EXECUTIVE SUMMARY
Recommendation to approve the Parks and Recreation Department's participation in the
Immokalee Out -Of- School Time Initiative (IOSTP); authorize the Chairman to sign a
Memorandum of Understanding (MOU) with the Southwest Florida Workforce Development
Board, Inc.; and approve associated budget amendment. Fiscal Impact is $30,375.
OBJECTIVE: The objective of this action is to authorize a MOU that will allow for up to 50 children to
participate in summer recreation camp. In addition, the children will receive tutoring as part of their
summer camp experience.
CONSIDERATIONS: The Parks and Recreation Department provides summer recreation experiences
for children throughout Collier County. In Immokalee, summer recreation camps are provided at
Immokalee Community Park. Last summer 56 children participated at the Immokalee Community Park
location.
The Southwest Florida Workforce Development Board, Inc. is participating in a community -wide
initiative for summer 2012 called the Immokalee Out -Of- School Time Initiative (IOSTP). This initiative
seeks to provide recreational opportunities for children of Immokalee and also to provide educational
tutoring during the children's summer break. The Workforce Development Board is seeking partners to
provide this initiative and approached Collier County Parks and Recreation Department to partner with
them. This agreement will provide funds to allow up to 50 children to received free recreational and
tutoring opportunities during the summer.
FISCAL IMPACT: Participation in the IOSTP will increase personal service and operating costs
as the summer camps maintain a 1:18 ratio of staff to camp attendees. Funds are currently
included in the budget for the Immokalee summer recreation camp at the same level as the prior
year, or for approximately 60 participants. The Workforce Development Board will provide
funding for up to fifty (50) additional students with a 9 -week summer program at a $13.20 per
day reimbursement rate, not to exceed $30,375. A budget amendment associated with this
program will increase the summer camp program revenues by $30,375 and appropriate
expenditures in the same amount within the MSTD General Fund (111), Immokalee Recreation
Fund Center (Immokalee Community Park). Revenues are expected to exceed expenses by
approximately $16,530.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's office, requires
majority vote and is legally sufficient for Board action. -CMG
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
RECOMMENDATION: That the Board of County Commissioners approves the Parks and Recreation
Department's participation in the IOSTP; authorize the Chairman to sign the MOU with the Southwest
Florida Workforce Development Board, Inc.; and approve associated budget amendment.
