result in the installation of an additional traffic light signal
at the north entrance to the Lake Park Elementary School ( "LPE ") site along
Goodlette -Frank Road.
Removing the traffic light signal from the intersection of 14`h Avenue North and
Goodlette -Frank Road will result in making both vehicular and pedestrian traffic less
safe as it ingresses and egresses the LPE site. Specificall parents and staff would no
longer be able to make a si&malized- left -turn to proceed north on Goodlette -Frank
Road if the traffic light were removed from the intersection. In addition. the most
direct route to the LPE site for many students and parent who walk to school and
students who ride bicycles would be made less safe if the 14th Avenue North traffic
light were removed from the intersection. Unfortunately, most students would avoid
a longer route to access a light, even if it were safer.
Finally, installing an additional traffic light signal at the north entrance to the LPE site
along Goodlette -Frank Road will result in increasing potential traffic conflicts
between school buses and parent traffic and will also rest It in greater traffic stacking -
up along Goodlette -Frank Road during morning arrival ar d afternoon dismissal.
Please consider the school traffic and student safety concerns set forth above as you
make your selection regarding the various alternative designs for the Goodlette -Frank
Road entrance to the Gordon River Greenway Project. We request that the School
