Reverse Osmosis Raw Water Wellfield Pipeline Project No. 70030) (Fiscal Impact an additional $200,000).

Item 1OC: Resolution has been revised to more clearly state that the straw ballot will be presented solely to the
voters within the boundaries of the proposed Immokalee Area Master Plan. Copies of the revised Resolution have

EXECUTIVE SUMMARY
Recommendation to authorize the County Manager to reorganize certain functions within the County
Manager's Agency to align strategic goals, optimize resources, and combine expertise under a
balanced organizational structure.
OBJECTIVE: To align interdivisional resources by function and optimize resources for a more effective
and efficient organization that is agile, flexible, and ready for any short and longterm growth trends.
CONSIDERATION:: Concurrent with FY 2013 budget development, selected organizational changes are
proposed to better position the County Manager's Agency to meet current and future challenges,
maximize the talents of our staff by combining like functions, and provide support for the
accomplishment of our mission and goals. The table below summarizes these changes, which are then
described in more detail.

Consolidate management of natural resources
• Establish the Department of Natural Resources by combining Coastal Zone Management and
portions of Pollution Control with existing GMD environmental, flood control, watershed
planning, storm water planning and water quality monitoring. This department will oversee all
aspects of environmental protection, habit and protected species preservation, water resource
management, flood control and coastal zone management.
• Clarify the roles of the Zoning Department and Engineering section by reestablishing the official
position of Zoning Director and County Engineer.
• Reassign the components relating to hazardous waste and storage tank regulation from the
Pollution Control Department to the Solid Waste Department to provide a single point of
contact for businesses and the general public. The benefits of aligning the Conditionally Exempt
Small Quantity Generators (CESQG) and Storage Tanks Program Inspection with Solid Waste
Department's existing Environmental Compliance Hazardous Waste Program will optimize
human resources and financial resources.

2. Consolidate Impact Fee Management as an agency -wide resource
• Reassign the Impact Fee Management components of Growth Management and Public Utilities
under the Office of Management and Budget to consolidate program administration within one
department and establish process standardization across the agency. This realignment will
improve integration of planning efforts and strengthen internal controls and segregation of
duties.
Consolidate citizen centric services
• Reassign Conservation Collier to Parks and Recreation (PSD) to better align their mission from a
focus on land acquisition to a focus on land management for passive recreation and
conservation.
• Reassign the management of MSTUs and Public Transportation (CAT) to Public Services to
develop a stronger identity for services that focus on providing citizen assistance. Optimize
opportunities for joint ventures and value added services with customers of other PSD
departments such as Veteran and Human Services, Parks, Museums, etc.
4. Align functions with technical resources
• Consolidate the Parks Capital Projects program into the Facilities Management Capital Projects
program for consistency in project delivery and to optimize scarce project management
resources.
• Reassign Landscape operations and maintenance from CAT to Road and Bridge to maintain
alignment of programs with similar service responsibilities and take advantage of shared
resources and programs.
Provide greater support and resources:
Reassign the Bureau of Emergency Services from the County Manager's Office to the
Administrative Services Division to provide additional management support and oversight and
improved access to support resources.
Upon approval, implementation of these changes will be phased in after appropriate coordination by
the affected departments' management teams. Relocations will be handled in -house and with existing
resources and budget. Any required equipment transfers will be tracked and recorded appropriately.
FISCAL IMPACT: The proposed changes are budget neutral and will not result in any net change in FTE
count. To minimize the impact on the budget process, budgets will be presented at the June workshops
as currently prepared. If approved, all required budget changes will be reflected in the adopted FY13
adopted budget.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues,
and requires majority support for approval. -JAK
RECOMMENDATION: That the Board approves the County Manager's inter - divisional re- alignment and
resource optimization plan.
