EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment of $500,000 to move funds from Project No.
70050, Master Pump Station Technical Support Project, to Project No. 73969, South County Water
Reclamation Facility Technical Support Project.
OBJECTIVE: Complete the following Technical Support Sub - projects at the South County Water
Reclamation Facility ( SCWRF).
1. Replace polymer pumps
2. Coating /crack repair of multiple structures
3. Repair chemical feed pumps
4. Repair bearingless pumps
5. Replace pH sensors
6. Perform power analyzer study
7. Rehabilitate chlorine building
8. UV- resistant coating of odor control units & piping
9. Rehabilitate east chlorine contact chambers
10. Contingency reserves

CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners
(Board) adopted the 2008 Wastewater Master Plan Update that identified the requirement for
rehabilitating the wastewater collections system. The proposed scope of work is consistent with the 2008
Wastewater Master Plan Update, Project 73969, "South County Water Reclamation Facility Technical
Support," Section 8, Table 8 -2, page 3 of 5, line 101.
These sub - projects are required to maintain the structures and processing equipment at the SCWRF to
insure that the plant remains in full compliance with all Florida Department of Environmental Protection -
issued permit conditions. Delaying these projects until FY13 will impose excessive risk on the
infrastructure and process equipment at the SCWRF and significantly increase the possibility of
compliance criteria violations. Presently, Project 73969, SCWRF Technical Support, does not have
sufficient funds to address these sub - projects. Seventy-eight percent of the estimated $500,000.00 cost
was determined by quotation; the balance was determined by internal engineering estimates.
Project No. 70050, Master Pump Station Technical Support Project, was partially deferred to FY13 thus
making the funds being requested by this Budget Amendment available. Future procurement activities for
each sub - project will occur separately in accordance with the Purchasing Policy.
FISCAL IMPACT: Funding is available in and is consistent with the FYI Capital Budget approved by
the Board on September 22, 2011. A budget amendment to obtain the required funds is being requested.
The source of these funds is the Wastewater User Fee Fund 414.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for approval.

GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.

Governing Board of the Collier County Water -Sewer District, approve a budget amendment of
$500,000.00 to move funds from Project No. 70050, Master Pump Station Technical Support Project, to
Project No. 73969, SCWRF Technical Support Project.
