EXECUTIVE SUMMARY
Recommendation to appoint a designee for the filing and execution of Board approved
Federal Transit Administration (FTA) grant applications and to provide the execution of
the annual electronic certification and assurances for such Board approved FTA grant
applications.
OBJECTIVE: That the Board of County Commissioners appoint a designee for the filing and
execution of Board approved Federal Transit Administration (FTA) grant applications and to
execute the annual electronic certification and assurances for such Board approved FTA grant
applications.
CONSIDERATION: Resolution 2010 -57 authorizes the Chairman or the Board to appoint a
designee for the filing and execution of Federal Transit Administration (FTA) grant applications,
the execution of grants and cooperative agreements, and the filing with applications the annual
certification and assurances. A copy of the Resolution is attached with this Executive Summary.
Staff is requesting that the Board designate Mr. Nick Casalanguida, Growth Management
Division Administrator, as the Board's successor designee.
FISCAL IMPACT: There is no fiscal impact with this item.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
GROWTH MANAGEMENT IMPACT: This item has no Growth Management Impact.
RECOMMENDATION: That the Board appoint Nick Casalanguida, Growth Management
Division Administrator, as its designee for the filing and execution of Board approved Federal
Transit Administration (FTA) grant applications, the execution of grants and cooperative
agreements and the execution of the annual electronic certification and assurances for those grant
applications.

Ian, as discussed last Friday, the Alternative Transportation Modes is currently
undergoing a Triennial review by the Federal Transit Administration pertaining to Collier
Area Transit. The triennial review is one of the Federal Transit Administration's
management tools for examining grantee performance and adherence to current FTA
requirements and policies. By Resolution No. 2010 -57, the Chairman is authorized to
designate someone to administratively file applications (subject to Board approval) and to
electronically execute the annual certification and assurances on behalf of the County. A
copy of that Resolution is attached for your review. Historically the person designated to
facilitate this administrative task has been Norman Feder; the Division Administrator of
the Growth Management Division.
Please direct this form and the attached Resolution to Commissioner Coyle for his
consideration. I am told that the results of the Triennial review are positive but that the
completion of this designation is necessary for compliance. Do not hesitate to contact
either Michelle Arnold or me if you have further questions regarding this matter.

RESOLUTION NO. 2010- 57
A RESOLUTION BY THE COLLIER COUNTY BOARD OF COUNTY
COrdAMSIONERS AUTHORIZING THE FILING AND EXECUTION OF
APPLICATIONS WITH THE FEDERAL TRANSIT ADMINISTRATION;
PROVIDING FOR ANNUAL CERTIFICATIONS AND ASSURANCES;
PROVIDING FOR AUTHORIZATION TO EXECUTE GRANT AND
COOPERATIVE AGREEMENTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Board of County Commissioners of Collier County is the governing
body in and for Collier County, Florida, a political subdivision of the State of Florida; and
WHEREAS, the Federal Transportation Administrator has been delegated authority to
award federal financial assistance for a transportation project; and
WHEREAS, grant and/or cooperative agreements for federal financial assistance will
impose certain obligations upon Collier County, the applicant, and may require Collier
County to fund the local share of project costs; and
WHEREAS, Collier County, the applicant, has or will provide all annual certifications
and assurances to the Federal Transit Administration required for projects.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners,
Collier County, Florida, that:
_Authorization to Execute and File Analications. The Chair or the Board's
designee is authorized to execute, file and manage grants, on behalf of Collier
County, for federal assistance with the Federal Transit Administration for federal
assistance authorized by 49 U.S.C. § 5307 and Title 23 of the United States Code, or
other federal statutes authorizing projects administered by the Federal Transit
Administration.
2. Annual Certifications and Assurances. The Chair or the Board's designee is
authorized to execute and file with its application the annual certification and
assurances, and other documents the Federal Transit Administration requires before
awarding a federal assistance grant or cooperative agreement.
3. Authorization to Execute Grant and Cooperative Agreements. The Chair or the
Board's designee is authorized to execute grant and cooperative agreements with the
Federal Transit Administration on behalf of Collier County, Florida, following the
Board's review and approval.

4. Effective Date of Resolution. This Resolution adopted after motion, second
and majority vote favoring same, this 23rd day of March, 2010.
