EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners provide after - the -fact approval of the Sheriffs Office submittal to the U.S. Department of Justice for the FY 2012 COPS Hiring Program grant. OBJECTIVE: To request after - the -fact approval from the Board of County Commissioners on the submittal of a three -year grant application requesting $798,600 under the COPS Hiring Program. CONSIDERATION: The COPS Hiring Program provides federal funding to hire entry-level law enforcement officers or rehire deputies who have been laid off or scheduled for lay -off as a result of budget cuts. In the spring of 2011, the BCC approved and the Sheriff submitted a request to hire four entry level deputies. The County was not awarded funding in 2011. However, on March 1, 2012, CCSO was invited to update and resubmit the 2011 request for funding. The grant application was due on March 22, 2012. There have been some modifications to the COPS Hiring guidelines including the requirement that all new entry -level law enforcement officers be military veterans who served on active duty for a period of at least 180 days, any part of which occurred on or after September 11, 2001; the federal funds will only cover 75% of the salary and benefits for the first three years, not to exceed $125,000 per officer; a local match of 25% is required during the first 36- months. The grant requires that CCSO add four entry-level law enforcement positions to the current number of budgeted positions and retain the four positions for a minimum of 12 months after the completion of 36- months of federal funding. FISCAL IMPACT: The COPS Hiring application requested the following funding: Federal funding FY201.3- FY2015: $500,000 Local match required FYI 3 -FY15: $298,600 TOTAL grant: $798,600 The 25% local match will come from Crime Prevention Funds, Confiscated Trust Funds, or other CCSO funding sources. The CCSO will need to provide 100% of the salaries and benefits for the four law enforcement positions for a minimum of 12- months in FYI 6. SUBJECT: County Manager review and approval of a re- submission of the 2011 COPS Hiring Grant sponsored by the United States Department of Justice in the amount of $798,600 The Collier County Sheriff's Office (CCSO) has been asked to resubmit their 2011 COPS Hiring Program (CHP) grant application to request funding to cover the salary and benefits of four entry level law enforcement officers for 36 months. A COPS Hiring Program Grant was submitted in May 2011 requesting funding to cover the cost of salaries and benefits for these positions. CCSO did not receive federal funding in 2011; however, the application was maintained in a "pending pipeline" and the department has until March 22, 2012 to re- submit the grant application. There have been some changes to the COPS Hiring Grant including: • 2012 grants will cover 75% of approved entry -level salary and fringe benefits over 36 months up to a maximum federal share of $125,000 per officer position. CCSO will be required to provide a minimum 25% cash match and cover the cost of salary and fringe which exceeds the federal maximum of $125,000 per officer position. All new hires must be military veterans who have served on active duty for a period of more than 180 consecutive days, any part of which occurred on or after September 11, 2001, and who have been discharged or released from active duty under honorable conditions. • Over the course of the 36 month grant, CCSO must demonstrate an increase in its cash match towards salaries and benefits. CCSO will be responsible for retaining the four positions and covering 100% of the cost in FY 2016. Your approval authorizes the CCSO to submit the application online. Community Policing Strategy COPS Office grants must be used to reorient the mission and activities of law enforcement agencies through initiating community policing or enhancing their involvement in community policing. If awarded funds, your responses to sections II (a) and 11(b) that follow will constitute your agency's community policing plan under this grant. Your organization may be audited or monitored to ensure that it is initiating or enhancing community policing in accordance with this plan. The COPS Office may also use this information to understand the needs of the field, and potentially provide for training, technical assistance, problem solving and community policing implementation tools. Residential dwelling burglaries have increased 30.4° between 2010 (931) and 2011 (1214) and the trend has continued during the first few months of 2012. Residential burglaries are occurring throughout Collier County from residences in the rural "Estates ", to low- income and middle class subdivisions, and upscale, gated communities. The increase in residential burglaries may be related to a number of factors including high unemployment and home foreclosures, an increase in prescription drug abuse, and easy access from the 1 -75 corridor connecting the Miami area to Naples/Ft. Myers and Tampa /St. Petersburg. Collier County is geographically the largest county east of the Mississippi River with a total land area of 2,025 square miles. Collier County is larger that the states of Rhode Island and Delaware so the Collier County Sheriffs Office has large districts to patrol with a sworn officer population that has continued to shrink during these fiscally constrained times. Collier County has an annual countywide population of 321,520 according to the 2010 Census. There is a seasonal increase in population, during the winter months, and according to the County's Land Development Services Department, there was an estimated peak seasonal population of 389,149 residents in 2010. The Greater Naples -Marco Island (Collier County, FL) community hosts over 1 million visitors annually. According to tourism statistics over 1.38 million visitors came to Collier County in 2010. With the addition of four entry-level COPS deputies, CCSO would address the spike in residential burglaries through increased targeted patrols based on current trends, enhanced communication with residents, visitors, and a variety of organizations, and increased crime prevention efforts. These enhancements would occur in partnership with numerous homeowners associations, civic organizations, local police departments, tradtional and social media and others. CCSO utilizes evidence based, best practices such as Data -Driven Approaches to Crime and Traffic Safety ( DDACTS). DDACTS will be utilized to adddress trends along with other crime data collected, analyzed and mapped by CCSO. The Collier County Sheriffs Office launched DDACTS in the fall of 2011. This operational model integrates location -based crime and traffic data to establish effective and efficient methods for deploying law enforcement resources. The construction industry was the area's largest employer at the height of the building boom. With the collapse of the area housing market, the county lost thousands of jobs in construction, real estate, banking, engineering and other development related industries. As the housing dependent sectors declined, there was a ripple effect in retail, hospitality and other industries. Prior to the economic downturn, area unemployment ranged from 3 to 5 %. Between 2009 and 2010, the unemployment rate skyrocketed to 11 and 12% with unemployment peaking at 13.3% in August 2010. (Along with the loss of construction related jobs, the tourism industry was impacted by the 2010 Gulf of Mexico -BP oil spill `I Although no oil came ashore in the county, the number of visitors declined due to concerns about the oil spill impacts along with the declining national and international economy. According to the local convention and tourism bureau, (Collier County typically hosts over 1 million visitors annually. Both domestic and international visitors have declined in recent years; however, in 2010 tourism increased by 3.3% over 2009 figures with over 1.3 million visitors. negative economic impacts occurred in the agricultural sector with crop freezes in 2009 and 2010 resulting in job losses.
