Agenda 05/22/2012 Item #16D 35/22/2012 Item 16.D.3. EXECUTIVE SUMMARY Recommendation to approve four (4) Florida Department of Economic Opportunity (DEO) Disaster Recovery Enhancement Fund grant subrecipient agreements for hurricane hardening projects, where funding was previously accepted by the Board of County Commissioners (BCC), and modify the associated grant agreement to reallocate funds from acquisition to sidewalks for the approved Immokalee Area CRA Stormwater project. No new fiscal impact. OBJECTIVE: To approve and authorize the Chairman to sign three (3) Disaster Recovery Enhancement Fund (DREF) subrecipient grant agreements, approve a modification to grant agreement, and initiate execution of a fourth associated subrecipient agreement once the modification is approved by the grantor agency. CONSIDERATIONS: The BCC approved strategic plan includes Strategic Focus Area III: Community Health, Wellness and Human Services, and the associated strategic goal is: "To improve the quality of life and promote personal wellness, self reliance and independence". Part of the agency's tactical achievement toward this goal is the receipt and management of Disaster Recovery fund grants. The purpose of a Disaster Recovery grant is to fund projects in the community that provide disaster relief and long term recovery. On July 26, 2011, agenda item #16D 1, the Board of County Commissioners approved the submittal of an application for DREF funding to the Florida Department of Economic Opportunity (DEO). On January 24, 2012, Item 16D8, the BCC accepted the project funding and authorized the chair to sign the grant agreements for the approved projects. The DEO has since returned to Collier County an executed DREF /CDBG award agreement. The four approved DREF projects are listed below. The BCC approved CDBG subrecipient agreement template was used to create subrecipient agreements for the DREF projects. Approval of the subrecipient agreements for each project will allow Housing, Human and Veteran Services to administer, implement and monitor the projects outlined in the DREF agreement. Subreci ient Project Subreci ient Award Amount Collier County Housing Hurricane Hardening, Multi -unit $ 732,616.72 Authority Rehabilitation Kipling Capital, L.P., Hurricane Hardening, Generator $ 264,000 Bromelia Place Florida Non -Profit Services, Inc. Flood and e $ 33,250.00 Improvements Immokalee CRA Flood and Drainage $2,011,955.46 Improvements The subrecipient for the fourth (40) approved DREF project, the Immokalee Area CRA, has requested a reallocation of activity funds. Specifically, to provide a more timely completion of the Immokalee CRA Stormwater project, adjustments will be made to the project's concentration of activities. $500,000.91 of the funds originally allocated for the activity of acquisition will now be used for restoration, project management and installation of sidewalks, allowable activities. The reallocation will not require any additional funds beyond those that have already been awarded to the subrecipient. To accommodate these changes a modification to the Collier/DEO grant agreement must be submitted to the DEO. Once the Packet Page -1527- 5/22/2012 Item 16.D.3. DEO has provided approval for the modification to the grant agreement, the associated subrecipient agreement for the DREF Immokalee Stormwater Project may be executed by the Board chair. (Note: There was a scriveners error in the grant agreement provided by the state. The Flood and Drainage Improvement amount for the Immokalee Stormwater project in the original DREF agreement was incorrectly shown as $1,584,513.00, and should have been $1,451,169.00. It is corrected within this grant modification.) FISCAL UffACT: Approval of these subrecipient agreements will have no effect on ad valorem or general fund dollars. Total DREF grant funds in the amount of $3,335,131.91 are available within the Housing Grant fund (705) Project 33191. GROWTH MANAGEMENT PdPACT: Implementation of these subrecipient grant agreements will further the goals, objectives and policies of the County's Growth Management Plan. LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board action. RECOMMENDATION: To approve and authorize the Chairman to (1) Sign three (3) Disaster Recovery Enhancement Fund subrecipient grant agreements to provide funding for specific hurricane hardening projects previously approved by the Board of County Commissioners; (2) Sign modification #1 to Disaster Recovery Enhancement Fund (DREF) grant Agreement #12DB- P5-09-21-01-K39 between the Florida Department of Economic Opportunity (DEO) and Collier County; and (3) Sign the fourth agreement upon DEO approval of the grant modification.
