EXECUTIVE SUMMARY
Recommendation to approve an improvement to the land leased to the Naples Zoo by the Collier
County Board of Commissioners that will provide an access road, water, electric, and sewer to the
northern section of the property to support current Zoo operations.
OBJECTIVE: To provide for recreational opportunities for the citizens of Collier County thru the
support of the Naples Zoo.
CONSIDERATIONS: A Lease Agreement (Lease), dated December 12, 2005, between Naples Zoo,
Inc., and the Trust for Public Land was assigned by Novation Assignment of Lease Agreement by the
Trust for Public Land to Collier County when the County acquired the zoo property. This lease
agreement allows for the operation of the Zoo for the enjoyment of citizens and tourists who visit the
location.
Per Article 9 of the Lease, entitled Modifications, Additions, Alterations, Improvements, the Naples Zoo is
required to provide all proposals and plans for alternations, improvements, modification, additions and/or
replacement, along with the contemplated starting and completion time for each project costing in excess
of $25,000. The Naples Zoo has submitted its written request for permission to improve the property with
a maintenance support area for the Zoo operations. Part of the proposed plan is to shift the current
maintenance operations to the northwest corner of the leased property in order to make room for the
development of the Gordon River Greenway Park.
This park is being constructed by Collier County and will consist of a parking area and entrance to the
kayak launch where the current maintenance support facilities are located. A copy of the Naples Zoo SDP
Amendment to AR -2874 containing the proposed access road is attached as back -up to this item. A
complete copy of the SDP file and any building permits under review is available at the County's Growth
Management Division. If approved, the project would commence as soon as practicable after Board
approval of this item. The project is expected to be completed by 10/15/12.
There has been considerable public discussion recently regarding the future location of the existing ponds
proximate to the zoo entrance. Proposals regarding pond relocation will be presented to the Board at its
regularly scheduled meeting on June 26, 2012. The decision to authorize the Zoo to proceed with
construction of a new maintenance operations facility will have no impact on any decision regarding the
future location of the ponds. Should the Zoo be delayed in obtaining authorization to proceed with this
project, their funding for the project could be jeopardized.
Staff has reviewed plans associated with the proposal and the proposed improvements are consistent with
the terms found in the Lease.
FISCAL IMPACT: There are no fiscal impacts associated with this item.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board
action. - JB W
GROWTH MANAGEMENT IMPACT: The leased land associated with the Naples Zoo is not
associated with Parks and Recreation Regional or Community Park land and not considered as part of the
Annual Updated Inventory Review (AUIR). The project is being permitted through normal process
related to the Growth Management Division and all other appropriate regulatory authorities.

RECOMMENDATION: That the Board of County Commissioners approves the requested capital
improvements associated with the leased land occupied by the Naples Zoo and authorizes the County
Manager or designee to notify the Zoo in writing of same.
