5/22/2012 Item 16.D.7. EXECUTIVE SUMMARY Recommendation to authorize the Chairman to execute the Community Care for Elderly and the Older Americans Act Title III Standard Contract amendments and Attestation Statements, both with the Area Agency on Aging of Southwest Florida, Inc., dba, Senior Choices of Southwest Florida, for Collier County Services for Seniors program and approve the necessary budget amendment. (Fiscal Impact $0). OBJECTIVE: To properly reflect grantor agency funding adjustments via amended contracts and appropriate budget amendment and to clarify intake services can only be coded for the Emergency Home Energy Assistance Program. CONSIDERATIONS: Services for Seniors program is managed within the Housing, Human, and Veteran Services Department and has been providing support services to Collier County's frail, elderly citizens for over 32 years through the Community Care for the Elderly (CCE) and the Older Americans Act (OAA) programs. These grants are received from the State of Florida Department of Elder Affairs (DOER) and managed by Senior Choices of Southwest Florida. Senior Choices frequently makes adjustments in the amount of grant funds to best match the needs of clients being serviced. The client needs are assessed when the clients are qualified as program participants and are based on a projection. Once the needs are known, Senior Choices adjusts grant funds accordingly. DOEA is making a level transfer of $53,000 in the Community Care (CCE) program to move funds from case management into the direct provision of services. The OAA amendment clarifies that "Intake Services" can only be coded when processing Emergency Home Energy Assistance Program (EHEAP) applications and has no impact on the budget. The DOEA's method for recording both of these changes is through a contract amendment, which requires Board of County Commissioners approval. The amended agreements became effective April 16, 2012 and Housing, Human, and Veteran Services Department received notification by Senior Choices of Southwest Florida on April 16, 2012. The CCE and OAA grant awards were originally approved by the Board on July 26, 2011 (Item 16D12) and November 8, 2011 (Item 16D5), respectively. FISCAL IMPACT: An administrative budget amendment is required for the CCE amendment in the amount of $53,000 to reallocate the budget line items from the CCE Case Management to the CCE Spending Authority. There will be a zero net effect to the Human Services Grant Fund 707, Project 33159. The OAA amendment has no fiscal impact. LEGAL CONSIDERATIONS: These items are legally sufficient for Board action and require a majority vote. JBW GROWTH MANAGEMENT IMPACT: There is no growth management impact from one (1) budget revision.
