Agenda 03/27/2012 Item #11K3/27/2012 Rem I I.K. n ECU, TLVE SUMMARY Recommendation to adopt a Resolution renaming the Collier County Growth Management Transportation - Building, 2885 South Horseshoe Drive, "Norman Feder Transportation Building': The renaming is sponsored by Commissioner Tom Henning and supported by 1,023 residents of Collier County. OBJECTIVE: That the Board of County Commissioners (Board) adopts the attached Resolution renaming the Collier County Growth Management Transportation Building, 2885 South Horseshoe Drive, "Norman Feder Transportation Building". CONSI %U&TIONS: Collier County Commissioner Tom Henning submitted an application to the County Manager's Office containing the signatures of 1,023 Collier County residents who agree with his recommendation to rename the Collier County Growth Management Transportation Building, "Norman Feder Transportation Building ". The signature pages are available for public review at the County Manager's Office and will be filed with Minutes and Records. The County Manager's Office finds that the request is complete, with merit, and complies with the County's policy for naming County -owned facilities. The Board's approved policy is attached. In support of the renaming, Commissioner Henning described Mr. Feder as follows: Norm Feder has greatly contributed to an enhanced transportation system in Collier County. /"1 For over ten years, Mr. Feder has been administrator of the county's Transportation Division (now Growth Management Division) and spearheaded an aggressive expansion of the county's road network that added or rebuilt 437 lane miles. As a result, traffic delays and congestion have been greatly reduced and citizens and commerce can more easily traverse the county. Additionally landscaped medians have been expanded, a CAT bus services has been established, and a sidewalks/ pathway network has been added. Also, the LASIP and other drainage projects have been implemented with the construction of several components of this stormwater management system. In an era of unprecedented growth in Collier County, Mr. Feder has guided the Transportation Division to meet the challenges of that growth. Mr. Feder will be retiring in March 31, 2012 and is fitting that this facility be renamed in his honor. The Collier County Growth Management Transportation Building is owned by Collier County and located at 2885 South Horseshoe Drive, Naples, FL 34104. FISCAL IMPACT: A sign, plaque, or other notation (that meets the approval of the Collier County Facilities Management Department) at a cost not to exceed $1,60.0. RESOLUTION NO. 2012 - A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, DESIGNATING THE COLLIER COUNTY GROWTH MANAGEMENT TRANSPORTATION BUILDING, 2885 SOUTH HORSESHOE DRIVE, AS THE "NORMAN FEDER TRANSPORTATION BUILDING." WHEREAS, as administrator of the Collier County Transportation Division, Norman Feder spearheaded an aggressive expansion of the County's road network that added or rebuilt 437 lane miles; and WHEREAS, during an era of unprecedented growth, Mr. Feder's exhibited the leadership and guidance necessary to accomplish transportation projects that significantly reduced traffic delays and congestion on Collier County roadways; and WHEREAS, Mr. Feder's expertise also contributed the County's expanded landscaped medians improvements, new sidewalks and pathway networks, and the establishment of the CAT bus services: and WHEREAS, the County Manager has received an application signed by over 1,000 Collier County residents wishing to designate the Collier County Growth Management Transportation Building as the "Norman Feder Transportation Building," in recognition of Mr. Feder's accomplishments; and WHEREAS, the Board of County Commissioners likewise desires to recognize Mr. Feder's vision and dedication to the citizens of Collier County by renaming this building in his honor. Naming of County-Owned Building, Structure or Facility. The following is the policy of the County Manager of Collier County, Florida, regarding naming Collier County-owned buildings, strictures, or other County -owned fircilities. Each County -owned building, structure, or facility, or .integral part therein, e.g., chapel in a hospital, hereinafter "facility." shall be named based upon the function(s) the facility performs. or the services provided to the public from the facility. The specific location of the facility can, of course, be included in the name; for example, an adjacent right -of -way, body o water, or any other prominent landmark. Examples: Collier County Courthouse, Central A enue Library, Sheriff's Annex, Tarpon Lake Park, South Pass, or Pine Ridge Road Library. II. The Board of County Commissioners ( "Board ") may name a County -owned facility to honor a natural person or pe ns, living or deceased. The natural person(s) must have, by his or her local actions (other than Substantial Financial Contribution), specifically and directly benefited Collier County, and, preferably, the specific facility, or at least the geographic area where the facility exists (or is planned to exist). Each recommendation to have a County -owned stiucture named to honor a natural person based upon that person's local, beneficial acts (other than a Substantial Financial Contribution) may be proposed to the County Manager by any individual, any corporation, any organization or group, but only by using the attached form. (d). Application Procedure. Each application to recommend naming a County - owned facility in honor of a natural person based upon that person's local acts (r of based upon a Substantial Financial Contribution) must be submitted to the County Manager by use of the attached form. Notwithstanding any other provision of this policy, except the refe provisions listed below, a County -owned facility can be named in honor of a natural perso (s) provided substantial sums of money or other substantial, valuable assets (such as land lated to the facility or land situate elsewhere), are contributed to Collier County by, or on half of, such natural person(s), living or deceased, to assist Collier County, directly or indirectly, in acquiring title to the underlying land, to the facility, or to some specific, identifiable part of the facility (e.g., "The John Jones Wing of the Collier County Hospital "); provided, however, that such person has not engaged in illegal, immoral, or otherwise improper conduct. No such natural person need be a local person. 2. If a facility is named and it is thereafter discovered that the atural person unbeknownst to the County, had engaged in illegal, immoral, or otherwise imp per conduct, T that brings discredit upon the County, the County may in its unbridled discretion rename the facility. If a facility is named after a then living natural person and that pelson thereafter engages in illegal, immoral, or otherwise improper conduct, that brings discredit upon the County, the County in its unbridled discretion, may rename the facility.
