Agenda 03/27/2012 Item #11A3/27/2012 Item 11.A. EXECUTIVE &U—N MRY Recommendation to provide direction regarding modification or elimination of Planning Communities. OBJECTIVE: For the Board of County Commissioners (BCC) to provide direction to either modify Planning Community boundaries, eliminate Planning: Communities, or leave Planning, Community boundaries as they presently_ exist. CQNSfDEHAMN_S: Planning Communities, which comprise the entire unincorporated area. of the County, were first established for Collier County's 1983 comprehensive plan. Their boundaries were created using U.S. Census .geography from the 1984 Census. Planning Communities were established because the county is so_ large and different areas disparate (e.g. Immokalee vs. North Naples); these sub- county areas allow for better determining future population, housing and development trends. Countywide averages could be misleading when applied to particular sub- county areas, e.g. household income, educational attainment, persons per household, occupancy /vacancy rates; conversely, data at sub - county levels can be more meaningful and provide a more accurate "picture"') of a- given area. Establishing sub- county planning districts is not unique to Collier County. For example, Lee County is divided into 22 planning communities. In the mid to late 1980s, the Rural Estates Planning Community was split to create the present - day Urban Estates and Rural Estates Planning Communities, resulting in twelve Planning Communities (originally, there were eleven), and some of the rural area Planning Community boundaries were adjusted. Later, boundary;changes were.made to refleetthe incorporation of the City of Marco. Island (1997) and a subsequent annexation, and several annexations (and one de- annexation) by the City of Naples. The map of existing Planning Communities is attached. Data generated/prepared/compiled by Planning Communities and historically used by Planning staff - and available for use by other County agencies, the Collier County School District, businesses, non- profits, consultants, and general citizenry - includes population estimates and projections, dwelling unit estimates and projections, commercial inventory, industrial inventory, developed/undeveloped land, existing land use by category, etc. Some of this data is provided to the School District to meet the requirements of an inter -local agreement (ILA) for certain, data to be provided at the sub - county level; some is used for support information in the state- required Evaluation and Appraisal Report of the GW, Growth Management Plan, (every 7 years); some is used by planning consultants to prepare data in support of comprehensive plan amendment petitions; some is used by non - profits and businesses in considering. expansion or relocation. Though some of the above data is.also prepared at the Traffic Analysis Zone (TAZ) level,.-which is or can be then aggregated into various geographies — including but not limited to Planning Communities, Planning star does not prepare projections at the TAZ level, only estimates. Eliminating Planning Communities would necessitate additional work to compile/generate data by some other sub - county area, such as concurrency service areas, to comply with the School 1 Packet Page -59 i X712 12 Affin 11.A. As Plamting Comfy boundaries are not political boundaries (other than necessarily .following City Limits) and have no regulatory effect, rather are for the purpose of data compilation/g+enerabm and raportin& there would seem to be only a limited need for public input. Therefore,:staff would suggest a single public meeting to vet proposed Planning Community changes with interested padres, prick to pr n#atiou to the BCC for review and approval.
